Outgoing President's Message
 
Anne ActonAs I come up on the end of my two year presidency of NELLCO, it is a good time to reflect on what NELLCO has accomplished during that time period and I realize that a lot has happened!
 
Major Foundational Work Accomplished
A New Strategic Plan was perhaps the most significant accomplishment of the past two years.  We used the services of Laura Freebairn-Smith, of Organizational Design and Development Associates (ODDA), to facilitate a retreat in the fall of 2008 at which we revised the NELLCO Mission statement and goals.  Karen Quinn then spearheaded the effort to update the plan for the time period 2010 - 2014.  During this process of reflecting on our identity and goals for the future, we spent the greater part of a meeting hearing our role and duties as board members from Atty. Jeffrey Hurwit.  It was important to be reminded of what being a responsible board member entails.
 
Major Housekeeping Work Accomplished
The move of NELLCO offices from downtown Keene, NH to Albany Law School in Albany, NY in Dec. 2009 was perhaps the next significant event.  Unfortunately, we lost Cindy Adams as Administrative Assistant in the process because she could not make the move.  We feel fortunate to have hired Theresa McCue as our new Assistant who started in January 2010.  I hope everyone has a chance to meet her this summer in Denver. Other housekeeping accomplishments include new benefit packages for NELLCO's two fulltime employees and a Succession Plan which would guide the organization through the process of dealing with a temporary or long-term absence of the Executive Director.  
 
Major Communication Enhancements
Debuted in the summer of 2009, SLICE - new online monthly newsletter, keeps members and the world informed of NELLCO activities.  Readership is steadily rising. Regular Executive Director monthly reports to the Executive Committee have been very helpful to itemize all that Tracy accomplishes. Tracy's regular participation on Law Librarian Conversations, now supported by CALI and hosted by Richard Leiter, is just one example of how Tracy actively represents NELLCO out and about and in a variety of formats.
 
New And Ongoing Offerings:
New Discounts have been offered in addition to ongoing database trial offerings.  Many members and affiliates took advantage of purchasing a BookEye (KIC) walk up digital scanner/copier with a favorable discount.  Other new offerings included library supply vendor discounts and Swank films.  Grantmaking workshops have been offered to members on an ongoing basis and this past year a new Advocacy workshop was offered in conjunction with a new partnership established with LLMC and LIPA.  The Interest Groups have continued to meet regularly and enthusiastically.  The Universal Search Solution (USS) project continues to progress and while the federal grant funding has ended, the project received a year's extension to complete more work.
 
Upcoming Major Initiative
The Board and the newly formed Finance Committee are currently searching for a consultant to help set the future financial direction of NELLCO, reviewing various data and comparable non-profit organizations in the process.  I look forward to serving as past-president during this Financial Review initiative and supporting the organization any way I can.

NELLCO Executive Committee
 
Welcome to summer! A time for sunshine, baseball, vacations, graduations, weddings and conferences. It's also the time for the changing of leadership within NELLCO's Executive Committee. On July 1 we will welcome Karen Quinn, Director of the Rhode Island State Law Library, as NELLCO's new President! Karen has served as Vice-president since 2008 and will share her vision for NELLCO with us in a future issue of The Slice.
 
Anne Acton will move into the Immediate Past President seat on the Executive Committee to fulfill her six year committment. Anne has been a patient and insightful President, and as her report above demonstrates we accomplished a great deal on her watch. 
 
Ann DeVeaux, Law Library Director at Quinnipiac, has completed her term as Immediate Past President and on July 1 cycles off of the Executive Committee. I would like to thank Ann for her leadership, guidance and support during her six years of service to NELLCO. Ann has been a generous and dedicated member of the leadership team, and I think we'll all miss her thoughtful approach to solutions and her calm presence at Executive Committee meetings. Thank you, Ann!
 
We're very pleased to welcome Paul George, Director of the Law Library at the University of Pennsylvania, to the Executive Committee. Paul has been elected to serve NELLCO as Vice-president/President-elect. We're looking forward to tapping into Paul's expertise and vision.
 
Darcy Kirk, Director of the Law Library at the University of Connecticut, has generously agreed to continue as NELLCO's Treasurer for yet another term! We are so grateful to Darcy for her willingness to continue in this capacity, especially as she also officially assumes her duties as Vice-president/President-elect of AALL in July. Congratulations Darcy and thank you for your inexhaustible commitment to our profession!
 
 
NELLCO Founders' Fund

Last year, when we looked at our mission and the state of the economy, we decided that our money and time would be better spent supporting promising library professionals, rather than buying tchotchkes to give away at the AALL Annual Meeting. To foster that goal, NELLCO launched the Founders' Fund for Future Law Librarians. Our aim was to contribute $2.00 to this fund for every business card we collected at our booth in the exhibit hall. We will be promoting the Fund again this year at AALL and we invite you to stop by our booth, meet Theresa McCue

A Vision for a Shared Print Light Archive - Working with 'what is'  to manage 'what if.'
Over the years, many times, the concept of a shared storage facility has bubbled to the top within NELLCO. It has never gained the necessary momentum for any number of reasons (competition, ABA standards, etc.), but it's my belief that the current climate presents the perfect opportunity for us to give this idea some serious attention.
 
There is endless talk about libraries having to straddle the fence between the print and electronic information worlds. We want to make that leap of faith into e-only. We want to be enthusiastic leaders of that transformative change. We want to repurpose library stack space. But we still don't (and can't) know what 'perpetual access' really means in the digital world. And for the many in our profession who see their role as one of stewardship for future generations of information seekers, the idea of discarding print without the necessary degree of certainty is anathema!
 
So in an attempt to create some certainty, libraries are entering into good faith agreements that distribute the responsibility for print retention over a particular period of time. This is definitely a step in the right direction and this work should continue as a short-term solution, but it doesn't go as far as it could. Will libraries really discard print in reliance on these agreements? 
 
I propose a more coordinated, long-term effort. If NELLCO, perhaps in collaboration with other mission-friendly organizations, was able to create a shared print law collection, owned collectively by and readily accessible to the participating libraries, different local decisions could be made. Costs and collection decisions could be shared by the collective.
 
Several years back, a bit after Nicholson Baker's book Doublefold: Libraries and the Assault on Paper (2001) was released, the idea of shared storage bubbled up again. I visited the Nelinet storage facility in MA to begin gathering information. I recently learned that the Nelinet-now-Lyrasis Depository is being moved to a new, purpose-built, climate controlled facility in CT. The new facility will offer digital delivery of materials, quick turn arounds for retrievals, and an on-site reading room for scholars who may require direct access to the materials. I have had several conversations with Lyrasis about the idea and they are receptive. This is still a very early stage discussion so I would love to hear from members who have experience or advice to share, or who may be interested in participating or who think we should abandon this idea altogether (dare I say once and for all?). Please share your thoughts, ideas and concerns. I look forward to hearing from you!

COLLABORATIVE COLLECTION DEVELOPMENT AMONG BOSTON-AREA NELLCO LIBRARIES

In late 2009, directors and acquisitions/collection development staff from the six Boston-area academic law libraries formed a group to discuss cooperative collection development. Our overarching goal is to have a forum for brainstorming and helping each other with decisions about purchases and cancellations. We christened ourselves "Boston Best Friends Forever," or "B2F2." Fortunately, the moniker has proven quite apt, at least so far!

We have met four times and have a fifth meeting coming up in late May. Initially, we are focusing our attention on several areas of print materials: continuing subscriptions such as looseleafs and serials, commercial journals, and microform sets.

One great benefit of this group is its flexibility: each of us retains complete autonomy to decide what is best for our own user community. Another benefit is the group's relatively small size, and the geographic proximity of its members. It is easy for us to get together every two months or so, and it is easier to make decisions and move forward than it would be if more libraries were involved.
Nevertheless, it is already challenging to deal with the plethora of spreadsheets flying back and forth, and we have not quite figured out that piece of the puzzle. Suffolk has volunteered to create a database for all the information we are generating, so hopefully soon we will be able to tame the mass of data we are generating.

We have deliberately kept the structure flat and collaborative, rotating responsibility for hosting meetings and setting the agenda among the six libraries. Leadership is shared equally among all libraries and all of the players. Though many staff members from each library are involved with this ongoing project, key contact people for each library are (in alphabetical order): Karen Beck (Boston College), Kim Dulin (Harvard), Helen Litwack (New England Boston), Susan More (Northeastern), Russell Sweet (Boston University), and Caroline Walters (Suffolk University).
