laws, in Washington DC at

1st Annual FLOAT-IN Earth Day!
No boat? Than join us for a float--a Root Beer float that is. On Earth Day, we will be serving Root Beer floats and old fashioned healthy tap water, until supplies run out. Come early to make sure you don't miss out!
Speakers for the event include Consumer Advocate, Author, and Political Activist Ralph Nader, EPA Acting Administrator of Water Nancy Stoner and Clean Water America Alliance Benjamin Grumbles.
Clean Water Champion Awards will be given to four individuals and three organizations including Disabled Sports USA and Team River Runner, that have gone above and beyond to protect our nation's waters! See below for more details on two of the awardees in the Power of Water Updates.

NATIONAL FLOAT-IN Earth Day DETAILS:
The 1st Annual National FLOAT-IN Earth Day marks the 40th anniversary of the Clean Water Act, one of our nation's landmark environmental laws. It is also an opportunity to celebrate our country's beautiful rivers, lakes, streams, creeks, bays and coastal areas, and say NO to Dirty Water! This event is part of Clean Water Network's year-long Power of Water Campaign, to celebrate the past and fight for clean water for the future. Our Washington DC FLOAT-IN will help launch community based FLOAT-IN's to spotlight the plight of waterways across America.
On Sunday, April 22nd from 3:00 PM - 7:00 PM, bring your boats, canoes, kayaks, rafts, yachts & even bathtubs (if they can float), to Diamond Teague Park (behind the Nationals Baseball Stadium) at the Earth Conservation Corps Historic Pump House Office and dock at 1st Street and Potomac Ave. SE, Washington DC. If you cannot float no worries, come down to the waterfront and join us for boat tours, speakers, musical entertainment, earth day displays and Yoga classes. We will also be giving out several clean water champion awards to grassroots activists from across the country.
Brought to you by Clean Water Network, the largest coalition in the country working to protect All of the waters of the U.S., including the nation's Great Waters, rivers, streams, lakes, bays. estuaries, coastal areas and wetlands. We are partnering with our close neighbor and a wonderful organization Earth Conservation Corps on this Earth Day event.
If you cannot join us, go to your favorite river, creek, stream, lake, beach or bay and take a picture of you and friends floating! Please post the picture on facebook, or on your organization's website etc. on Earth Day. We want to create a community photo montage of people across the country celebrating their local waterways on the first annual FLOAT-IN EARTH DAY! POWER OF WATER UPDATES:
(1) 2012 Clean Water Champion Awards will be given out during the Float-IN Earth Day, to four individuals and one organization. These individuals and organization have gone above and beyond to protect our nation's waters across the country. Please join us on Sunday, April 22, in recognizing these very deserving individuals and organizations! The organizations that will be recognized include:
Disabled Sports USA and Team River Runner.
Both organizations are being recognized for their mutual support of clean water and rivers for our Wounded Warriors, disabled veterans, and all American citizens to enjoy and continue to protect.
Team River Runner (TRR) began in 2004 in Walter Reed Army Medical Center. The group focuses their program on Wounded Warriors, disabled service members, and their families. Since beginning our adaptive and therapeutic kayaking programs, we have grown to more than 30 locations across the nation. Paddling is a sport that has positive social, physical, and emotional benefits. From quiet paddling on calm flat-water for peace and connection to nature, to paddling exciting and demanding whitewater, TRR can develop a paddling program wherever there is water, participants, and volunteers. TRR strives to enlist participants, the wounded and disabled service members, as the leadership within each program. This gives our participants purpose, and the opportunity to help others, which is another healing benefit of our program. TRR also has regular paddling programs that families can be involved in, helping struggling families reconnect as well.

Northwest Environmental Advocates!
Northwest Environmental Advocates was created in 1969 to work against nuclear power. The group is based in Portland, Oregon. In 1988, NWEA made the environmental quality of the Columbia River a major regional issue through regional organizing and the issuance of the first-ever report on water quality of the Columbia River.
NWEA is under the helm of Nina Bell who has been NWEA's Executive Director for over 20 years. Specializing in implementation of Clean Water Act programs, she guides the organization's litigation and represents environmental interests in regional and national negotiations. She has participated in numerous advisory groups including a federal advisory committee on EPA's TMDL program. Nina has also been a longtime member and one of the most prolific contributors to the Clean Water Network, serving on the original steering committee and participating in numerous workgroups.
NWEA has been involved with and challenged many Oregon water quality standards including two lawsuits on Oregon's temperature standards, and a lawsuit to force ESA consultation on Oregon's toxic criteria. In 1990, the organization stopped a proposed dioxin-emitting pulp mill on the Columbia River through the administrative process and citizen organizing. In 1991, NWEA forced the City of Portland to commit to a 20-year plan to stop discharging over 6 billion gallons of raw sewage each year to the Willamette River and Columbia Slough. This lawsuit created national precedent that citizens can enforce narrative conditions in NPDES permits. NWEA organized for National Estuary Program status for the Lower Columbia River, in response to which Oregon and Washington created the $2.4 million Bi-State Lower Columbia River Water Quality Study, which Nina Bell co-chaired.
In terms of education, NWEA ran the Columbia/Willamette RiverWatch Program for four years. This program took people on boat tours of the Willamette and Columbia River and published two full size color environmental maps: Portland/Vancouver: Toxic Waters and Columbia River: Troubled Waters. The project entailed installing multi-lingual warning signs on highly polluted urban waters and produced a multi-lingual fish consumption brochure. Later NWEA produced some of the signs for the Anacostia Watershed group and also organized the Ancient Forest Rally & Celebration of 75,000 people in Portland.
NWEA has filed three lawsuits seeking to regulate ship discharges of ballast water under the Clean Water Act, starting with a petition to EPA in 1999. The result was a vessel general permit. They also challenged (and lost) a lawsuit over the Columbia River channel deepening project. Northwest Environmental Advocates is a true testiment to the power of grassroots action. Congratulations to Nina and her team for their commitment and amazing work over the years!
