Gov. Christie Signs Bill Designed to Assist N.J. Solar Energy Market Solar Farm

 

New Jersey Gov. Chris Christie recently signed into law S1925, which revises solar renewable energy programs and requirements in the state, and provides incentives for solar projects on government-owned property. The changes are designed to provide needed relief to the limping solar renewable energy certificate (SREC) market in New Jersey by requiring utilities in the state to obtain 2.05% of their electricity from solar by 2014, up from less than 0.5% now, and increases the requirement to 4.1% by 2028.

Tom CorbettPa. Gov. Corbett Signs Public-Private Partnerships Bill

For Transportation Infrastructure Projects   

 

Pennsylvania Gov. Tom Corbett earlier this month signed House Bill 3, which authorizes the Commonwealth to enter into public-private partnerships (P3s) to help rebuild the deteriorating transportation infrastructure.   

 

Under a P3, the public entity maintains ownership of the asset, but contracts with a private entity to develop, construct, manage, operate and/or finance a given project.  Enacting public-private partnership legislation is one of the major recommendations of the Governor's Transportation Funding Advisory Commission.  P3s also are endorsed by the United States Department of Transportation. 

  

Pennsylvania's transportation infrastructure has been identified as one of the nation's worst, requiring a $3.5 billion infusion to meet immediate needs.

Wililam IselePrior to joining Archer & Greiner, Bill Isele was privileged to serve as New Jersey's Ombudsman for the Institutionalized Elderly from October 1999 to October 2007, under five governors - Whitman, DiFrancesco, McGreevey, Codey and Corzine. The Office of the Ombudsman for the Institutionalized Elderly - which is in, but independent of, the New Jersey Department of the Treasury - works to preserve and protect the health, safety, welfare and rights of New Jersey residents age 60 and older who live in long-term health care facilities, and thereby to ensure that residents receive quality care as they age.

 

At Archer & Greiner, Bill practices health care law and elder law. In his health care practice, he offers advice and counsel to health care providers on licensing and regulatory matters, both state and federal, as well as compliance and business/practice matters. A recognized expert on issues of long-term care and elder abuse, he also regularly advises clients on retirement and end-of-life planning, and counsels institutional providers with regard to complex and often controversial care issues.

Jeffrey Scott Adds Trial Victory

To Public Sector Accomplishments  

  

A recent federal trial victory Jeffrey Scotton behalf of the City of Philadelphia is Jeff Scott's latest in a long list of accomplishments in the area of government representation. Jeff spent 14 years in the trenches of the City's Law Department, where he rose to the position of Divisional Deputy City Solicitor in the Civil Rights Unit. While with the City, he defended hundreds of federal civil rights claims against the City, in areas as diverse as police pursuits and social work administration.

 

Since joining Archer & Greiner, Jeff has continued to represent public sector agencies as outside counsel. His experience representing public entities and government agencies provides Jeff with in-depth knowledge of up-to-date changes in government contracting and local initiatives directly related to the formation of public-private sector partnerships. Examples include local and state diversity initiatives, contracting requirements for vendors, codes of ethics, and campaign financing rules and regulations.

Proposed N.J. Rule Aims to Streamline Review of Commercial Development Projects Construction Planning Permit

 

A new rule proposed by the New Jersey Department of Community Affairs (DCA) would require local code officials to review a developer's building plans and respond with recommendations within 20 business days. The new regulation would streamline the local approval process and add predictability to commercial developments, proponents say. DCA is accepting written comments on the proposed rule through Aug. 17.

Philadelphia Mayor Nutter Creates Office to Pursue Grant FundingMayor Michael Nutter 

 

Mayor Michael Nutter this month signed an Executive Order creating the Mayor's Office of Grants to aggressively pursue federal and other grants in an era of increased competition for limited funds. The mission of the Office is to "increase the City's capacity to compete" for grants at a time when the federal government is encouraging innovation, and to "manage grant dollars effectively, with integrity and transparency," the Executive Order states.

Richard Mroz Sworn In as Commissioner of Delaware River and Bay Authority

With the New Jersey Senate's recent confirmation of Gov. Chris Christie's nomination, Richard S. "Rick" Mroz of Archer & Greiner's Government Affairs Group was sworn in as Commissioner of Delaware River and Bay Authority (DRBA). Rick will help oversee operations and policy at the Authority, a bi-state agency that owns and operates the Delaware Memorial Bridge and the Cape May-Lewes Ferry, and which owns, operates and/or manages additional ferry, business park and airport properties and services in New Jersey and Delaware.

State Government Incentives Can Spur Redevelopment   Robert Bucknam

 

Archer & Greiner's Robert W. Bucknam Jr. authored an article in the New Jersey Conference of Mayors magazine on state government programs to increase redevelopment. "It appears that the redevelopment process is still alive and well in New Jersey," Bob writes, "with many advocates recommending the use of (incentive) programs...to help keep it that way."
