I have titled my weekly epistle to you THE END OF THE BEGINNING....of the California Progressive Era.  Ownership of land is the foundation of freedom in America.  The hope of owning even a small plot of ground compelled our forefathers to brave incalculable risks crossing the ocean and challenging the wilderness.  Land ownership was so cherished by our nation's founders that they guaranteed that government could not take private property without  just compensation paid to the land owner. This founding principle has eroded dramatically over time, especially the1970s in                           California when unelected Progressive bureaucrats took total control of our water,  California habitat for humanity and all our energy producing natural resources.   What impact on California jobs and small business are these Global Warming Cap & Trade bills having?
  

The United Nations Conference on Human Settlements (HABITAT I) met in Vancouver, British Columbia in 1976.  Agenda Item 10 of the conference report was entitled simply "Land."  Here is an excerpt from the Preamble to that item:

    "Land...cannot be treated as an ordinary asset, controlled by individuals and subject to the pressures and inefficiencies of the market.  Private land ownership  is also a principal instrument of accumulation and concentration of wealth and therefore contributes to social injustice; if unchecked, it may become a major obstacle in the planning and implementation of development schemes.  Public control of land use is therefore indispensable...."
This United Nation policy document was agreed to by the United States.  Among the U.S. delegates were William K. Reilly, former EPA Administrator, and Carla Hill, former Trade Negotiator in the Bush Administration.  It was in California in the 1970s that Governor Jerry Brown signed legislation legalizing public employee unions and implementing his infamous Pay to Play scheme while relentlessly moving toward ever-tightening "public" control of land use by Progressive Bureaucrats.  The City of Palo Alto published a update in January 2011 regarding SB-375 Sustainable Development Strategies sponsored by CA State Senator Darrell Steinberg in 2007.
  
The reality is that producers and consumers do not need California regulations and mandates like AB-32 or SB-375 to be more energy efficient. Energy consumption per real dollar of gross domestic product has dropped dramatically over the past 60 years and will continue to do so if we allow business to innovate rather than stranglehold them with regulations and mandates. Motives of cost reduction and increased profits go hand in hand with becoming more energy efficient. If a company can find a way to reduce its energy use, it can lower costs and thus the price to consumers. Consumers will respond by buying better products and services. Forced reduction in energy use, on the other hand, can cause forced reduction, which reduces product performance, features, reliability, and longevity. What can we do to reduce oil prices?  
  
California's Environmental Bill of Rights, Global Warming Solution Act (AB-32) and Sustainable Development Act (SB-375) are nothing more than the largest tax and control schemes in the history of the Bear Flag Republic. California has at last arrived at the END OF THE BEGINNING. It is time for all Californians to decide weather we are Citizens or Subjects of the Progressive ruling elite in Sacramento. It is time to restore the heritage of our beloved Bear Republic with the golden visionary  public policies of Governor Pat Brown. It is time to amend the California Constitution Declaration of Rights with the unalienable rights endowed by our Creator. It is time for all Californian Citizens to support the California Tea Party Posse by contributing to the fund raising campaign to retain professional signature gatherer to qualify the CA Bill of Rights Initiative for the 2012 election cycle.

SECTION 1 (a ).  We, the People, still hold these truths to be self-evident, that all men are created equal; that they are endowed by their Creator with certain revealed Unalienable Rights, from conception to natural death, that among these are Life, Liberty, acquiring, possessing, and protecting property, and pursuing and obtaining safety, happiness, and privacy from government. 

 

(b). The State of California shall make no law prohibiting the free exercise of the People's revealed exclusive UNALIENABLE RIGHTS to Life or abridging the People's exclusive UNALIENABLE RIGHTS to Life, Production, Distribution, Use and Consumption of air, CO2, water, food, habitat for humanity, universal heal thy self-care  and energy generating natural resources.                                                                                                      

(c). The State of  California shall not levy any taxes, fees, assessments or fines on the People's exclusive "UNALIENABLE RIGHTS" to Life, Production, Distribution, Use and Consumption of air, CO2, water, food, habitat for humanity, universal heal thy self-care  and energy generating natural resources.   

(d). The enumeration in the California Constitution, of certain Unalienable Rights, shall not be construed to deny or disparage others retained by the People.

                                                                                                                                                                                    

(e). The People of California, individually, shall have the exclusive UNALIENABLE RIGHT to NULLIFY  Federal powers not specifically delegated to the United States by the Constitution nor prohibited by it to the States, or to the People. ,
