UC Irvine welcomed its first class in August of 2009. Beatrice A. Tice serves as Associate Dean, Library and Information Technology Services, and Research Professor of Law at UC Irvine's Law Library.

I am grateful to Arlene Eis, editor of Infosources Publications, for her vision and willingness to work with NELLCO to find a business model that allows us to provide this valuable resource to our members at no cost to you.
The NELLCO Board of Directors met last month in Portsmouth, NH. At that meeting we discussed the need for new pricing and access models for electronic content that might be deemed low use or low demand. While libraries are cutting budgets, they still seek to provide access to new resources for their users. In the days of flush coffers we sought out the big deals and unlimited access. The mantra was everything, all the time, for everyone. Now however, we need to respond responsibly to new demands. Information providers should be considering models that allow for pay per use, or limited use, or that allow for consortium subscriptions and pooled users. Other possible models include shorter subscription periods.
Libraries are seeking more just in time, rather than just in case, access. To that end, Kent McKeever (Columbia) drafted a Low Use Database (LUD) proposal to move NELLCO toward new models as we negotiate with new and existing information providers in the current economic climate. That proposal was vetted at the NELLCO BOD meeting, as well as the following week at a Harvard meeting focused on foreign law collecting. Both groups agreed that we are moving in the right direction, and Kent and I have been charged with continuing to work on the proposal over the next month. Once we have a final draft it will be distributed through the regular channels.
On April 29-30 I was honored to be invited to participate in a meeting hosted by John Palfrey at the Harvard Law Library looking carefully at the future of foreign law materials in the U.S. Claire Germain (Cornell) and Judith Wright (Chicago) did an excellent job developing our agenda for the day and keeping us on task. This very influential group has begun building the necessary framework and forging the required relationships to participate in the 'radical collaboration' efforts for which so many in our profession are calling. Watch for more detailed reporting from this group soon.
One type of collaboration that has also been on NELLCO's radar for many years is the idea of shared storage for print materials. When Nelinet first opened their New England Regional Depository in MA, I toured the facility and hoped to make some headway in this area. The idea has never gained much traction, but now may be the time. Law libraries seem more ready than at any other time in my experience to embrace change.
I recently learned that the Nelinet-now-Lyrasis Depository is being moved to a new, purpose-built, climate controlled facility in CT. The new facility will be owned by Lyrasis. It will offer digital delivery of materials, quick turn arounds for materials that need to be retrieved, and possibly an on-site reading room for scholars. I am very interested in pursuing this idea and would love to hear from any members who may be interested in participating if such a storage facility were made available to NELLCO member libraries. Acquisitions and Collection Development Notes |
The NELLCO Acquisitions and Collection Development Interest Group, co-chaired by Merle Slyhoff (UPenn) and Michelle Pearse (Harvard), met on May 10 at the new facility of the Worcester Law Library in Worcester, MA. Our thanks go out to Marnie Warner of the MA Trial Court Law Libraries and especially to Suzanne Hooey, our host at the Worcester branch.
A few take aways from the meeting to report here.
- The award for greatest distance traveled goes to Laura Justiss from Southern Methodist in Dallas Texas! Now that's a commitment to collaboration!
- Michelle Pearse will cycle off as co-chair of the Interest Group and Elisabeth Umpleby (UConn) will join Merle Slyhoff in that capacity. Thank you Elisabeth!
- The group is seeking new ways for member libraries to share information about collection strengths, product evaluations, and acquisitions and cancellations. We are exploring several different avenues, including blogs, forums, wikis, and database solutions. Michelle showed the group how we might use zoho creator to manage collection strengths.
- For the time being we're collecting the links to our members' new acquisitions pages to post on the NELLCO site. Please send the URL for your page to be added to the list.
- Michael Zeoli, Director of Global Consortia and eContent Sales Strategy, shared with us the context for the YBP acquisition of Blackwell's North American operations. Those NELLCO members still ordering through Blackwell will no longer have that option as of Oct. 2010. All Blackwell North American business will be transitioned to YBP as of that date.
- From Lexis-Nexis, Maureen Mulligan (Northeast Regional Manager for Law Schools), Jenny Zhang (Director of Global Law School Marketing), and Steve Albro (Academic Account Executive), unveiled a pilot program that Lexis has developed to sell four of Lexis' international products in the U.S. law school market. The products included in this pilot are EU Tracker, Quicklaw, Juris Classeur, and Lexis-Nexis China. Lexis will not be offering these products through consortia. Lexis has developed introductory pricing that allows a 20% discount if more than one product is acquired. Based on the current model the total cost for all four packages with the 20% discount would be $8,800 per library. The group discussed the trend toward on demand or as needed pricing models for libraries in which demand would be minimal or sporadic.
- We heard about other current collaboration efforts. Karen Beck (BC) reported on the B2F2 Boston area group who are doing some local collaboration around acquisitions and collection development. A report will appear in next month's Slice. Kim Dulin (Harvard) reported on the recent, groundbreaking meeting held at Harvard to explore collaboration around foreign and international content. The meeting included the Library Directors and Acquisitions Heads of some of the largest academic legal research collections in the U.S., the Law Librarian of Congress, and NELLCO. More detailed reports will be made available when the notes have been vetted with the attendees.
