City Manager's Message
Steve Hayman
Another year comes to a close. The economy placed a damper on many this year yet in spite of it and due to tough budget decisions, RSM remains fiscally sound. In addition, RSM was rated as the safest city in California by the FBI's 2009 Uniform Crime Report for cities with a population over 20,000.

This year also marks the 10th Anniversary of cityhood. To cap off the end of our first decade, we hope you bring your family and join your neighbors at the 10th Annual Celebrating Family and Friends New Years Eve event. Each year the festivities highlight the best of our community in a safe, alcohol-free, fun filled environment. You can find details of the event in an article below. We hope to see you there.

Wishing you and yours a happy new year,

Steven E. Hayman

2/5 CrestRSM's Adopted 2nd Battalion, 5th Marines Prepare to Deploy

Help make their holidays joyful
Rancho Santa Margarita's adopted battalion, 2/5, is saying goodbye to their loved ones as they prepare to deploy just before and after the holidays this year. This is a difficult time for the 1,200 2/5 Marines and their families. To show our support of 2/5 during this challenging time, the City has teamed up with Operation Help a Hero (OHH) through their Operation Christmas Spirit Program. OHH is supporting over 60 local military families; 10 of these families are from 2/5.

Here's how you can help:
Operation Christmas Spirit for 2/5
WHAT: Donate needed Christmas wish list items and gift cards
WHEN: Starting today through the afternoon of December 7 to ensure these families receive the gifts before their Marines deploy.
HOW to find out more/what we need: Contact Christine Groves at cgroves@cityofrsm.org .

WHERE to bring donations: Donations and gifts can be dropped off at RSM City Hall, Monday - Friday, 8 a.m. to 5 p.m.  Marine representatives will visit and pick up the gifts.

2/5 Christmas Party
WHAT: A final gathering of 2/5 families before the Marines/Sailors deploy
WHEN: December 16th on Camp Pendleton
HOW to help: Donate $5-$10 toys to be given out to children at the party or help us collect craft, construction paper and holiday decoration items.
HOW to find out more/what we need: Contact Christine Groves at cgroves@cityofrsm.org
WHERE to bring donations: RSM City Hall until December 13th.

Thank you for your support of our City's adopted battalion.

Need Property Information?

Try the City's Geographic Information System

The public can retrieve property information and other frequently requested information through an online mapping service.  The application utilizes the City's Geographic Information System, commonly referred to as GIS, to provide "layers" of information through maps.

The GIS application, available at http://rsmgis.cityofrsm.org, allows users to search for information about a property based on an address, assessor parcel number, tract/lot number or business name.  The application retrieves general property information, including lot size, tract/lot number, assessor parcel number, general plan and zoning designations, flood zone and fire hazard zones, utility companies, school district and homeowners association.

The City of Rancho Santa Margarita invites you to utilize this easy-to-use application to obtain information, which in the past was only available through contacting the City by telephone or visiting City Hall.

The City has also made available a variety of maps which are frequently requested.  These maps are available at http://www.cityofrsm.org/depts/development/gis_maps.asp.

Complete the Housing and Community Needs Survey
The City of Rancho Santa Margarita is preparing a five-year strategic plan that will permit the City to continue to receive Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development. CDBG funds may be used for a variety of activities that primarily serve city residents in need. Examples of eligible activities include services for seniors and the disabled, minor housing rehabilitation, and street and sidewalk improvements.  This strategic plan, known as the Consolidated Plan, will identify priority housing and community needs that are eligible for CDBG funding.

Residents, business owners and other interested individuals are invited to take part in the preparation of the Consolidated Plan by providing opinions via a "Housing and Community Needs Survey."  The survey can be completed online or downloaded. Copies of the survey are also available at City Hall, 22112 El Paseo, Rancho Santa Margarita CA 92688, or upon request.Survey responses will be accepted through January 7, 2011.

For additional information regarding the Consolidated Plan or the Housing and Community Needs Survey, please contact Mike Linares at 22112 El Paseo Rancho Santa Margarita CA 92688, via email at mlinares@cityofrsm.org, or by telephone at 949-635-1800 x6702.

Moving Your Parked Car Helps Keep the Streets Clean
Please remember your street sweeping day!

Residential streets are swept twice a month in Rancho Santa Margarita. Unfortunately, many of our streets are not swept as well as they could be due to the presence of parked vehicles.

You can help by being mindful of your street sweeping day. Sunset Property Services, the City's contracted street sweeping company, recently reported that, for the month of October, 62,980 pounds of leaves and debris were removed from the City's streets. This removal of leaves will likely continue during the month of December, so staff is reminding all residents to remove their vehicles from public streets on their street sweeping day. A parked 15 foot car (a "go around" in street sweeper language) keeps 45 to 50 feet of street from being swept. Removing your vehicles and trash cans from the streets on your street sweeping day will help keep our streets looking clean for the upcoming holidays.

Thank you for your cooperation, and if you have any questions regarding when you street is scheduled to be swept, please contact the Public Works Department at 949.635.6501.
