| MARTA Receives Clean Bill of Health from State Auditor
Today's release of the state auditor's report -- which was ordered by the Georgia General Assembly's MARTA oversight committee -- only confirms the obvious: There are neither deficiencies nor improprieties in how the Authority is handling its finances. That's true despite a glaring lack of state funding that MARTA and other transit providers desperately need to support the thousands of Georgians we proudly serve every day.
Despite the woefully inaccurate allegations that were leveled against MARTA when the audit was requested, the fact is the Authority actually made a net profit of $15 million as a result of the lease-in, lease-out deals that had been publicly encouraged by federal transit officials and approved by the MARTA's Board of Directors.
As the auditor's report points out, MARTA has successfully extricated itself from two-thirds of these lease arrangements and is working diligently to resolve those few which still remain in effect. Even in the worst-case scenario, MARTA will wind up with a net profit.
MARTA is pleased, but not surprised, that the state auditor has given us a clean bill of health. We are hopeful that the result of the audit will give MARTA and the Legislature a clean slate upon which to discuss identifying sustainable funding sources for mass transit.
According to a 2007 study conducted by the University of Georgia's Carl Vinson Institute, the economic activity generated by MARTA has significant statewide impact. MARTA's presence generates approximately 20,500 jobs and accounts for about $2.1 billion in economic activity.
MARTA matters to all of Georgia and we look forward to working with our state and regional partners to ensure that we continue to follow best practices while delivering high-quality transit services. |

H1N1 Update
The DeKalb County Board of Health is offering the H1N1 vaccine for healthy children ages 2 to 4 years old at all five of its health centers.
The nasal spray is known as live attenuated influenza vaccine.
Immunization efforts in DeKalb County are focused on reaching healthy children age 2 to 4 years old in order to protect a population that spreads the virus and is more at risk for hospitalizations.
A small portion of the nasal spray will also be administered to priority groups that include DeKalb County Board of Health clinical and DeKalb County Government Public Safety staff.

If you are a Georgia Power customer and have a working secondary refrigerator you want to recycle, take advantage of Georgia Power's Refrigerator Recycling Program. They will pick up and recycle your second refrigerator or freezer for free and give you $35. Here is how it works: JACO Environmental, an appliance recycler, will pick up and recycle refrigerators and freezers that are empty, plugged in and working. This program is available to Georgia Power customers, on a first-come, first-served basis. Refrigerators and freezers must be 10-30 cubic feet in size and collection crews will need clear access to the unit. Customers must own the unit(s) being recycled. Limit two units per residential address per year. A check will be mailed to you in approximately 4-6 weeks after the appliance pickup.

Veteran's Day
You are invited to the annual Veterans Day Memorial Service next Wednesday, November 11, at 11 a.m. in Decatur Cemetery presented by Friends of Decatur Cemetery (FODC) and Harold Byrd American Legion Post 66. The service will take place in front of the American Legion Memorial at the Bell Street entrance to the cemetery off Commerce Drive.
Volunteers from FODC, a project of Decatur Preservation Alliance (DPA), have worked for months to identify the more than 700 veterans' graves in the cemetery. Because of their efforts and due to a generous grant from The Elder and Disability Law Firm of Victoria L. Collier, PC, U.S. flags will be placed on these graves prior to the service - a first for Decatur Cemetery. David Crenshaw, DPA board member is chair of FODC, which has as its mission to preserve, maintain, and improve the cemetery as an historic and cultural resource. DPA acknowledges the incredible efforts of Nancie Sill and Amy Weaver of FODC in making this Veterans Day project a reality. We also thank the many volunteers, including Boy Scouts, who will place the flags prior to the service and remove them the following week. |

Rep. Benfield joins Environmental Advocates in Opposing Coal-Fired Plant in Washington County
Rep. Stephanie Stuckey Benfield wrote the following letter to the EPD:
I write concerning Plant Washington , a proposed coal-fired plant that uses outdated technology and looms on the horizon as a white elephant, the last of its kind. Today, the energy industry is changing dramatically and federal laws are also undergoing a sea-change. In this charged atmosphere it behooves us to take our time to forestall making a hasty decision that puts people's health and lives in jeopardy for years to come.
Of grave concern is that we Georgians find ourselves generating electricity for other states or shipping it across our state all the while consuming precious airsheds and watersheds, and depositing waste from the coal combustion process onto our land. Surely this makes little sense and brings us slim or no broad economic returns when the degration of these resources is computed. To prevent our beautiful state from becoming the location of first resort for dirty energy, we need comprehensive oversight of these types of energy issues and environmental issues.
Renewable energy is here and now, and it can jump-start our economy quickly. Solar energy firms are growing at leaps and bounds and last week, within the first minutes of the $4 million rebated offered by the state for solar installations, over $14 million in projects had applied. This is the kind of problem that we want to have and this is the direction and these are the kinds of incentives that are more cost effective. The question must be asked: When will EPD and Power4Georgians be able to show us an operating agreement that will provide assurances that the $2 billion investment is worth the 120 operational jobs rather than investing in a biomass plant where the jobs generations would be more in line with the recent plant in Brantley where $130 million generated 70 jobs?
I urge you to apply great scrutiny to a project that makes no sense today, nor will it make sense 25 years from now when our children will be saddled to another 25 years of uncontrollable pollution.

The Atlanta Regional Commission (ARC) and Metropolitan Atlanta Rapid Transit Authority (MARTA) are jointly seeking applications for the Fiscal Year 2009 JARC and New Freedom program funds. Funding for these two programs is authorized under the Safe, Accountable, Flexible, Efficient Transportation Equity Act - A Legacy for Users (SAFETEA-LU).
Do you have a great and innovative idea about how to improve access to transportation or how to provide transportation services for older adults, persons with disabilities, and persons with lower incomes? If so, you are encourage to submit your project proposal for funding consideration. The JARC and New Freedom programs are designed to encourage creative, innovative projects that address the transportation needs of people with disabilities, individuals with lower incomes, and older adults.
The goal of the JARC program is to improve access to job sites and employment-related activities for people who are transitioning from welfare to work or for others with limited incomes. The New Freedom program provides funding for transportation programs and services that go above and beyond what is required by the Americans with Disabilities Act (ADA).
An application package has been created to assist you with putting together your project proposal. You are encouraged to review the goals and objectives included in the Atlanta Regional Coordinated Human Service Transportation Plan available on the ARC website.
