Greetings!
We have exciting news! - Guidelines for Federal Appropriations for SBHCs in 2010 were released today
- Funding is for "Moveable Equipment"
- Grant applications are due July 30th
______________________________________________ The Health Resources and Services Administration (HRSA) has just
published regulations for the "Affordable Care Act (ACA) School Health
Centers Capital Program." These are not draft regulations!
The goal of the program is to award funds made available by
the Patient Protection and Affordable Care Act that will support SBHCs'
efforts to expand capacity to provide primary healthcare services to
school-aged children by awarding equipment funds.
HRSA expects to award approximately 1,000 grants totaling $50
million in FY 2010. With only 2,000 SBHCs nationwide, your odds of receiving funding are
very good!
The deadline to apply is July 30th.
HRSA has informed us that they will conduct a technical assistance
call for interested applicants next Wednesday, July 7 at 1:30 pm EST (to
be confirmed). Please reserve all of your questions for NASBHC
until after the call, when we will all have more information about the process. _____________________________________________ The NETWORK and NASBHC recommend that you:- Read through the application guidance, available here:

- Immediately register for a Data Universal Numbering System (DUNS) number on www.hrsa.gov/grants/dunsccr.htm or by calling 866-705-5711 if you have never before applied for a federal grant. An application will not be reviewed without a DUNS number.
- Individual SBHCs should immediately register at grants.gov, if they have not already done so, to make themselves eligible to apply. This is a multi-step process in addition to getting a DUNS number that could take two weeks to complete.
- Visit NASBHC's website at www.nasbhc.org next Tuesday to confirm the date and time and to access call-in information for the HRSA technical assistance call. We will continue to post more details and resources on our website.
- Take part on the call on the HRSA call Wednesday, July 7 at 1:30 pm EST (to be confirmed) to learn more information.
- Apply for equipment funding by July 30!
_____________________________________________ MORE DETAILS......The announcement details the eligibility requirements, review criteria and awarding factors for eligible applicants seeking a grant for the purchase of moveable equipment to be used in SBHCs, such as, but not limited to: - Telehealth equipment (i.e., video cameras, TVs)
- Equipment to support an EHR system (i.e., hardware, servers, licenses)
- Medical equipment (i.e., exam tables, nebulizers, AEDs)
- Office equipment (i.e., computers, desks, chairs, file cabinets).
NOTE: Funding this year (2010) is for "moveable equipment." Moveable equipment is defined as:
"...a non-expendable item with a useful life of more than one year and a unit cost of $5,000 or more (or equal to the applicant's capitalization, if less than the $5,000 threshold) that is not permanently affixed and can be easily moved (e.g., medical exam tables, dental chairs, x-ray equipment, computers, modular workstations, autoclaves, and freezers).
"Trailers or modular units set up on portable chassis for temporary use may also be considered moveable equipment.
"Office supplies (paper, pencils, toner, and the like); medical supplies (syringes, blood tubes, plastic gloves, etc.), and educational supplies (pamphlets, educational videotapes, etc.) are not moveable equipment."
FQHCs are eligible, as are SBHCs sponsored by any of the following: 1. A hospital; 2. A public health department; 3. A community health center; 4. A non-profit health care agency; 5. A school or school system; or 6. A program administered by the Indian Health Service or the Bureau of Indian Affairs or operated by an Indian tribe or a tribal organization.
Construction funding for SBHCs: The second allocation of funds through HRSA is expected to be announced later this summer. These funds are believed to be for SBHC construction projects in 2011. We will keep you informed as we learn more.
