New Jersey

Bill Would Exempt Wind Energy Components from Sales Tax
Reported from Senate Energy & Environment Committee, 2nd Reading; referred to Senate Budget & Appropriations Committee, 9/20/2012.
S-1561:
The bill would create an exemption from the State sales tax for the purchase of supplies and equipment needed to manufacture wind turbine components and other parts used to harness wind energy to produce electricity.

Legislature Passes Bill to Establish Commission

To Promote, Regulate Low Emission Vehicles

Passed by Senate, 10/4/2012 (27-10) (Previously passed by Assembly, 6/25/2012 (57-21-1)). 
A-3028 (Substituted for S-2198):
The bill, if approved by Gov. Christie, would create the Clean Car Commission (CCC) to encourage the state to adopt incentives to purchase clean cars and to advise the state Department of Environmental Protection (DEP) on low emission vehicle standards.

Bill Introduced in Senate Would Require More Solar Energy  
Introduced and referred to Senate Consumer Protection & Professional Licensure Committee, 8/14/2012.
SB-1350:
The bill would increase the percentage of solar energy share that must be purchased by utilities for the years 2012-13, 2013-14 and 2014-15, to bring the demand for Solar Renewable Energy Credits (SRECs) back in line with expected supply, which has outstripped demand. The bill would also establish a cap on SREC prices through an Alternative Compliance Payment (ACP); allow for solar thermal technology to qualify for SRECs along with solar photovoltaic systems; and add consumer protection language to further educate consumers about SREC prices and protect against deceptive marketing and sales practices.

U.S. House Passes Resolution

To End Federal Green Energy Loan Guarantee Program

Passed by House of Representatives, 9/14/2012 (245-161); Referred to Senate Energy & Natural Resources Committee, 9/19/2012.  

HR-6213: The "No More Solyndras Act" would phase out a Department of Energy loan guarantee program for clean and renewable energy projects. The legislation is named for the solar panel manufacturer that declared bankruptcy in 2011, shortly after receiving a $535 million federal loan guarantee.

Requests for Proposals & Public Notices    

 

The Sussex County, Del., Council approved conditional use of approximately 40 acres of land for a solar electric generation facility located in the Georgetown Hundred area, between Trap Pond Road (Route 62) and Road 518 (Substation Road). Approved with conditions, 9/18/2012.

The Mount Laurel Township, N.J., Planning Board will conduct a public hearing related to a request for minor site plan approval to permit the installation of solar panels on the parking lot of Hotel ML and the CoCo Key Amusement Park, located at 915 Route 73. Public hearing 10/11/2012.

 

The Howell Township, N.J., Zoning Board of Adjustment will hold a hearing on an application by Rock Solid Realty NJ Corp. for a variance related to the applicant's previously approved plan to develop a renewable energy solar field on approximately 75 acres with frontage on Fairfield Road and Highway 33. Public hearing 10/15/2012.

The Township of Gloucester, N.J., has issued an addendum extending the deadline for proposals from qualified firms for the design, development, financing, construction, commissioning, operation, maintenance and ownership of ground-mounted, roof-mounted and parking canopy-mounted solar photovoltaic facilities for the Township, the Gloucester Township Public Schools and the Black Horse Pike Regional School District. Proposals due 10/25/2012.
