Upcoming Milestones for the Clean Cars Rulemaking Package
The California Air Resources Board (CARB) has taken two important steps toward finalizing the Advanced Clean Cars package of regulations.
At its March hearing, the Board approved several technical amendments, called "15-Day Changes." These changes reflect the Board's public discussion and direction to staff following stakeholder testimony at the historic January hearing, when the regulation was formally approved. In March, the Board also approved the staff's final detailed environmental analysis of the complete Advanced Clean Cars regulatory package, which includes the vehicle greenhouse gas and smog standards, the Zero Emission Vehicle rule, and the Clean Fuels Outlet regulation.
What's Next
There are several more steps in the process and we will call on Campaign endorsers as needed to support upcoming milestones in 2012:
- This spring, California will submit a request to the U.S. EPA for a waiver under the Clean Air Act. Once the feds approve the waiver request, California can start implementing its clean cars rules.
- California worked in conjunction with the U.S. EPA and U.S. DOT to harmonize its vehicle greenhouse gas standards with the proposed federal rules. The federal agencies are scheduled to finalize their rules in August, and thereafter, California will take steps to accept compliance with the federal standards as compliance with its own GHG rules (called the Alternative Compliance Path). This process will likely involve public feedback at a CARB hearing in the fall. Other loose ends with the California rules will also be addressed at this hearing.
- Several states and the District of Columbia, referred collectively as the "Section 177 states," (named for Sec. 177 of the Clean Air Act) have chosen to adopt California's clean cars rule in the past and are expected to again adopt the newest update. Rulemaking adoption processes vary by state, but many states will begin their process this year and the Campaign is working to support their efforts. Please contact us if you have coworkers or colleagues in other states who would be interested in supporting clean cars.

Clean Cars Campaign endorsers continue to actively support clean cars and clean air:
- The Union of Concerned Scientists* released a report, "State of Charge: Electric Vehicles' Global Warming Emissions and Fuel-Cost Savings Across the United States." The report finds that electric cars produce less climate change pollution and cost significantly less to fuel than the average compact gasoline-powered vehicle.
- Consumers Union* explains the benefits of the newly adopted California clean cars rules in this Automotive News opinion-editorial.
- ECOtality* is asked in this Inside Climate News interview about the electric vehicle market.
- The Natural Resources Defense Council* is featured in a Chicago Herald opinion-editorial and a Christian Science Monitor letter-to-the-editor about the benefits of fuel-efficient and electric vehicles.
- The U.S. EPA recently released a report titled, "Light-Duty Automotive Technology, Carbon Dioxide Emissions, and Fuel Economy Trends: 1975 through 2011."
