25th Anniversary Access Awards, Call for Nominations
 
The school-based health care movement is celebrating its 25th anniversary in Oregon! 

We will pay tribute to the journey we have all shared while advancing access to quality health care for youth at our Annual Conference on October 8, 2010.  Our theme is:

Honoring a Legacy - Advancing a Future

During the conference the Network will recognize individuals who have been leaders in our field during the first 25 years.

Please submit your nominations for our 25th Anniversary Access Awards to recognize individuals who have made a significant difference to the quality, growth or sustainability of SBHCs in our state. 

Nominations are due by June 30, 2010.

Grassroots Leadership 
Oregon's Senator Merkley to Address National SBHC Rally!


Great news! Senator Jeff Merkley will address the NASBHC convention participants at the SBHC Advocacy Day rally on June 17 in Washington, DC!  The purpose of the rally is to energize Advocacy Day participants, celebrate SBHCs and engage our Congressional champions.  

More great news! We have confirmed meetings on Advocacy Day with senators Merkley and Wyden, and with representatives Schrader, Blumenauer and DeFazio. We are expecting confirmation from representatives Wu and Walden soon-which will mean that we will meet with our entire delegation!

During these meetings we will discuss federal appropriations, education reform and reimbursement for SBHCs. Please let Liz know if you are planning to attend the convention and Advocacy Day!

Advocacy - NASBHC releases national survey 
School-based health centers play increasingly important role in children's health, national survey shows


SBHCs Need Increased Federal Support In Order to Continue to Meet Growing Need for Primary Care and Other Critical Health Services

The survey, conducted by the National Assembly on School-Based Health Care (NASBHC), illustrates how SBHCs - if funded appropriately - are positioned to help fill the existing gap in access to care, particularly in rural and underserved populations.

Policy - Oregon faces more cuts 
Tuesday's state revenue forecast was down from the March 2010 forecast and  Governor Ted Kulongoski has announced he will exercise his "allotment authority" to reduce state agency spending by $560 million.

He is responding by calling for major across-the-board cuts: every state agency's budget will be cut by 9 percent. If this happens, the budget for the Oregon Department of Human Services reportedly will be cut by $154 million. State police funds will be cut by $10 million. The Department of Corrections will get $50 million less. And the budget for the Department of Education is being sliced by $252 million.

This is a reminder that funding for school-based health care cannot be taken for granted.  It is important to have regular communication with your legislators and local media to reinforce how important school-based health care is for Oregon's youth.   
 
Capacity Building 

The Network asks for your guidance in program development


Your Network Staff is developing a tool set that will help SBHCs (centers) with capacity building.  We invite you to share your expertise!
 
1.    At our state conference this fall, we are hosting a session on SBHC business plans and we are gathering tools and resources from the field to share with sites. Do you have examples of plans, materials, language and resources that will be helpful for local planning/management teams? 

2.    We have a small grant to support local planning and/or implementation of capacity building activities for SBHCs (grant writing, plan development, marketing). We are looking for examples of local-level plans and tools (not state associations) related to strategic planning, resource development and marketing, as well as case statements.

Please help us advance the entire state by sharing the materials you have developed or adopted as your own.  We are happy to work in collaboration with other organizations and state associations.

CORE GRANTS Available now!

The Network is happy to announce the release of the 2010-2011 CORE Grant Request for Proposals!

This funding resource, supported by the EC Brown Foundation, is intended to support SBHC projects and programs surrounding the topic of youth sexual health and healthy student relationships for up to $10,000 per project. Please read the complete RFA for further details.

Application Due Date: Thursday, July 1, 2010.

For those SBHCs who feel they don't quite have the capacity to create and implement a program around youth sexual health/ healthy relationships, The Network will be releasing applications for capacity-building seed funds in the very near future.

These dollars, also supported by the EC Brown Foundation, are intended for smaller SBHCs in more rural and isolated regions that would like extra support in developing their resources, strategic planning, and in-state staff development training around the topic of youth sexual health and healthy student relationships.
SBHC SPOTLIGHT 

WHAM - Woodburn Health Advocates Movement


Congratulations to the youth advocates from Woodburn for being selected as NASBHC's FIRST national public investigator team in the country. 

WHAM is a group of seven sophomores and juniors that has launched their own planning project for a school-based health center in Woodburn.  This group will be tasked with documenting what, where and how health information is presented and understood in SBHCs.  The goal of this project is to improve health literacy among youth nation wide.  Stay tuned to learn about the group's findings in the months ahead!

The Oregon Center for Children and Youth with Special Health Needs (Oregon's Title V children with special health care needs program) is conducting its federally required five-year needs assessment.
