City Manager's Message
 There's a lot of talk about city government these days. Are
government employees trustworthy, ethical, and honest? While I can't speak for
other cities, I can tell you that the City of Rancho Santa Margarita City
Council and staff are committed to serving this community in the most ethical
and fiscally responsible manner possible. It certainly has been and will
continue to be my promise and commitment. We feel strongly that we are professionals in service to
this community. We know that our decisions have an impact on people's lives
which is the reason many of us are in this business - to make a difference. The
City Council and staff have built a solid level of trust over the past 10 years
with the community. That trust is a most treasured commodity. While circumstances
in other cities have dramatically altered the perception of public service, it
is my hope that Rancho Santa Margarita will be judged on its own merits.
Transparency and open government have long been important values of the City
Council and staff in RSM. Compensation and benefit information has always been
available on our website, however for easier access, it has been consolidated and
made available directly on the home page. I encourage you to visit our website
and check out what is there. If you are unable to find an answer to your

Second Battalion, Fifth Marines Patriot Day Saturday, September 11 11 a.m. - 2 pm at City Hall
The City of
Rancho Santa Margarita welcomes the Second Battalion, Fifth Marines to City Hall
on Saturday, September 11, from 11 a.m. to 2 p.m. The Marines will be invading City Hall parking lot with vehicles and assorted weapon systems organic to an infantry battalion for the public to view.
Local Boy and Girl Scout
troops will present a special flag ceremony at noon as we remember the victims of the
tragedy on September 11, 2001, and honor the men and women who serve our country
to protect our freedoms.

Street Name Sign: Logo or No Logo?Let your voice be heard
The City of RSM has obtained a grant from the
Department of Energy to remove and replace all of the city's internally
illuminated overhead street name signs with reflective street name signs, in an
effort to reduce energy consumption.
This project has given the city an opportunity to introduce an identity logo on the signs. On July
28, 2010, city staff proposed various design options to the City Council. The City Council has indicated their preference and is requesting
input from residents. We now need your
feedback on the new street name signs, which will ultimately be install on all
signalized intersections in the city.

The City of Rancho Santa Margarita Community Services
Division is excited to share with you RecTrac, the online registration system
that gives you the convenience and flexibility to register for classes 24 hours
a day, 7 days a week! Classes fill quickly! Create an account right now, or if
you've take classes with Rancho Santa Margarita before, simply reenter your
information on the new RecTrac system. The Fall/Winter Activity Guide is now available on the City's website at www.cityofrsm.org.

November 2, 2010 General Municipal Election Five candidates have qualified for three city council seats
The upcoming General Municipal Election will take place on
Tuesday, November 2, 2010. Ensure a
positive voting experience by confirming that you are a registered voter in the city. Have you moved since the last
election? Will you be turning 18 on or
before November 2? If so, you
may need to register or reregister to vote. Voter registration forms are available at the RSM Public Library, at
City Hall, and through the Registrar of Voters Office.
Don't Delay! The deadline to submit a voter registration form is October 18.
Voters may select up to three candidates to serve as members of the city council. Each elected council member will serve a term of four years. The following
residents have qualified as candidates for the upcoming General Municipal Election

September is National Emergency Preparedness Month
Are you prepared?
In Southern California, it's not uncommon to experience a
wide variety of potential emergencies.
These could include earthquakes, wildfires, storms or flash floods,
power failures or heat emergencies, or more routine emergencies like fires,
injuries, or medical emergencies in the home or workplace. In many cases, first responders will be
overwhelmed and won't be able to help you immediately. Are you ready to take care of yourself, your
family, and your home if something happened now?
Could you help neighbors or co-workers? Will you be able to get by if utilities fail, if roads and communications are disrupted, or if stores are closed?
September is National Preparedness Month, the time to stop
and see how ready you are. It can be the

Young Rembrandts Preschool Drawing Preschoolers will draw fun pictures from fish to teddy bears, cowboys, and more. Young Rembrandts staff works on fine motor skills, listening, staying on task, spatial organization, and patience. Tuesdays, September 9-October 5, 2:30 - 3:15 p.m. Ages 3 1/2 to 5 yrs. $66 / 5 classes Slot Car Racing Slot car racing is a fun and competitive activity for boys, girls, and parents too! Make it a family night. Bring your neighbors and friends for some Friday night fun. Each session is a mini tournament for everyone to enjoy. Parents are encouraged to attend but not required. Heartsaver: First Aid Course
The
Heart Saver First Aid course provides training in basic first aid procedures. Its highly effective video based instruction
format enables students to experience case based scenarios in a realistic
setting. The Heart Saver First Aid course is specially designed to train anyone
who might be the first to respond in the workplace or community. All participants will receive a first aid
certificate that is good for two years.

Nightly Construction on Avenida Empresa and Santa Margarita Parkway Scheduled to begin early September The Avenida Empresa and Santa Margarita Parkway Intersection
Improvements Project is scheduled to begin early September, 2010. The project will add an additional left turn
pocket from Avenida Empresa turning on to west-bound Santa Margarita
Parkway. Portions of the center median on Avenida Empresa will be removed to allow for a widened
street to accommodate the additional lane.
In order to reduce impact on traffic at this busy intersection, the majority of the work will be performed
during nighttime hours, from 8:30 p.m. until 5:30 a.m. Single lane closures on Avenida
Empresa during nighttime hours are expected for approximately four weeks. The project will be funded by the Measure "M"
