James P. Whittaker, P.E., CFM, EFP, FRICS
James P. Whittaker, P.E., CFM, EFP, FRICS is President of Facility Engineering Associates (FEA) a firm
specializing in total asset management of facilities. Whittaker's specialization is in the
areas of facilities asset management, O&M management, strategic facilities
planning, project management, and facility management technologies.
During his 23 years in the facilities
industry, Whittaker has managed hundreds of facility engineering and consulting
projects throughout the United States,
in the UK, and Central and South America. He
has both a bachelor's and master's degree in engineering and certifications
through IFMA and APPA as a certified facility manager (CFM) and educational
facilities professional (EFP), respectively.
He was selected as a Fellow of the Royal Institute of Chartered
Surveyors (FRICS) for his work experience, relationships and lecturing
throughout the UK.
Mr. Whittaker has
developed and teaches courses in IFMA's Professional Development program and at
the APPA Institute and has presented at dozens of international facilities
conferences. He was also appointed to
the National Academies of Sciences Committee on Core Competencies in Federal
Facilities Asset Management.

Financial Analysis For Managers

Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS)

This two-day course will cover the history of the Federal Acquisition
Regulation (FAR) and the Cost Accounting Standard (CAS), current
regulation highlights and effects, proposed changes and the
applicability and effect of FAR clauses and CAS standards. Concepts
such as allowability, allocability, and reasonableness will be
explored. The course will also cover disclosure statements, cost impact
statements, and determination of CAS coverage and why it doesn't matter
in audits. Actual cases will illustrate the important concepts
