New Jersey
Pinelands Commission Adopts Rules to Encourage Environmentally Appropriate Siting of Solar Energy Facilities.
The rules include a provision that "accessory" solar energy facilities (which supply electricity to a home or business primary use of the property) to be installed on existing structures or over existing impervious surfaces will not constitute "development," and therefore will be exempt from filing a development application with the Commission. This will hasten the approval process and eliminate the application cost. Other new rules require screening facilities to minimize visual impacts as viewed from wild and scenic rivers and special corridors and removal of all structures and equipment within 12 months of cessation of their use.

Bill That Would Require More Solar Energy Moves to Committee Referred to House Consumer Affairs Committee, 10/20/2011:
HB-1580:
The bill would increase the percentage of solar energy share that must be purchased by utilities for the years 2012-13, 2013-14 and 2014-15, to bring the demand for Solar Renewable Energy Credits (SRECs) back in line with expected supply, which has outstripped demand. The bill would also require future registration of solar installations to be restricted to those tied to Pennsylvania's distribution network.

Senate Committee Approves Bill That Would Create Incentives for Planting of Bioenergy Crops on Surface Mining-Affected Areas Reported from Senate Committee on Environmental Resources and Energy, 10/25/2011 (11-0):HB-608: The legislation would amend the Surface Mining Conservation and Reclamation Act by directing the Department of Environmental Protection to encourage and promote the use of switchgrass, camelina, canola and other bioenergy crops for the re-vegetation of lands affected by surface mining activities. Bioenergy crops are grown specifically for their fuel value to make biofuels or to use their energy content. Text of Bill
