I hope that you are enjoying this lovely Summer weather to the fullest.  You know how quickly it disappears after Labor Day around here, so let's live it up while we can.

Recent Events 


It was a great turn out for the first evening public hearing in recent years.  Thank you to those able to attend, and for those lucky enough to receive the dog biscuits, I hope your pooches enjoyed them.

 

On Camano, many of us had a great time at the Stanwood-Camano fair booth awarding folks for their guesses at how many jars of cinnamon bits it would take to equal the National debt, if each bit were $1. (The answer was well over 4 Million jars.)

 

At the Island County Fair in Langley, Commissioner Price-Johnson and I won awards for showmanship and costume while showing Alpacas one day.      

 

 

Budget Battles 

 

Interest earnings are low, down to the point where I say, let's not include them in the anticipated revenues at all.  What earnings we do see, let's treat as a "windfall."  And let's not take those 1% increases just because we can.  I repeat what I have asked for time and time again:

            * No 1% increase in any levies.

            * Stop the collections of Conservation Futures. 

 

The county has some outstanding debt in Conservation Futures.  But, if this year we only spend what has already been promised, we will have enough remaining in the Fund to go two years without additional collecting, yet still be able to pay our debts.

 

Many of the departments have made their 2012 budget presentations.  Here is just some of what I heard:

            * The Auditor's department is in truly dire straits.  She does not have the staff needed to keep up with the duties.  

            * The Coroner continues to do much with little and asks only that there be no further cuts.

            * The Prosecutor could really use more staff plus additional funds to improve code access on-line for the public.

            * The Juvenile Detention Facility regularly has more employees than detainees.

            * There are a number of non-mandated services in Public Health.  So many, I have yet to get a list.  

 

There is a lot of work to be done yet before our October Public hearing which I hope to ensure will be an evening meeting.   

    

Limiting Government? 


Well, no.  While we are minimizing the growth in one new department, we are borrowing to grow in another.  I voted against both the new department and the loan.

 

            1. The majority of commissioners have wanted all year to develop a new Administrator's department.  I have balked and squawked at every opportunity until it finally took some hold.  The most current proposal is to establish an "Administrative Services Department" which takes on fewer roles than a new Administrator's Department. The position would be filled "interim" with our Human Services director in a lateral move which should not require the probable $200, 000 to $250,000 expenditure we were looking at otherwise.

 

            2. At the same time, as I told you last month, the county is borrowing $600,000 to implement the new "Clean Water" utility programs.  Yes! We are borrowing, using your upcoming tax dollars as collateral to get these programs started ASAP.  Apparently, the most important department role to get started is enforcement....Look out Republicans!  Please take my advice on this one. If you get an enforcement order in the mail, get a good land use attorney, quick. 

 

 

County Boundary Redistricting 


The 2010 census results in the redistricting of boundary lines for represented districts at all levels.  Our efforts at the County will not affect the State or Federal positions, only our three Commissioner districts.

 

Our Auditor, Sheilah Crider, and her team have brought us several different options.  She has done a tremendous job of explaining the legalities that must be considered, the effect of various changes on neighborhoods, and the overall cost to the taxpayers of Island County.

 

All things considered, there is really only one logical option to bring to the public hearing scheduled for September 12 at 6 p.m.  Yes, you heard that right, another evening public hearing.  Because of the grueling timing restraints on the auditor's department for finishing this process, we cannot delay it until the 3rd Monday of the month.  I am certain we would have much better turn out for these hearings if they were regularly scheduled as per code.

 

Nevertheless, the new boundaries as proposed will have no effect on my District 3 and only change one precinct line on Whidbey.  The proposal would take one precinct from the South End's District 1 and add it to Oak Harbor's District 2.
