Agency Meetings & Activities in February

  

GWAAR Leadership Institute

GWAAR staff Bob Kellerman, Lyndsay Dekeyser, and Valeree Lecey attended the February session of the GWAAR Leadership Institute. This month participants focused on building and leading high-performance teams.

 

Care Transitions

Janell Keeter participated in a Health Care Transitions meeting in Eau Claire on February 23.

 

Supporting an Aging LGBT Community 

Claire Culbertson has been working with several people representing the LGBT community to offer a workshop at GWAAR's Aging Network Conference in September.

GWAAR Board Meeting

GWAAR's board of directors met on February 24. GWAAR staff Bob Kellerman, John Schnabl, Deb Mould, Sarah Cowen, Sandy Martin, and Kris Krasnowski attended.

 

GWAAR/ORCD Meeting 

John Schnabl and Bob Kellerman participated in the monthly coordinating meeting with Office for Resource Center
Development (ORCD) staff from the Department of Health Services (DHS). 
 
Aging Network Advocacy Group
GWAAR convenes a monthy meeting of older people and professionals who work with Older Americans Act (OAA) programs to discuss and act on legislation that impacts older people in the state. Staffed by Jayne Mullins, Sandy Martin, and Bob Kellerman, the group met on February 2 to discuss several issues including the Family Care caps and the Virtual PACE demonstration project. 

2012 Aging Network Conference

   

Work continues as plans for the Wisconsin Aging Network Conference take shape.  Staff received many submissions for workshop presentations and will make final selections shortly.

SAMS/SAMSIR

Staff: Carrie Kroetz

 

February Activities:

Carrie met with Bureau of Aging & Disability Resources (BADR) staff regarding the GWAAR region NAPIS numbers and any discrepancies in reporting. She also noted some areas of concern for future training so that future reporting could be improved upon.

 

Carrie conducted a SAMS training with some of the tribes hosted by Bad River Tribe in Odanah to discuss both Title III and Title VI entering into SAMS.

Legal Services/Elderly Benefit Specialist Program

February Activities:
On February 24, 2012, GWAAR's Board opted to terminate the legal services contract with the Coalition of Wisconsin Aging Groups (CWAG).  GWAAR staff have been active planning for both the short- and long-term stability of the program and communicating the status and progress of the program's transition. 

Sandy Martin made visits to two county EBS programs as part of her 2012 goal to visit all counties in the GWAAR service area.

Veterans' Programs

Veteran's Self-Directed Program

Staff:  
Lisa Drouin, Bonne Buhrow

 

This program assists military veterans in choosing and accessing  care services to best meet their needs.  Currently, 25 veterans are enrolled and Lisa and Bonnie are in the process of enrolling two veterans to reach capacity. There are currently 17 veterans on the waiting list.  In addition, the program continues to provide services to one veteran through the North Chicago Veteran's Administration Medical Center (VAMC). 

 

February Activities:

Staff has obtained baseline data for a process improvement project (NIATx) and are now in the process of testing the change to hopefully decrease errors made by providers and participants submitting their timesheets for payment for services. The team hopes to have results within the next month.

 

The team will be meeting with the planning council for Health and Human Services to begin to conduct the evaluation process for the Community Living (CLP)  and Veteran's Directed Home- and Community-Based Services  (VDHCBS programs to be completed in September 2012. The first meeting will occur in March.

 

 

Alzheimer Innovations Grant-Veterans Caregivers Connections

The VCC program's goal is to create a dementia-capable system with efficient referral processes that reduces family caregiver burden and delays nursing home placement for veterans with dementia.

 

February Activities:

Staff is planning to hold two caregiver events in May to provide education to caregivers of veterans with dementia, as well as caregivers to other individuals with dementia. One event will take place in Brookfield, the other in the Racine/Kenosha area. More information to come.

  

Staff continues to hold caregiver programs and workshops referring and enrolling veterans and their families into additional programming opportunities.

 

Work on the DVD to educate veterans and their caregivers on ADRCs and how they can provide assistance is now finalized.  A brochure to accompany the DVD is in the works. Copies of both the DVD and the brochure will be available together as a toolkit for distribution in March. Toolkits will be distributed to all Wisconsin counties and ADRCs, Veteran Service Officers, and other places throughout the state where veterans gather. The DVD and brochure will be posted on the GWAAR website as well.

Volunteerism

February Activities:  

Janell Keeter and Lyndsay DeKeyser met on February 13 to discuss the creation of a Money Management Program Handout, volunteer quarterly suggestion topics, the Wisconsin Volunteer Coordinators Association (WVCA) Conference to be held May 3-4 in Sheboygan, and the National Conference on Volunteering and Service scheduled for June 18-20 in Chicago.

Plans, Amendments, and Assessments

February Activities:
The team developed staff assessment guidelines for GWAAR employees and began receiving aging units' 2011 self-assessments which were due February 29.

Emergency Preparedness

February Activities:

The team discussed GWAAR's involvement in the state Emergency Response plan with GWAAR's Advisory Council and continues to look for ways to partner in emergency planning and response at local and state levels.

Elderly & Disabled Transportation
Staff:  Carrie Porter

February Activities:

Carrie participated in the second LogistiCare Advisory Council meeting that was convened in Wausau on February 23, 2012. Several policy issues were discussed including the policy about meals and lodging for MA members with long-distance medical appointments. Input on this potential policy change will be taken at the May meeting. An update on this and other Medicaid and transportation issues was sent out at the end of February.

 

Carrie is actively providing technical assistance in the areas of Transportation Coordinating Committees and  regional public transit.  She is also member of an advisory committee for a grant project in Portage County -- one of four awarded nationally - to address rural transportation needs.

 

Carrie was a co-presenter for a webinar about partnership-building and lessons from Wisconsin Mobility Management Program that was hosted by MinDOT. She also attended the Wisconsin Association of Mobility Management (WAMM) training session.

  

Carrie has been monitoring activity in the state Transportation Finance and Policy Commisstion established by the Legislature as part of the 2011-13 budget to examine issues related to the future of transportation finance in Wisconsin. Two public hearings remain. Find talking points

Medicare Education & Counseling

Staff: Peg Nugent (Statewide Medicare Trainer & Counselor/MIPPA Coordinator), Jane Mahoney (Eau Claire, Clark, and Dunn Counties), Debbie Bisswurm (Waukesha County)

 

February Activities: 

Peg Nugent consolidated and reported Medicare Improvements for Medicare Improvement for Patients and Providers Act (MIPPA) outreach and enrollment efforts through 2011. Over 18,000 people on Medicare in Wisconsin have been helped to save at least $51 million over the course of this outreach.  See more
 
 

Peg also trained eight additional benefit specialists or MIPPA outreach specialists on strategies and requirements for successful MIPPA outreach and enrollment efforts and, along with Debbie Bisswurm,  conducted the quarterly conference call for MIPPA awardees.

 

At the request of State Health Insurance Program (SHIP) Director Rita Cairns, Peg convened and facilitated a strategic planning meeting for SHIP outreach efforts in Milwaukee County.

 

Peg presented to Tribal Benefit Specialists and health center professionals at the Tribal Benefit Specialist Training on February 24.

 

As the GWAAR contact for Virtual PACE, Peg continued to participate in conference calls with n4a, Medicare Rights, the national SHIP agency, and statewide advocates.  She compiled a comprehensive list of concerns and questions with input from aging and disability advocacy agencies throughout the state and submitted this for consideration to the Virtual PACE team at DHS.  She also attended the Wisconsin Aging Network Advocacy meeting and drafted a letter of concerns from that group to DHS Secretary Dennis Smith and the Virtual PACE team.

 

In addition, Peg was recommended to represent GWAAR and agencies on the Stakeholder Advisory Committee to guide the development and possible implementation of Virtual PACE.  

    

Jane Mahoney did a "Medicare and You" presentation at the May Health System in Menomonie.  In addition, she did a presentation about the Affordable Care Act and ADRC services at senior apartments in Eau Claire and had a Medicare/MIPPA vendor booth at a senior event in Menomonie.  

 

Jane wrote an article for distribution titled, "Medicare's Annual Wellness Visitand created placemats with Medicare and MIPPA information to be used at local church fish fries. 

 

Debbie Bisswurm began the process of updating the Medicare Resource Kits that are located throughout the county, with the most current Medicare materials including the MIPPA brochure and the Low Income Subsidy (LIS)/Medicare Savings Program (MSP) and SeniorCare sheet reflecting the new income limits. She continued outreach to the area churches by distributing materials, meeting with staff, and discussing possible presentations to senior groups.

 

Debbie also distributed Medicare materials and met with social service staff at a local hospital and clinics.  She also provided materials and met with the coordinator of senior programs at a local YMCA.

Family Caregiver Support

February Activities:

The team participated in a National Family Cargiver Support Program (NFCSP) training planning committee conference call on February 6.  The NFCSP Trainings will be held May 24 (Rice Lake), June 5 (Appleton), July 12 (La Crosse), and August 9 (Jefferson). 

 

The team also met via conference call on February 21 to discuss the group's upcoming American Society on Aging (ASA) Conference presentation titled, "Coalitions:  The Wave of the Future in a Poor Economy."  Also on the agenda were website updates, a review of the 2011 Caregiver Coalition Grant reports, a National Alliance for Caregiving n4a Conference update, and a protocol for tracking technical assistance interactions.

 

Jane Mahoney presented a workshop titled, "Positive Caregiving," at the St. Croix Tribal Caregiver Conference on February 15.

 

Claire Culbertson formed a Caregiver Coalition Advisory Group (composed of representatives from four counties) to identify best practices and projects of the 29 Wisconsin coalitions that received GWAAR Caregiver Coalition grants.

 

Claire identified four additional counties interested in developing Share The Care Stations in their area: La Crosse, Monroe, Marinette, and Ashland. She continued to work with the existing Stations - Waupaca, Racine, Rock County, and Appleton - to provide supportive materials to advertise the Stations. She continues to work with Kris Krasnowski to develop the promotional materials.

 

Claire initiated  a handout to accompany her ASA poster session highlighting GWAAR's work with Share The Care Station development.

Health Promotion

Team:  Jill Ballard, Lyndsay DeKeyser, Janell Keeter, Valeree Lecy, Pam VanKampen

 

February Activities:

The team is part of the Prevention Summit Planning Committee and met twice in February (on the  13th and 20th).  Titled "Collaborations in Healthy Aging," the  Summit will be held June 12-13, 2012, at Bridgewood Resort and Conference Center in Neenah. 

 

The team is also part of the Evidence-Based Prevention Program Planning Coordinating Committee (EBPPCC) and met on February 14. Items discussed included updates on Living Well and Stepping On classes, funding updates, WIHA's website and newsletter, and an EBPP local technical assistance plan flow chart.

 

The team had two conference calls in February (13th & 27th) to discuss these topics:  American Recovery and Reinvestment Act (ARRA) grant, website updates, Living Well coordination efforts with the Tribes, 2012 Employee Wellness initiatives, team goal updates, the possiblity of a 2012 III-D carry over project, the Leader Coaching technical assistance  process, National Wellness Conference proposals, Dr. Mahoney's work group request, and Living Well refresher trainings.

 

The team submitted two poster session proposals  for the National Wellness Conference to be held in Stevens Point in July.   

 

Stepping On
Several Stepping On Fidelity Coaching Sessions were conducted in February. Lyndsay DeKeyser visited Brown and Manitowoc Counties; Janell Keeter did sessions in Portage and Vilas Counties; and Valeree Lecey was in La Crosse and Waukesha Counties. 

Valeree, Janell, and Mary Farrell (Ozaukee Co.) facilitated a Stepping On Leader Training in Wausau where 22 new leaders were trained including some from Oregon and Colorado.

 

Valeree worked with Dr. Jane Mahoney (Community-Academic Aging Research Network), Sherri Ohly (Milwaukee Area Health Education Center), and others in activities aimed at translating the Stepping On program into Spanish.


Valeree continued participation in the Centers for Health Enhancement System Studies (CHESS) activities related to Stepping On with Dr. Mahoney through the Active Aging Research Center housed at the University of Wisconsin-Madison.

 

Living Well

Several Living Well Leader Trainings took place in February.   Jill Ballard, Valeree, and Joyce Lubben (Rock Co.)  facilitated a leader training in Monroe where nine new Living Well leaders were trained; an additonal nine new leaders were trained in Green Bay by Janell and Tina Pospychala (Oneida Tribe); and Pam VanKampen and Leslie Fijalkiewicz (Barron Co.) facilitated a training in Maple producing 11 new leaders.   


Pam conducted a Living Well Fidelity Coaching Session in Douglas County.

Elderly Nutrition Program (ENP)

Team:  Mike Glasgow, Pam Vankampen

 

February Activities:

Mike Glasgow met with the Sheboygan Meals on Wheels program to assist in evaluating plans for a new kitchen.  He also conducted ServSafe food safety and sanitation certification class in Marquette County.

 

Pam VanKampen completed the April Nutrition Education and Theme Month materials and worked with Sarah Cowen to get the past three years of Theme Month information posted on the GWAAR website.  She is also working with the Arthritis Foundation to determine ways to distribute the Arthritis Toolkit through ENPs and senior centers.

 

The team met with Amy Ramsey, former state registered dietician (RD), to assure a smooth transition for the ENP and are developing a strategic plan for GWAAR Nutrition Team. 

 

The team is also actively promoting the Elderly Nutrition Program Poster Contest which is seeking photos to be used on the 40th Anniversary poster for the ENP.  The Wisconsin Association of Nutrition Directors' (WAND) Training Committee will select the top five which will be posted on the GWAAR website for the general public to vote on.
