DougOne of the most important roles of a pastor (lead or associate) is developing leaders in the local church, i.e. developing existing and new leaders.  Yet, as I work with churches, I find that developing leaders is often an afterthought at best.  Most pastors seem to be so busy doing ministry that leadership development is neglected.  I think part of the reason that developing leaders is often neglected is because it's not one of those squeaky wheels that urgently calls out for attention.

Another reason I think pastors often do not engage in intentional and systematic leadership development is because many pastors tend to be more comfortable in the role of chaplain rather than leader.  When a church is on the upside of the life cycle, the pastor functions primarily as missionary and leader.  When a church is on the downside of the life cycle, the pastor primarily functions as chaplain.  Most churches are either plateaued or declining.
