This month's newsletter contains The PARCA Quarterly Summer 2012, which focuses on several issues that will have a major impact on our state's budget over the coming months and years - the upcoming Constitutional Amendment vote, the "remote use tax" and Medicaid reform.  We hope this information will prove insightful and useful.

September 18th Constitutional Amendment

  

On September 18th, Alabama voters will decide whether to approve a constitutional amendment that will provide money to balance the state's general fund budget for the fiscal year that starts October 1.  Without voter approval of the new money, that budget will be out of balance by more than $100 million.  Since the law requires a balanced budget, significant cuts or new revenue would be required.

Alabama's "Remote Use Tax" Law

 

A law adopted in the recent special legislative session creates a new tax category defined as "remote use taxes." While no revenue is currently collected from this source, the potential exists for large collections for cities, counties, and the state government. Congress would have to act in order for this potential to be realized.

Medicaid Reform Alternatives
