From 2000 to 2008, Silicon Valley high-tech industries lost more than 108,400 jobs but high tech and clean environment technology are seeing a new investment boom. Bay Area startups received 45% of $6.5 billion in venture capital invested nationwide during the second quarter, compared with 32% of $4.9 billion in the previous three months. Nationwide, CleanTech funding has increased 107% over the previous quarter to $1.5 billion. Will this investment be enough to pull us out of the Great Recession and put us back on a path of economic productivity and robust employment?

Executive Search Market Marks Highest Growth Since Recession 
 
Quarterly growth in the executive search market was at its highest in the second quarter since the low point in the recession 15 months ago, rising over 30%, according to an August report by the Association of Executive Search Consultants (AESC).  Based on quarterly regional trends, from Q1 2010 to Q2 2010, North America is emerging from the recession first and is the strongest region. The AESC report shows a 42% year-on-year rise in industry-wide revenue and a 38% year-on-year increase in the number of new executive searches started globally. Executive searches within the technology industry were up 43.5% year-on-year.

There is growing evidence that shortages in qualified IT staffs are impairing the ability of some organizations to implement new and emerging technologies and thus hamper growth and productivity.

Employers must complete and retain a Form I-9 for each employee (citizens and noncitizens).

HR 6080: Increase in H-1B, L visas fees

Section 402 of the bill  includes an increase in fees by about $2,250 for L visas and by $2,000 for employees on H-1B visas. This increase applies to companies with 50 or more employees in the U.S. and that have more than 50% of their U.S. workforce on H-1B or L visas.  
The bill takes effect immediately and ends in September 2014.

Findings from The Global Workforce Study by Towers Watson

said there are no career advancement opportunities in their current roles;
43%
believe they must leave their organization and join another in order to advance to a higher-level job;

said they are not actively looking for other positions;

prefer a "secure and stable position" to "substantially higher levels of compensation".
