Policy Update: Federal Funding for SBHCs on the way!
NASBHC is assisting HRSA in the development of regulations related to the allocation of $200 million in federal emergency appropriations for SBHCs. These dollars are part of the health care reform package passed in March, and are reserved for capital expenses. These funds are not available for operating expenses. The regulations are expected in June, and the short window for applications for the funding will follow very quickly. Please plan now for your requests - keeping in mind that school will already be out for the summer when the regulations become available. A recorded webinar explaining the funding requirements that are known thus far will be available online shortly. NASBHC is advocating for regulations that will define facilities/capital expenses as broadly as possible. They have asked for input from the field on how sites might use federal grant dollars for capital expenses. Suggestions from the field include:
- Conversion to electronic medical records and other technology-based needs.
- Common medical equipment including refrigeration for immunization storage, examination tables, and point-of-service laboratory equipment.
- Infant and pediatric pulse oximetry and spirometry equipment to treat asthma
- Office equipment and furniture
- Costs of planning for construction of new sites
If you have additional needs that you believe should qualify under the umbrella of "capital expense", please contact NASBHC's new policy director, Josh Rovner, at jrovner@nasbhc.org. An anonymous funder has offered to assist with applications for the funding when it becomes available. Please start to think about how you might use this open-ended offer as you develop your grant applications.
