HRSA Funding - Update

Help NASBHC and your Network advocate for your SBHC needs.
Now is the time to give us your feedback!
Learn how below.

As you know, SBHCs received a provision in the health reform legislation mandating $200 million in federal funding, restricted for facilities and equipment needs.

In response to the high volume of questions presented by the SBHC community, HRSA recently postponed their initial FY 2010 School Based Health Center Equipment (HRSA-10-276) funding opportunity.

SBHC questions concerned the application criteria, the cap for multi-site school-based health centers, and the limited application development time.

In order to further clarify and best represent SBHC needs to HRSA, the National Assembly on School-Based Health Care needs your help!

Please complete this survey prior to August 10!

In addition, NASBHC continues to provide guidance on what you can expect moving forward, as well as some suggestions about how you can prepare to successfully apply for the funding.  Visit NASBHC often at www.nasbhc.org/federalgrants for up to date information.

OPERATIONS Funding - Update

The Senate Labor HHS Appropriations Committee marked up their appropriations bill and did NOT include funding for operations for SBHCs under our newly authorized program (not to be confused with the HRSA funding mentioned above.)

We had asked for $50 million to fund the operations of SBHCs.

This is not all bad news. We have heard that there is language in the bill related to the $1 billion Community Health Center (CHC) appropriations which directs HRSA to prioritize applications of FQHCs that include SBHCs partnerships and that HRSA will issue guidance to help FQHCs establish partnerships with SBHCs if they do not already have them.

This is a good opportunity for you to establish and/or capitalize on your partnerships with FQHCs.

We do think it is critical for us to get our authorization funded before it sunsets (in a few years), and NASBHC is working to try to get it into the agency budget request for 2012.

Additional Funding Alert
$1.2 billion is available through nine MCH-related programs with deadlines prior to September 14, 2010.

The Affordable Care Act (ACA) created three new MCH-related programs with funding available in FY 2010.

Combined with the existing Title V Maternal and Child Health Services Block Grant, Title X Family Planning, Adolescent Family Life program, existing CDC program in teen pregnancy prevention, the new Teenage Pregnancy Prevention program created last year, and restoration of the State Abstinence Education Grant Program, this means approximately $1.2 billion is available through nine MCH-related programs with deadlines prior to September 14, 2010.

These programs are administered by five different agencies of HHS as noted in the attached file
