Our industry is facing a crucial moment. Never before in the history of our great nation have housing and real estate been forced to defend the benefits they provide our country. The very foundation of civilization is no stronger, nor more enduring than the integrity of the homes on which they rest. We must have a sustainable, durable housing economy for generations to come. Congress and the President should see their job as bolstering the housing economy and strengthening our commitment to the country's health. If the housing market continues to falter, the economy cannot fully recover. Over the next 18 months Congress will begin reshaping the role of housing in achieving the dream of owning a home. That is what we are facing. REALTORS® have something to say about this. And this is our opportunity to to ensure housing remains the fiber that binds together the fabric of America.

Boise and Meridian School District Levy- Vote Tuesday, March 13th
The following is some of the specific information regarding how much and why, to help you decision when you go to the polls next Tuesday.
Boise Levy:
What it is for: Maintaining low class sizes and avoiding the potential loss of more than 200 teachers and school support staff such as counselors and aides. Additionally the funds will preserve programs such as AP, AVID music, art and athletics. No administrative costs will be paid for with levy dollars.
Meridian Levy:
What it is for: The levy will be used to restore 9 school days during each of the next two school years and replace the one-time revenue that funds general operations. If the levy does not pass the district will eliminate 25 teaching positions, and save the remaining $4 million by cutting pay, jobs or teaching days, in some combination.

Home Prices Stabilize Despite Increase in REOs

An increase in distressed properties on the market is no longer chipping away at overall home prices, an "unusual and encouraging" sign, a new report suggests.
In fact, the report found that in the top 15 metro areas REOs dramatically increased in February, but those areas still showed average gains or mostly stable home prices compared to the previous month, a new report by Clear Capital shows. Distressed properties typically are known to put downward pressure on nearby home prices.
Alex Villacorta, director of research and analytics at Clear Capital, says improvements in the job market, an uptick in consumer confidence, and an increase in activity among investors making cash purchases may be helping to pull home prices up... Keep Reading

Connecting Emmett to I-84
ACAR is on the Steering Committee for the Central Valley Expressway Coalition (HWY 16 from I-84 to Emmett) which is working on getting the Highway built.
The Coalition will hold its quarterly meeting on Monday March 19th at 7am. This will be a very informative session to learn more about the connection to roads and economic development from Jeff Sayer (Director of the Department of Commerce), and legislative proposals from Senator Chuck Winder. 'Rehab' Loans Surge in Popularity to Fix Up Properties
More borrowers are exploring financing options to cover the costs of rehabbing properties they buy. "Rehab" loans are surging in popularity, according to a New York Times article. The spike in demand is from the higher number of bank-owned properties as well as borrowers who can no longer get home equity loans, he says.
A survey in January from the National Association of REALTORS® found that 35 percent of the homes on the market are either short sales or foreclosures, and of those properties, 37 percent were considered "below" or "well below" average condition.

The REALTORS® Community Foundation is a 501(c)3 tax exempt charitable foundation. Since its inception in 1995, the Foundation has provided more than $1.5 million through grants to worthy non-profit organizations in Ada County.
As in recent past, this auction is in conjunction with the 2012 REALTORS® Circle of Excellence Awards Dinner and Dance, where 600 Treasure Valley REALTORS® and Affiliate Members will gather at the Boise Centre on the Grove for a night of celebration.
The online auction closes Friday, March 16th.
