We are all aware of the recent legislative session which brought many changes to state government. One of the changes was the regulation of batterer intervention programs and assessors. There will soon be a new system utilized to document accountability and compliance with state standards. I am sure we will be notified shortly of the details for submitting annual agency accountability and staff CEU's. Remember to maintain your annual continual educational requirements and train and new facilitators or assessors based on the current standards. The current statutes and administrative rules regarding the requirement for minimum standards for certified programs and assessors are still in effect. Sexual Violence Prevention Program
The Sexual Violence Prevention Program is federally funded by the Centers for Disease Control and Prevention through grants from the National Center for Injury Prevention and Control for Rape Prevention Education and Training, and the Preventive Health and Health Services Block Grant for Sexual Assault Victim Services. The Sexual Violence Prevention Program also receives state funding from the "The Sexual Battery Victims' Access to Services Act" and the Rape Crisis Program Trust Fund (RCPTF).
The Act created a funding system for distribution of monies generated by a $151 surcharge assessed on offenders convicted of sexual battery, including many of the aggravated battery and battery offenses. While the clerk of the court retains $1 of the surcharge as a service fee, $150 goes to the Rape Crisis Program Trust Fund. This Act also authorizes the department to contract with a statewide, nonprofit association called the Florida Council Against Sexual Violence, Inc. (FCASV) who is committed to victims and survivors of sexual violence and the rape crisis programs who serve them. FCASV subcontracts with rape crisis centers throughout the state to serve victims and enhance services.
The Sexual Violence Prevention Program, through contracted providers, supports primary sexual violence prevention-related activities throughout Florida. Activities include educational presentations; operation of hotlines; training programs for professionals; efforts to increase awareness in underserved communities; and providing services to sexual violence victims. The program also implements county health department guidelines and internal policies on sexual and domestic violence.

 In the United States in 2007, unintentional poisonings were the second leading cause of injury death (after motor-vehicle crashes) (1); approximately 93% of all unintentional poisoning deaths were caused by drug poisoning, also known as drug overdose (2). From 1990 to 2001 in Florida, the nonsuicidal poisoning death rate increased 325% ( 3). To characterize recent trends in drug overdose death rates in Florida, CDC analyzed data from the Florida Medical Examiners Commission. This report summarizes the results of that analysis, which found that, from 2003 to 2009, the number of annual deaths in which medical examiner testing showed lethal concentrations of one or more drugs increased 61.0%, from 1,804 to 2,905, and the death rate increased 47.5%, from 10.6 to 15.7 per 100,000 population. During 2003--2009, death rates increased for all substances except cocaine and heroin. The death rate for prescription drugs increased 84.2%, from 7.3 to 13.4 per 100,000 population. The greatest increase was observed in the death rate from oxycodone (264.6%), followed by alprazolam (233.8%) and methadone (79.2%). By 2009, the number of deaths involving prescription drugs was four times the number involving illicit drugs. These findings indicate the need to strengthen interventions aimed at reducing overdose deaths from prescription drugs in Florida. Medical examiner records are a timely, population-based source for data regarding overdose deaths from specific drugs. Donald Meichenbaum, Ph.D., a founder of Cognitive Behavioral Modification, was voted one of the ten most influential psychotherapists of the century by North American clinicians in a survey reported in the American Psychologist. Dr. Meichenbaum is Distinguished Professor Emeritus at the University of Waterloo, Ontario, Canada, and maintains a private practice as clinical psychologist. This full day workshop presents the essence of Dr. Donald Meichenbaum's cognitive behavioral approach and its application to PTSD.
Dr. Meichenbaum has presented throughout North and Central America, Israel, Japan, and the former Soviet Union. Dr. Meichenbaum is the author and co-author of numerous books including: A Clinical Handbook/Practical Therapist Manual for Assessing and Treating Adults with Post Traumatic Stress Disorder, Stress Inoculation Training, Pain and Behavioral Medicine, and Facilitating Treatment Adherence. His book, Cognitive Behavior Modification: An Integrative Approach, is considered a classic in its field.
James Messina, Ph.D. has devoted a great deal of his life to the development of the counseling profession. He co-founded the American Mental Health Counselors Association, serving as the Association's second president. He assisted in the writing of enabling legislative language for the first Licensed Mental Health Counseling Law (Virginia in 1976), later used in Florida when it enacted licensure in 1982. Dr. Messina was on the founding board, and first chairperson, of the National Academy of Certified Clinical Mental Health Counselors, and was on the founding board of directors of the National Board of Certified Counselors. He wrote the original Codes of Ethics for the American Mental Health Counselors Association, the National Academy of Certified Clinical Mental Health Counselors and the National Board for Certified Counselors.
