Warm Greetings from the FAME Commercial Division!

Notwithstanding the recent low temperatures and signigicant snowfall, we've been keeping ourselves warm and busy over the past few months and hope that you have too. As sturdy "Mainers," most of us have some form of outdoor winter relief (or maybe just sitting by the wood stove?), and the snowfall has cooperated nicely to keep the outdoor recreational activities moving along.
This edition of FAME's Business Update Online will provide you with a "semiannual" snapshot picture of activity for FAME's first and second quarters, or July 1, 2010 through December 31, 2010:
- Commercial Loan Insurance loan activity over this six month period was just under $25 million, with a strong performer bringing in over $11 million of that figure (you'll have to look further down to see which "Lender" has that distinguished designation).
- Direct Loan activity topped $3 million, with $1.8 million of that figure coming from FAME's Economic Recovery Loan Program.
- 1,572 jobs were created and retained over the past six months.
The newest edition of the Commercial Division's Capital Access Book has been printed. You may order copies here.
Over the past six months, FAME has made updates to the commercial portion of our Web site and online applications to make our process easier. There are now 10 applications that can either be printed and filled out or filled in and then be printed directly from our Web site. Lenders will be happy to hear that the OnLine Application process and manual are being refined based on user feedback. A new manual will be available at the OLA Login screen next month.
We are also proud to announce the hiring of a new Commercial Loan Officer. Mike Jutras joined us in January and is already out meeting people and processing loans. Please see below for his photo and background.

| Meet Our New Commercial Loan Officer | |
FAME is pleased to announce that it has recently hired Michael Jutras as a Commercial Loan Officer. Mike is well qualified for the position, and we are excited that he will be part of our team. In addition to his extensive credit background, Mike will provide FAME's customers with outstanding service.
Mike is an experienced commercial lender with over 15 years in commercial banking and was most recently employed in this capacity at Bath Savings Institution and TD Banknorth. In addition, Mike has experience as an entrepreneur running a niche financial consulting firm in Portland.
Over the next few weeks, Mike will be learning more about FAME and its programs, but also will be calling on a number of bank customers to re-introduce himself in his new role. Please join us in welcoming Mike to the FAME Commercial Team! |

Q. I am working with a business that needs an addition, and the bank's credit policies will not allow us to lend the full amount of capital needed to complete the project. Is there another source of funding available?
A. FAME has at least two resources for subordinate financing/gap financing to meet your full project costs. Our Economic Recovery Loan Program can provide subordinate funds to fill gaps in a project proposal. However, a much less known but very relevant source of financial assistance is available through an economic development agency serving your area, participating through a FAME program called the Regional Economic Development Revolving Loan Program. Under this program, FAME disseminates funds throughout the state to each of these agencies.This provides the agencies with a source of gap or subordinate financing to fill a business' full project need. Over the past 15 years, this program has enabled the 23 agencies to provide over $32 million in loans, and leveraged an additional $242 million. Regional Economic Development Revolving Loan Program (REDRLP)
This program was created in 1993 and initially funded in 1995 through a $10 million voter-approved general obligation bond. The program was subsequently re-capitalized with bond proceeds in 2002 of $4 million and in 2007 with $1 million.
The purpose of the program is to provide financial assistance in the form of loans of up to $250,000 to businesses in order to create or retain jobs. It is targeted to businesses that have sales under $5 million or employ 50 or fewer people. Loans under this program tend to provide the gap financing and/or subordinate financing businesses may need in order to complete their projects. The program targets businesses that meet at least one of the following targeted economic development clusters:
- Manufacturing Technologies;
- Technologies such as advanced information systems, advanced telecommunications, energy and environmental products and services;
- Biological and natural resource technologies;
- Conversion from defense dependency;
- A business significantly engaged in export or goods/services to locations outside the state;
- A business that dedicates significant resources to research and development;
- Other businesses with 10 or fewer employees; or
- A quality child care project.
Note: There are match funding provisions required for loans of $50,000 or more.
The Finance Authority of Maine administers the program on behalf of participating economic development agencies, who in turn use funds allocated to them to provide financial assistance to businesses located throughout the state.The current number of agencies that have REDRLP funds is 23 and they are:

Program Performance: As of 12/31/2009, a statistical review and collection of data was made in order to determine the level of activity and success of the program. A review of dollars lent, dollars leveraged, jobs created and jobs retained over the 15 year program history was undertaken, yielding the following impressive results:

As the above table illustrates, the program participants have successfully fully revolved funds disbursed by FAME and report significant leverage of other resources for projects over the 15 years since the program's inception. Of the $14,902,064 in dollars disbursed by FAME to the agencies (note: the difference between bond amounts and dollars disbursed is the result of FAME holding some agency allocations not yet requested), the participating agencies lent out $32,152,751.
The success of this program becomes even more evident when the dollars leveraged are reported at $242,336,662, or a leverage ratio of 16 to 1!

The above table represents an overall average of $2,143,000 in loans per year since 1995. The fluctuation of this loan activity is directly related to funding in the program; for example, the initial $10 million infusion into the program in 1995 was lent out over the next four years, as the program gained momentum.The significant increase in lending activity in 2003 is a direct reflection of the $4 million provided in 2002 and the smaller increases for 2008/2009 attributed to the $1 million infusion in 2007. There have been no infusions of funds since 2007, so the activity is expected to continue at a static range of $2 million per year moving forward.

In keeping with the mission of the program creators, REDRLP has been creating and retaining jobs over the past 15 years. Overall performance reported 5834 jobs created and 3738 retained.
FAME has submitted a bill, L.D. 575, to extend a deadline under the Regional Economic Development Revolving Loan Program. It seeks to extend a sunset provision to June 30, 2012 within existing law that allows regional economic development agencies to benefit from FAME programs. The bill will be heard by the Labor and Commerce Committee in the near future.
