Spring is an excellent time to clean out the cobwebs and get caught up on chores. If one of those nagging chores for you is to license your dog, there is good news. Beginning April 1 and ending May 15, RSM dog owners can obtain or renew their pet's expired license without penalty under the OC Animal Care's Dog License Amnesty program.  To license your dog, you need a current rabies vaccination certificate and proof of sterility if you wish to receive the spay/neuter discount. Licensing can be done in person at OC Animal Care or online at www.ocpetinfo.com. For more information, call OC Animal care at 714.935.6848.
 
While you're cleaning out those cobwebs, don't forget that CR&R will be picking up bulky items during the week of April 19 - 23. Just place your unwanted items on the curb on your normal trash pickup day.

How to Avoid Fraud and Scams
2010 Census
The 2010 Census forms have arrived in mailboxes throughout the country.  Opportunists and scammers may want to take advantage of this once-a-decade national effort.  To ensure that the count is safe and confidential, the following information will help residents avoid census fraud and scams:
  • There is a unique barcode and 20-digit ID number on the back of each 2010 Census form.
  • None of the questions on the 2010 Census form asks for Social Security number, driver's license number, bank account or PIN number, immigration or citizenship status.
  • The Census Bureau never asks for donations or money.
  • The Census Bureau never requests for information via e-mail.
  • The Census Bureau does not conduct surveys or censuses on behalf of political parties or organizations.
If you are unsure that the 2010 Census form you received is authentic, please visit a Questionnaire Assistance Center (QAC) near you for help.  QAC locations can be found on the Internet at www.2010census.gov.

Toll-free telephone assistance hotline is available seven days a week, from 8 am to 9 pm, 1.866.872.6868. Deaf and hard-of-hearing persons can call the TDD number: 1.866.783.2010.
Pilot Food Waste Recycling Project Begins
The first week of April 2010 marks the start of a new effort to recycle food wastes from businesses in Rancho Santa Margarita and eight other Orange County cities. Through a one-year $400,000 grant from the County of Orange Waste & Recycling Department, food waste will be collected from five local businesses, and taken for recycling to a composting facility. 
 
A restaurant, on average, disposes of more than 50 tons of organic waste every year.  By participating in the food waste recycling program, local businesses hope to reduce their trash disposal costs, while helping the City meet its recycling goals.   The pilot program is expected to recycle up to 20 tons of food waste every week.
 
Participating food businesses in Rancho Santa Margarita include El Torito Grill, Canyon Fireside Grille, TGI Friday's, Finbars Italian Kitchen, and Wood Ranch BBQ and Grill.  Each business will be provided with indoor and outdoor collection containers, employee training assistance, and food waste pick-up service three times a week by the City's waste and recycling hauler, CR&R Inc.  Tonnage collected will be posted monthly under the Recycling page on the City's website at www.cityofrsm.org.  
Capital Improvement Program Project Update

Despite the current economic conditions, the City Council has continued to support investment in the City's infrastructure. Over the past months, the Public Works Department staff has been moving forward with several important projects in the Fiscal Year 2009-10 Capital Improvement Program (CIP) Budget, including paving projects, sidewalk projects, storm drain projects and other infrastructure improvements.  You may have seen some of these projects already underway, and in the coming months, construction is scheduled to begin on several other capital projects throughout the City. 

Following are some of the projects in this year's budget:
  • Melinda Heights Flashing Beacon Project - Construction to be completed first week of April
  • Alicia Parkway Pavement Rehabilitation - Scheduled to start construction April 19)
  • Laurel Road/Via Ricardo Sidewalk Improvements - Construction to begin soon
  • Antonio Parkway/Tijeras Creek Storm Drain Project - construction scheduled to begin May/June
  • Melinda Road Pavement Rehabilitation - Construction scheduled to begin in June
  • Robinson Ranch Road Pavement Rehabilitation - Design complete, construction not yet scheduled
  • Avenida Empresa and Santa Margarita Parkway Intersection Improvements - Project will be out for bid in April

Parent and Me Art Time
Explore a variety of art materials and fire up your child's imagination.  Hands-on projects may include painting, drawing, printmaking, sculpture, preparing frames, and much more!  Come ready to get messy.  All materials and aprons are provided.  A $15 materials fee is due to the instructor.
Tuesdays, April 13 through May 11, 11:00-11:45 a.m.
3-5 yrs   $65/5 classes
 
Spring Art Camp
Spring into ART!  During this fun week we will learn about master artists, art around the world, and explore a variety of materials such as acrylics on canvas, clay, watercolor, pastels, printmaking, and more!  Creative and educational hands-on projects will fire up your imagination.  All materials and aprons provided.  A $20 materials fee is due to the instructor.
Monday - Friday, April 5 to April 9, 10 a.m. - 12 p.m.
6-11 yrs  $89/5 classes
 
Dining Skills for Children
Students learn American and Continental styles of eating, posture, and seating, the correct way to eat various foods, and more.  Program concludes with a formal luncheon to practice new skills.  Students will receive a workbook and certificate of participation.  A $20 materials fee and $38 luncheon fee are due to the instructor.
Saturdays, April 17 to May 1, 10:30 a.m. - 12 p.m.
8-12 yrs  $83/3 classes

RockinBolly
RockinBolly is a dance fitness class consisting of dynamic and static yoga poses and stretches, traditional Indian folk dancing (Bhangra), and other classical Indian dance styles.  Belly dance, hip hop, and Latin styles are also incorporated.  The class is designed so that everyone can succeed.  And get a full body workout.  Each routine is taught in layers, starting with a basic step and adding on to ensure participant success. No prior dance experience required.
Tuesdays and Thursdays, April 13 to May 6, 9-10 a.m.
18+ yrs  $107/8 classes
 
Adult, Child, Infant CPR
Learn how to respond to breathing/cardiac emergencies for an adult, child, and infant.  Participants will receive an American Red Cross CPR certification for one year.  Certification meets state standards for teachers.  A $15 materials fee and self-addressed stamped envelope to receive certification card.
