Drug Testing for Public Benefits
The bill that President Obama signed into law to extend unemployment benefits and the payroll tax cut will allow States to pass legislation requiring applicants for unemployment benefits to submit to drug testing if they lost their most recent job due to unlawful use of controlled substances or if the work they are searching for regularly requires drug testing. If an applicant falls under these categories tests positive for drug use, States would be allowed to deny them unemployment benefits. Thanks! to advocates who contacted their elected officials to fight proposals that would have allowed States to require drug testing for all applicants for unemployment benefits.

Protecting our Energy
Debbie Sherrick There can be many reasons of developing the habit of giving our energy away. We may have learned it when we were young because the feelings we had were too overwhelming to feel and we were not taught how to process them. This was true for me.

Much of our obsessing, our intense focus  on others, our looking externally to feel good inside, our wanting to control others, is done to cope with this "out of body" experience we call codependency.

We obsess, we worry, we talk and babble about "our story", we become anxious, and stress over the future. We try to control, caretake, and focus on others. Our energy spills out of us on to whomever.

Our energy is our energy. Our feelings, thoughts, issues, emotions, physical health, spirituality, creative energy is ours.

In becoming balanced and healthy, we can create healthy boundaries around ourselves and our energy. We can learn to keep our energy within ourselves and focus on our own issues.

If we are trying to escape our bodies, if our energy is spilling out of us in unhealthy ways, we can get quiet and honest and ask ourselves what is going on, what is hurting us, what we may be avoiding that we need to face, what we need to deal with, remembering, that feelings buried alive never die.

This is why when dealing with our health and developing a wellness program, it is important to look at our emotions and how we are handling and dealing with them. Focusing on external people and things, blaming them for how we are feeling, and allowing them to upset us, can make us physically sick and drained with a  lack of energy.

Practice keeping your  energy inside your body. Stay within your personal boundaries. Realize that your health, physically, emotionally and spiritually is your responsibility. Ask God to help you let go of your need to escape yourself, to have the strength to face your own issues, so you can be comfortable living in your own body.

    OVC Announces a Fellowship Focusing on Victims of Human Trafficking
     Apply Now for OVC's Victims of Human Trafficking Fellowship Program

    The Office for Victims of Crime (OVC) is pleased to announce the release of a new competitive solicitation, the Fiscal Year 2012 Victims of Human Trafficking Fellowship Program: http://www.ojp.usdoj.gov/ovc/grants/pdftxt/FY2012_Human_Trafficking_Fellowship.pdf. Applications must be submitted by May 10, 2012, at 11:59 p.m. eastern time, through Grants.gov at http://www.grants.gov.

    This OVC program will award one cooperative agreement of up to $135,000 for an individual to work onsite in Washington, D.C., as an OVC Fellow, for a 12-month project period. The program is designed to span 3 years, contingent on the grantee's performance and the availability of funds for the second and third years of the fellowship.

    The individual selected for this fellowship will assist OVC in developing and enhancing training, technical assistance, and public awareness resources that support the expansion and effectiveness of services for victims of sex and labor trafficking within the United States (male and female; adult and minor; U.S. citizens, lawful permanent residents, and foreign nationals). The fellowship recipient will work with OVC's Trafficking Team and OVC's National Training and Program Development Division to help develop and disseminate capacity-building resources for trafficking victim services professionals, law enforcement, and allied professionals.  

    The fellowship recipient must have prior experience working on initiatives related to human trafficking and must be an individual who demonstrates the financial and administrative capacity to manage the cooperative agreement. The applicant must agree to abstain from any outside employment, either compensated or uncompensated, for the duration of the fellowship, unless approved in writing by the OVC Director.

    Applicants should read the OVC Fellowship Guidelines that are available at www.ojp.usdoj.gov/ovc/pdftxt/OVC_Fellowship_Guidelines.pdf.

    Fellowship applicants are strongly advised to begin the application process in Grants.gov well in advance of the May 10, 2012, deadline.

    Section 13. Section 741.325, Florida Statutes, is amended to read:          741.325 Requirements for batterers' intervention programs
    (1) A batterers' intervention program must meet the following requirements

     

    Section 14. Section 741.327, Florida Statutes, is repealed.
    Section 15. Section 948.038, Florida Statutes, is amended to read:
    948.038 Batterers' intervention program as a condition of probation, community control, or other court-ordered community supervision.-As a condition of probation, community control, or any other court-ordered community supervision, the court shall order a person convicted of an offense of domestic violence, as defined in s. 741.28, to attend and successfully complete a batterers' intervention program unless the court determines that the person does not qualify for the batterers' intervention program pursuant to s. 741.325.

    VA Begins to look at hiring practices for Eligible Mental Health Professionals
       
    Washington, DC - April 20, 2012 - Yesterday, the Department of Veterans Affairs (VA) responded to a backlog of mental health cases and widespread public criticism of its performance by announcing it will add approximately 1,600 more mental health clinicians to its staff in facilities around the country. The additional positions will include nurses, psychiatrists, psychologists, MFTs, mental health counselors, and social workers, as well as nearly 300 support staff joining its existing workforce of 20,590 mental health staff as part of an ongoing review of mental health operations within the VA. The press release by Veterans Affairs secretary Eric Shinseki failed to mention that mental health counselors and marriage and family therapists are included among the clinical professions eligible for hire.     The VA has assured AMHCA and its coalition partners that VA staff is promoting in press interviews the inclusion of mental health counselors in the group of eligible clinicians. Last evening, the PBS Newshour delved into criticisms of the agency's slow hiring of mental health staff and interviewed a VA spokesperson about their new hiring goals. Dr. Sonja Batten, deputy chief consultant for specialty mental health at the Department of Veterans Affairs, expressed "excitement" about being able to hire licensed professional counselors and marriage and family therapists in the interview on the Newshour program.     Dan Holdinghaus, chair of AMHCA's Public Policy and Legislation Committee, reacted, "Statements by the VA to national news organizations trumpeting inclusion of our profession demonstrate that AMHCA and its coalition partners' advocacy before the VA has begun to raise awareness within the bureaucracy of the value of hiring our profession." Holdinghaus expects a slow process penetrating the VA hiring culture stating, "AMHCA has found the hiring process extremely cumbersome and led by staff that is inexperienced with mental health counselors." Nevertheless, Holdinghaus believes AMHCA is making progress in raising awareness within the agency.

    Next week, the U.S. Senate Committee on Veterans' Affairs will hold a hearing on the adequacy of mental health services in the VA. The hearing is expected to feature a new report by the VA inspector general evaluating the adequacy of mental health services within the Department. The inspector general has a record of being sharply critical of VA performance in this area, and next week's hearing is expected to again subject the agency to withering criticism from Senators on the Committee. AMHCA's coalition has urged the inspector general to delve into VA hiring practices of mental health counselors and marriage and family therapists, but to date the reports have not done so.
