Message from the Board of Director's Regarding SchoolFinance for 2012-13

Recently Governor Hickenlooper came out with a proposed 2012 - 2013 budget. This proposal

is based on a total budget reductionas compared to last year`s K-12 funding of $89 million. Total Program Funding will be $5.124billion. The $67.5 million set aside by the General Assembly in SB11-230 is held for 2012-13 and used to offset additional increases in the negative factor.

The following bullet points are further information regarding the proposal. This information from the state is to make the Twin Peaks Charter school community aware of the anticipated funding shortfalls that all charters and public schools will face. We invite you to be a part of our Board Meetings as well as attend our Finance Meetings. As the Twin Peaks budget process for

2012-13 moves forward, we will be looking forward to your input, thoughts and ideas, as

Twin Peaks prepares for future of continued student learning at the highest academic levels.

  • No funds in the budget for new student assessment (CDEhad requested $26million for a new student testing model).
  • Earmark of $7.7million in K-12 funds to implement educator effectiveness, including measurements of student growth, implementation of educator effectiveness evaluation, and technology costs associated with the creationof an "Educator Dashboard."
  • This proposed budget relies on a third year of suspending the Senior Homestead Exemption. If it is not suspended, the Legislature will have to cut another $98M from the state budget, a good portion of which would inevitably come from K-12.
  • With this proposal, SVVSD/Twin Peaks per pupilis estimated at minimum to drop by $162.85. $6,327.89 in FY12-162.85=$6,165.04 projected per pupil.
  • From $6945 to $6165 is a per pupil drop of $785 since 09-10!

The curriculum committee received a request by a parent to conduct a review of The Book Thief which was approved by the Board of Directors last year to be included in the 8th grade English course. The curriculum committee, after hearing and discussing the parent's concerns, the review process completed last year, and the premise of the book, voted 10 to 1 not to conduct another review of the book this year. There is a 10 day waiting period for members of the TPCA community to submit opposition to the curriculum committee's decision. Opposition to the curriculum committee's decision can be submitted to Danielle Feeney, Assistant Principal until November 20.
