Temporary child care assistance program targets families affected by recession
 
The Georgia Department of Human Services (DHS) has created a new federally funded program called Temporary Child Care Assistance (TCCA) that will be operated under the state's Child Care Program. The program, which ends in September 2010, will provide time-limited assistance with child care costs for families that qualify.

To qualify for TCCA, a person must:
Be a Georgia resident
 
Be actively involved in either job readiness training, vocational training, technical school or college
 
Be unemployed or work part-time
 
Have income that falls within the income guidelines
 
Care for a child who is 12 years old or younger (or 17 years or younger if they have special needs)
 
To receive TCCA benefits, families must either apply directly online or call 1-866-371-8222 to receive a paper application by mail.
House of Grace Health Center
 
The nonprofit House of Grace Free Health Care Services serves adults 18
years and older who are uninsured and with income at or below 200 percent of
the federal poverty level.  It is open twice a month on first and third
Mondays and serves 15 patients per evening with non-emergency primary care including physical exams, screenings for blood pressure, diabetes, prostate cancer, cholesterol and HIV/AIDS and some lab and prescription services.
 
Diabetics can get help managing their illness and there is also nutrition
and weight management, smoking cessation and stress management services.

Recovery Program
 
A National Alliance on Mental Illness educational program will take place January-March on the 1st, 3rd and 4th Thursdays of January-March.  Peer to Peer is an experiential program for people who have a mental illness and want to establish and maintain recovery.  It is a series of two hour weekly programs led by mentors who have experience in living with mental illness.

Press Conference on Legislation Prohibiting Texting While Driving

AAA of Georgia and State Representative Allen Peake ( R-Bibb County ) will hold a press conference on Tuesday, January 19, 2010, to discuss House Bill 938, legislation that prohibits texting while driving.  Since being introduced by Representative Peake, HB 938 has received wide support from other representatives as well as AAA Auto Club.  The press conference will take place in Room 610 of the Coverdell Legislative Office Building and will begin at 11:00 am.   Rep. Benfield is a co-sponsor of HB 938.

Governor Perdue Announces

Transportation Resource Plan
 

Governor Perdue last week announced a comprehensive plan to provide additional resources to invest in Georgia's transportation network.

 

At the announcement, Governor Perdue explained his support for new transportation funding comes after being convinced that the state's transportation governance system is functioning well, and is regaining the trust of Georgians. After reforms passed by the General Assembly last year, the statewide strategic plan now drives the decision-making process on how and when to make additional investments that deliver results.

 

The Governor said Georgia is now in a position to strategically target investment to fuel Georgia's job growth and to position the state as a national leader in economic recovery.

 

First, the Governor announced that his FY 2011 budget recommendation will include $300 million in bond projects for transportation. These projects are aligned with the statewide strategic transportation plan and will focus on projects of statewide significance. The Governor laid out a vision for committing a similar amount in future budgets, which could total as much as $3 billion over the next decade. The bonds will be paid back using state general funds rather than motor fuel taxes, which are declining at a time when transportation needs are increasing.

 

He also said he would support legislation that would create special tax districts for transportation that mirror the state's 12 regional planning boundaries.

 

Voters in each region will have the ability to decide on new transportation improvements by voting on a one percent sales tax. The transportation districts will enable a collection of counties to make strategic decisions that will produce growth in their region. The state's director of planning will work closely with local communities to create a project list for each transportation district. The project list will knit together transportation improvements that connect our cities and regions, making the movement of people and goods faster and more cost-efficient.

 

The Governor's proposal calls for a statewide vote to be held, with the voters in each transportation district considering their specific list. If the district votes yes, the additional sales tax collected in their district will be used to fund their list of projects. If the district votes no, the tax will not be levied.

 
Georgians for Smart Energy Coalition Conference
 
Georgians for Smart Energy will host their Coalition Conference this Thursday, January 21, 10 am to 4 pm at Mercer University in Macon, Connell Student Center Conference Room 1.
 
The agenda will include milestones of what's been accomplished over the past year as well as plans that Coalition partners have developed. There will also be a discussion about the 2010 gubernatorial race, and we'll hear from an expert on media and messaging.
We want your input because your ideas and energy are the truly renewable energy that holds the greatest promise for clean energy in Georgia .
 
We are also looking forward to getting to know one another better and beginning a process of enhancing the effectiveness of our Coalition with the assistance of the Institute for Conservation Leadership (ICL) - which should also be a lot of fun.

Governor Perdue Announces Plan to Transform Teacher's Pay

Governor Perdue discussed a range of issues including education, water, transportation and health insurance reform today at the annual Eggs & Issues Breakfast hosted by the Georgia Chamber of Commerce at the Georgia World Congress Center.

 

At the breakfast, the Governor outlined a proposal to enhance the way Georgia compensates its teachers by adding a performance-based pay option to the existing salary system. The compensation model would award salary bonuses based on classroom observation and student growth, enabling effective teachers to be eligible for much higher salaries much earlier in their careers. Under the current system, teachers only receive salary increases for years spent teaching and for advanced degrees earned.

 

The proposed legislation will preserve the current salary structure but will allow current teachers to opt-in to the new performance pay system when it is fully implemented in 2014. New teachers and those opting into the pay system will not be eligible for automatic supplements for advanced degrees, but will be eligible for higher bonuses based on classroom observations and the degree to which their students have grown academically. In a recent survey of 20,000 Georgia educators, 80 percent said these were the components on which teachers should be evaluated. The bill will enable those already enrolled in advanced degree programs to complete their studies and remain in the current pay scale.

 

This proposal is part of Georgia's Race to the Top application, a competitive federal grant that offers as much as $400 million for Georgia schools. Twenty-two local school systems have committed to teaming with the state on the application to implement innovative education policies, including a pay-for-performance plan.

 

The bill requires the State Board of Education to adopt the pay-for-performance system by 2014, using the experience of the Race to the Top systems to develop a plan that will benefit teachers and students statewide.

Governor's Office for Children and Families announces Community Strategy Grant RFP and Training Dates
 
GAIC is pleased to disseminate information on the Governor's Office for Children and Families' (GOCF) Community Strategy Grant Program.
 
The Governor's Office for Children and Families' has announced the Systems of Care- Community Strategy Grants program (SOC-CSG) to provide up to $100,000 grants to local communities to support their existing or emerging System of Care framework. By developing productive programs that positively impact GOCF's "Educated" result area, strategies, and associated outcome indicators, funded communites will offer prevention, educational, and social service activities, targeted to specific populations of focus, that are designed to improve the living experiences of children, youth and families and to stabilize and strengthen the family and community.

Free weatherization repairs are now available for low income families living in the city of Atlanta and Fulton County through grants from the U.S. Department of Energy.  The repairs are made by the Southeast Energy Assistance, a non-profit agency that has been serving Fulton County for 28 years.  Repairs include attic, wall and floor insulation, window and door repair, and repair or replacement of faulty gas appliances.

Approximately 30-45 legislative bills are reviewed, discussed, debated, lobbied and voted on. Each participant will meet with their House and/or Senate Representative and perhaps equally important... they become active participants in a very democratic process of civic engagement.

DeKalb Habitat has several parcels of land that are ready to build, the only thing lacking is a sponsor.  While sponsors provide funds and volunteers to build houses, they also benefit from being a sponsor.  Volunteers come together to work, but they also have fun at the same time.  They build community and help make a better life for a low-income family, which makes the larger community stronger.
 
Sponsorships can be as little as $5,000, or as much as $100,000.  The business or congregation gets publicity on the house sign, on our web site, and participates in the First Nail and Dedication ceremonies.  The rewards of sponsoring a Habitat house cannot be measured in monetary terms, but the benefits will last long after the keys are turned over to the Family Partner.
