Wanda Jones Miller

Victim Assistance Unit

Jefferson County Sheriff's Office

 

 

In 1983 Wanda Jones Miller became a victim of a violent crime. Her case is remembered as the 'Baby Doe Rape Case'. Since her victimization she has focused her efforts towards becoming an advocate for crime victims across the State of Alabama.

 

Mrs. Miller's experience with the criminal justice system has taken her through the initial phases of her victimization, to the law enforcement investigational step and on to the trial process by jury which ended in the convictions of three individuals. She continues to fight to keep her attackers in prison.

 

Today she serves as Victim Assistance Officer for the Jefferson County Sheriff's Office utilizing her own experience to assist others who are traumatized by crime.

March is the beginning of spring and spring always brings with it Greater Birmingham Republican Women's Spring Fashion Show.  After the long cold winter, we are all looking forward to warm weather and beautiful spring clothes.  Put April 11th on your calendar and bring lots of friends and potential new members with you.  It is always so much fun and a great way to support the club. 

 

Thank you to all of our members who made phone calls and sent emails to stop the appointment of another Democrat to be the Republican Senate Caucus Communications Director.  It was simply the last straw on a long list of Democrats getting appointed by our elected Republicans.  We cannot allow people who actively campaign against our Republican candidates to gain access to vital information and strategies.  Please stay alert and hold our elected officials accountable for their actions!

A BETTER WAY TO BUDGET EDUCATION IN ALABAMA:

THE ROLLING RESERVE ACT

Consider for a moment.  739,000 children enrolled in Alabama's K-12 public schools.  80,000 students attend Alabama's two-year colleges.  149,000 students are enrolled in Alabama's public colleges and universities.  There are almost 1 million students enrolled in public education in our state and they all share one sad statistic in common.  Each of these students, during their 17 years from kindergarten through four years of undergraduate studies, is likely to have experienced proration in 5 of those years!

 

"The Alabama Board of Education voted today to financially intervene in Coosa and Sumter county schools.  Two years of proration -- across-the-board budget cuts -- has school systems across the state scrambling to make up for lost revenues.  Five systems -- Choctaw, Coosa, Marengo, Perry and Tuscaloosa counties -- currently have to borrow money to make monthly payroll.  An additional 25 school systems say they anticipate having to do so in the next month or so. Of those districts, three are in the Birmingham-metro area: Birmingham, Leeds and Tarrant city schools."

Budgeting to the revenue forecast with no planned method for building reserves has led to a pattern of unsustainable appropriation levels.  Budgets were adopted between FY2004 and FY2008 that approved increased spending by 56% (an average of about 12% per annum) as budgeted spending was increased by a total of $2.4 billion, rising from $4.3 billion to a budget of $6.7 billion.  Real revenue growth over the previous 15 years from 2008 had averaged only 5.2% and yet budgets were adopted during this 5-year period expecting to maintain revenue growth at more than double this rate.

 

Systemic proration of the budget is disruptive to achievement in public education.  Proration erodes funding for innovative programs.  Creates uncertainty in the fiscal management of entire school systems.  Makes it difficult to retain and attract new teachers.  Erodes the reserves of individual school systems across the state.  Increases unemployment of support personnel and non-tenured teachers.  Proration suspends professional training for classroom teachers and counselors.  Proration delays much-needed maintenance and repairs of buildings and classrooms.  Budget uncertainty and its resulting proration increase the pressure to raise tuition at our public colleges and universities.

 

 An effective and reliable budgeting process must be one that:

 

  • Provides sustainable growth and spending for the Education Trust Fund
  • Significantly reduces the frequency of proration by building internal reserves to meet future revenue shortfalls,
  • Provides stability and reduces uncertainty for local school systems and our state institutions for higher education,
  • Creates a capital reserve to address the future needs for technology and the construction/renovation of schools,
  • Reduces the volatility of the revenue stream by using the historical growth rates of actual revenues received.  

For the third year I will introduce the Education Trust Fund Rolling Reserve Act for adoption by the Alabama Legislature.  Nothing could be made clearer after a review of the history of public education in Alabama than that the legislature must adopt a responsible method of budgeting moving forward.   Using the Rolling Reserve Budget Method we can:

 

1)     Provide a ceiling for appropriations that is based on a sustainable 15-year average annual growth rate.  The spending ceiling is also increased for periods of healthy revenue growth.  40% of any revenues above the historical growth rate can be appropriated into the budget. 

 

2)     Service the debt owed to the Constitutional Rainy Day Fund as a first priority when revenues exceed the budget cap.  Currently, $437 million is owed in repayment to the Alabama Trust Fund from education borrowing.

 

3)     Create a planned system of building reserves (savings) through the Budget Stabilization Fund.  These reserves can only be used when actual revenues fall below expectations.  Reserves are available only for the purposes of maintaining spending at a level no less than the previous year or to prevent proration.  The reserves are capped so that no more than 20% (equivalent of 2.4 months of appropriations) are reserved from spending.

 

4)     Provide for an ETF Capital Fund.  These funds may be used only for construction, reconstruction, alteration and improvements of buildings and other facilities for public education purposes, including site acquisition, equipment and technology or indebtedness incurred for any of these purposes.

 

 

The historic 2010 general election, of which your club played a major role, provided super majorities of Republicans in both the House and Senate.  With the support of Governor Bentley and that of my Republican colleagues, I am confident in the future for responsible budgeting for public education in Alabama.
