| CASE STUDY: Military Housing Developer Gets Key Regulatory Approval
United Communities LLC has a big job: build and renovate more than 2,000 housing units at Joint Base McGuire-Dix-Lakehurst in New Jersey. So when United Communities needed assistance attaining a key state certification, requiring special approval by the New Jersey Board of Public Utilities (BPU), the New Jersey-based property and construction management company turned to Archer & Greiner's Government Affairs Group.
The Government Affairs Group worked with United Communities and Archer & Greiner's energy law experts to secure regulatory approvals certifying the new housing units under the state's Energy Star Program for high efficiency energy systems and new utility interconnections. That resulted in financial incentives for the company and lower overall energy usage at the joint military facility, the "megabase" that employs more than 45,000 people and generates about 2.5% of the state's gross domestic product. The A&G professionals made all applications and advocated for almost a year to BPU members and staff, resulting in an Order from the BPU's Office of Clean Energy granting energy efficiency certification for the homes and declaring that the development "meets the criteria for a project that will result in a significant public good."

Thomas J. Herten: Skill, Savvy in North Jersey Office
Over the years, Tom Herten has seen a lot of things change. In fact, he's helped a lot of things change.
A fixture in the North Jersey legal and governmental communities since the 1970s, Tom's myriad accomplishments include serving as redevelopment attorney for the City of Hackensack during the large-scale office project, Court Plaza, that transformed the area near the Bergen County Justice Center. Today, more than 30 years later, the sprawling complex houses Archer & Greiner's Hackensack office, where more than 30 attorneys provide a full array of legal services.
Tom, a lifelong Bergen County resident, joined Archer & Greiner last year through a merger with the firm he helped found: Herten, Burstein, Sheridan, Cevasco, Bottinelli, Litt & Harz LLC. In addition to his redevelopment work for the City of Hackensack, including everything from procurement to resident relocation to litigation, Tom's decades of experience include serving as Special Counsel to the County of Bergen and its County Executive, municipal governing bodies and land use boards. On behalf of the Bar, Tom has also served for more than 20 years as Chair of the Judicial and Prosecutorial Appointments Committee. Today, Tom uses his wide-ranging skills and contacts to serve a diverse base of corporate, government and business clients.

Carlton L. Johnson: Ex-Legal Unit Chief, City of Philadelphia
Carlton Johnson is based in Archer & Greiner's Philadelphia office and Co-Chairs the firm's Civil Rights and Government Relations practices.
Prior to joining the firm, Mr. Johnson served as the Chief Deputy City Solicitor of the Civil Rights Unit for the City of Philadelphia. In this position, he handled and oversaw the management of civil rights claims against the City and its employees. Most of these cases involved representation, primarily in the federal court, of the Police Department and the Prisons in matters alleging deprivation of civil rights where personal injury is involved. Mr. Johnson practiced with the City of Philadelphia's Law Department from 1984 to 2006.
While employed in the public sector Mr. Johnson managed, supervised, and resolved problematic and challenging litigation on behalf of the City of Philadelphia and its operating departments.
In addition to handling municipal class action litigation and consent decrees, he has experience handling airport security claims, high speed police pursuits, as well as claims alleging denial of adequate prison mental and medical health services. He has provided extensive advice and counseling services to police and sheriff's departments, child welfare agencies, correctional facilities and other agencies.

Governors Christie, Corbett Deliver State Budget Addresses
Pennsylvania Governor Tom Corbett delivered his state budget address earlier this month, putting forth a spending plan that calls for no tax increases. Opponents assailed the budget as an assault on education, a boon to corporate interests, and a blow to the most vulnerable.
And New Jersey Gov. Chris Christie delivered his state budget address last week, pledging to cut the state income tax by 10% across the board. But Democrats and other opponents say the tax cuts favor the wealthy, shutter important government programs and further squeeze a hurting middle class.
