As a concerned citizen and a reader of 10,000 Friends E-Alerts, you know that we have been actively supporting HB 221, the Historic Preservation Incentive Program, and SB 1063, legislation that consolidates earned income tax (EIT) collection. We have worked hard to help move this key legislation forward. Now it is time for you to step up to the plate!


The Pennsylvania State Legislature is debating the merits of this legislation now, and they will vote in the next few days. The 2008-2009 budget is being debated as well. Our lawmakers and the governor need to hear from you now.

Support Historic Preservation
Consider the possibilities of restoring the significant historic heritage in Pennsylvania as a result of state funding that will provide grants to homeowners and tax credits to commercial developers. House Bill 221 provides that funding.
 
With just a short time before the June 30, 2008 budget deadline, NOW is the time to alert legislative leaders and Governor Rendell to the vast support for HB 221 (PN 4000), the Historic Preservation Incentive Program, introduced by Rep. Tom Tangretti. A state historic preservation program would spur community revitalization by helping to fill the financing gap for the restoration of historic buildings in economically challenged neighborhoods, and serve as a catalyst for more investment in a community.
 
PLEASE ACT NOW. Write or email the House and Senate leadership, and the Governor. Please urge their support for HB 221, and ask that the $15 million to fund the program be included in the state budget. Support Tax Collection Reform
Imagine what could be done in your community with the $237 million that slips through the cracks as a result of an inefficient earned income tax collection system. Senate Bill 1063 addresses this issue.
 
SB 1063 (PN 2229), introduced by Sen. Jane Earll, amends the Local Tax Enabling Act by consolidating earned income tax (EIT) collection congruent with counties, and is a positive step toward modernizing the structure of collecting local income tax. More importantly, it is a key opportunity to support improved collaboration and help reduce the fiscal distress that plagues many of our local governments.
 
PLEASE ACT NOW. Write, phone or email your representative and encourage support for the bill, which has already been approved by the Senate and is now under consideration by the House of Representatives.
