+ WHOLESALE SALES
Advance data indicates that through July, wholesale shipments of traditional powerboats were up 9.3% from a year ago; corresponding dollars were up 20%.

- RETAIL SALES
New powerboat registrations were down 7% on a rolling 12-month basis through June, compared to a year ago. Advance estimates indicate sales will be up 1.7% on a rolling 12-month basis through August, the first sign of growth in more than two years.

+ TRADE                                                               
Recreational boat and marine engine export volumes were up 3% in the second quarter of 2011, while dollars were down 4% from a year ago. Corresponding import volumes were up 9%; dollars were up 6%.  (Source: NMMA Export/Import Abstract)

Permit Extensions Established under HB 7207 (a/k/a Community Planning Act)
 

As a follow-up to the last NWFMIA meeting and discussion of the permit extensions set forth in the Community Planning Act (CPA), here are some upcoming deadlines for permittees seeking permit extension relief under the CPA.  

 

On June 2, 2011 the Governor signed the HB 7207/CPA into law. While the CPA was voluminous legislation and significantly altered Florida's growth management laws that had been in force for over a quarter of a century, it also created valuable permit extension opportunities for existing permittees still recovering from the negative real estate market brought down by the great recession. Key points for the new 2 year extension are below:

  • Applies to local government building permit, development order, or certificates of level of service with expiration dates between 1/1/12 and 1/1/14.
  • Applies to FDEP ERPs or Water Management District ERPs with expiration dates between 1/1/12 and 1/1/14.
  • Requires written notice to local government or authorizing agency by 12/31/11.
  • 2 year extension can be in addition to other extensions but total extension may not exceed 4 years.
  • Cannot be used in conjunction with 4 year DRI extension.
  • Does not apply to permits issued by the Army Corps of Engineers.
  • Does not apply to permit determined to be in significant non-compliance (notice of violation, warning letter generated or other formal agency enforcement).
  • Does not apply if permit extension would delay or prevent compliance wit a court order.
  • Does not affect the expiration date of sovereignty submerged lands lease.

Permittees may also be able to seek a two year extension for certain permits that were extended in accordance with previous legislative extensions (SB 360 as reauthorized by Ch. 2010-147). Same restrictions and deadlines apply.

 

In light of the pending deadlines, permittees should confirm their eligibility for these "free" extensions and submit their notices sooner rather than later.
