Health Safety Net Survives Budget Cuts
 
Last year the Governor's biennial budget allocated a total of $7 Million to the health safety net (VHCF, Free Clinics, and Community Health Centers). The General Assembly kept $3.5 Million in for FY09, but only approved $1.75 Million for FY10.

This year, despite massive cuts in almost every part of the Commonwealth's FY10 Budget, the General Assembly not only kept in the $1.75 Million for the Health Safety Net, but restored funding to $3.5 Million in FY10.  
 
With the free clinics experiencing a 34% increase in patient load in 2008; community health centers reporting a 3 fold increase in the percentage of uninsured patients from previous years; and a surge in the number of uninsured Virginians as many people lose their health insurance and/or jobs due to economy, the restored funding could not have come at a better time.  
 
Funds will help underwrite the health safety net organizations' operating costs and will enable VHCF to support the growing demand for services through grant funding.

Do you need help raising money, but don't want to spend too much on a consultant or classes? If this sounds familiar, the Foundation Center, www.foundationcenter.org, should be on the list of sites you regularly visit.
 
Chances are you've probably already heard about the Foundation Center, but did you know that in addition to tools to help find funders, the site also has a variety of professional development opportunities that include
free webinars? The catalog includes nineteen, 60 minute webinars that cover topics such as Grant Seeking Basics, Introduction to Corporate Giving, Introduction to Fundraising Planning, Proposal Budgeting Basics, and Proposal Writing Basics.
VHCF Welcomes New Board Members
 
In the last six months the VHCF has welcomed four new members to its Board of Trustees. They come from all corners of the state (Northern Virginia, Hampton Roads, Richmond, and Rockingham) with diverse skills and experiences, and a mutual interest and commitment to VHCF's work and mission.  
 
Gil Minor is Chairman of the Board of Owens & Minor, Inc., a former VHCF Chairman and Trustee has rejoined the Board. Owens & Minor is a Richmond based, $7 billion Fortune 300 distributor of medical and surgical supplies to hospitals, nursing homes, and physicians.
 
Charlie Hill recently retired as Executive Vice President, Human Resources, of Landmark Communications, Inc, a media company headquartered in Norfolk. Mr. Hill has accrued more than 40 years of progressive leadership and managerial experience as an organizational performance and results improvement agent. 
 
T. Carter Melton, Jr. is the former President and CEO of Rockingham Memorial Hospital. He also served as President of the Rockingham Memorial Hospital Foundation, from 1974-2008, and was a member of Virginia's Health Reform Commission, created by Governor Kaine to improve access to competent, affordable healthcare for all Virginians. 
 
LuAnn Bennett is President/Owner of the Bennett Group, a real estate service firm in Washington, DC., which provides construction and construction management services in the Greater Washington, DC area.  A LEED accredited professional, LuAnn serves on the Governor's Commission on Climate Change for the Commonwealth of Virginia. 
 
New Board members had a chance to learn more about the work of the Foundation and the health safety net at the Board retreat in April. They all look forward to supporting VHCF in strengthening Virginia's health safety net.

Support for the Health Safety Net in Tough Times
 
The economy is making news every day. In recent months, health safety net organizations across the state have been profiled for their efforts to provide health care to the growing number of uninsured Virginians. Unfortunately, as the demand for care is increasing, charitable giving is decreasing. As John Baumann, the Executive Director of Fan Free Clinic, recently shared in an article in the Richmond Times Dispatch, "We need to grow to meet demand - and are trying to find a way to do so. On the revenue side, corporate funding dropped right away, as one would expect in this economy. At the moment, however, it's all we can do to hold the line"(click here for full article). Many of Virginia's clinics are trying to do the same, while looking for cost effective ways to meet the demand for increased services.
 
In addition to VHCF's health safety net grants (click here for grant guidelines), the Foundation offers several other cost saving resources that may help health safety net organizations "hold the line". When Virginia dental safety net providers spoke at a roundtable discussion about the high cost of dental supplies and the burden these costs were placing on clinic budgets, it was clear that something needed to be done. To help ease the burden, The Virginia Health Care Foundation and Patterson Dental formed a partnership to help the Virginia dental safety net save thousands of dollars a year on dental supplies and equipment. 
 
Through this partnership, providers within the Virginia dental safety net are able to receive significant discounts on dental supplies, equipment and practice management tools, including:

  • a 20% discount on dental supplies;
  • discounts of 20 - 34% on dental equipment; and
  • a 50% discount on EagleSoft dental practice management software and service plans.

Participating providers also are able to place orders electronically and receive free shipping on all orders placed and shipped standard ground from the Patterson Dental, Richmond distribution center. To help support Community Health Centers, VHCF provides funding for federal grant writers, and professional grant reviewers to read and review applications to the Health Resources and Services Administration (HRSA) for Expanded Capcity and New Access Point grants. With a significant amount of federal stimulus money in the pipeline for community health centers, this support has given Virginia's CHCs a leg up in the very competitive application process. Since VHCF began offering this support in 2005, $175,000 in funding for reviewers has resulted in $14.5 million in funding for Virginia's CHCs. To help health safety net organizations build professional capacity, the Foundation makes $650 available to each health safety net organization to pursue professional development opportunities. This quarter alone, funds have been used for the following courses: Trauma, PTSD and Traumatic Grief, The Trauma Resiliency Model, Fundraising in a "tough economy", Cognitive Behavioral Therapy with persons of Faith, and Health Promotion and Education. Organizations must get prior approval from one of the Foundation's program officers to access these funds. VHCF program officers are here to help. Amanda Farnum, Sherrina Gibson, and Sarah Jane Stewart make it their job to stay on top of what's happening in the health safety net.  If you are considering adding a new program or experimenting with a new fundraising strategy, they may know of colleagues in the safety net who have done the same thing. In addition to being available by phone, they also coordinate topical roundtables which provide opportunities for networking, information sharing, and problem solving.

Virginia Health Care Foundation's Heroes in Health Care recognizes those individuals and organizations whose extraordinary efforts have helped to build and strengthen the health care safety net.

This year, Governor Kaine was recognized with the NETworthy award for his leadership in increasing access to health care for uninsured Virginians, and for being the first governor to embrace and invest in Virginia's health care safety net.  In the past seven years, Governor Kaine visited free clinics, community health centers, and other similar organizations throughout the state and witnessed their work first-hand. He recognized what an asset free clinics and community health centers are to the state, and last year, he included $7 million in his biennial budget to underwrite some of their operating costs.

 

In addition to the NETworthy award, awards in 10 other categories were presented in a special ceremony at the Patrick Henry Building in Richmond, Virginia. The ceremony was attended by more than 200 guests including legislators, business, health care and community leaders. Following the ceremony, award winners and their guests were treated to a special reception at the Governor's mansion.

For the seventh year, the Virginia Association of Health Plans has awarded each Unsung Hero with a check for $2,000 to the local health care organization with which s/he is involved.

 

Additionally, the Virginia Dental Health Foundation received the Wachovia Award for Alumna Achievement and a $10,000 check from Wachovia in recognition of the growth and impact of its Mission of Mercy projects since 2000.

 

VHCF also provides special recognition to an individual and a pharmaceutical company that have made a significant impact in helping chronically ill uninsured Virginians obtain free medicines from the pharmaceutical companies' Patient Assistance Programs. Genice Mines, a Medication Assistance Caseworker with Bon Secours Maryview Foundation Health Care Center in Portsmouth and Sanofi-aventis U.S. received this special "You 'Rx'ceptional" Award this year.

Governor Announces Partnership with Sanofi-aventis
 
In April, Governor Timothy M. Kaine announced a new partnership with Sanofi-aventis U.S. that will bring hundreds of thousands of dollars worth of free prescription medicines, including insulin for diabetes, to uninsured Virginians. The special announcement was made at the Virginia Health Care Foundation's Heroes in Health Care event with Gregory Irace, President and CEO of sanofi-aventis U.S. at his side.
 
The free medicines will be made available through the sanofi logoRxPartnership (RxP), a Richmond-based organization that coordinates the delivery of free medicines to affiliated free clinics and community health centers throughout Virginia that provide health services to low-income, uninsured individuals. Sanofi-aventis is the sixth manufacturer to join RxP.
 
"Insulin is one of the most coveted and costly medicines to the Commonwealth's health safety net organizations," said Governor Kaine. "We are very fortunate that Sanofi-aventis U.S. has selected Virginia as a pilot site for this new Patient Assistance Program."
 
Kaine and Sanofi CEOAccording to the Centers for Disease Control, diabetes was the 6th leading cause of death in Virginia in 2007. It is also one of the top three most common diagnoses made at Virginia's free clinics and community health centers. RxP affiliates will receive their first shipments of sanofi-aventis medication, valued at $700,000 in May 2009.
Ready to Lead for the Long Term 
 
The graduation ceremony for the inaugural class of Leading for the Long Term (LLT) took place on April 17, 2009 at the Capital in Richmond, Virginia. Twenty health safety net leaders from throughout the Commonwealth were selected to participate in this new seven month leadership development program. Participants took part in a variety of self-assessments, engaging presentations, participatory sessions and peer-to-peer exchange. Additionally, they had access to a special website designed to facilitate interaction between sessions; and to individual leadership coaches who were available to support leaders in addressing specific challenges or issues. They also received a Return on Investment Calculator designed by Steve Horan, President, Community Health Solutions.
 
In recognition of their hard work and commitment to strengthening the leadership capacity of the health safety net, Governor Tim Kaine thanked each leader with a personal letter expressing his appreciation for their efforts, "I want to thank you for your leadership in helping so many uninsured Virginians receive the care they need, and in keeping Virginia's health safety net strong and sustainable.  Your participation in LLT has enabled you to hone your leadership skills, and to develop a network of leaders with whom to share successes and challenges moving forward.  As a result, I know you will continue to make a significant difference far into the future." 
 
During the award ceremony and presentation on April 17, each leader was "decreed" graduated and presented with a certificate and an engraved award. The leadership of the Virginia Association of Free Clinic, Virginia Hospital Association, the Virginia Community Health Care Association and the Joint Commission on Health Care assisted with the graduation ceremony.
 
Not to be outdone by the VHCF staff and LLT trainers, the LLT class of 2009 performed a "thank you" song to the tune of the Jeffersons' "We're Moving On Up", and  presented, Debbie Oswalt, VHCF's Executive Director with a beautifully framed class photo surrounded by their signatures.
