When was the last time CARB's Mary Nichols reformed the regulatory process.As one of California's recognized tenured experts in the field of coordinated resource management and planning, I propose you swap out  Senator Steinberg, Calderon & Pavley's SB-366 with my California Unalienable Bill of Rights that you provided Title & Summary last May and place it on the Special June  ballot with your multi-billion dollar tax extension.  Let's get real Governor. Just how stupid does the Democrat Leadership think the People are?
