As I look back on 2009 I feel proud that our little Silent Observer program was so effective given the state of our economy.  Even though donations are down, we have a strong program and our year-end stats prove how effective Silent Observer is at removing dangerous criminals from our streets.  Even though most tips don't earn a reward, they sometimes provide a piece of the crime puzzle, point police in a direction they may not be looking in, or alert them to new activity on our streets.  We appreciate  tipsters coming forward for the sake of our neighborhoods, our children, our schools and our community.  They are the ones that make Silent Observer successful by reporting crime-solving information anonymously by phone, by web or by text messaging.
 
Finding new partners is imperative if we are to continue to grow.  One way new partners help is by providing new ways of reaching community members.  Our Text-A-Tip program got a real boost with a donation from AT&T and their distribution of flyers promoting Text-A-Tip at their retail stores has resulted in an increase in text tips to our program. 
 
Silent Observer began highlighting people wanted for felony crimes in the Advance Newspaper in September.  We could not have done that had Lacks Enterprises not stepped up to the plate and offered to pay for these weekly ads.  As a result, 12 people have been picked up by police. We can sleep better knowing these perpetrators will not be causing trouble in our neighborhoods.
 
Silent Observer's mission is to help the community by removing criminals from our streets.  A byproduct of this effort is helping victims of crime find justice and find peace in knowing that the person who violated them so deeply has been brought to justice.  David Shock with Delayed Justice has a heart for victims of crime.  He partnered with Silent Observer to create public service announcements (PSAs) to highlight some of unsolved homicides that occurred in Kent County.  The stars of these PSAs were family members who lost loved ones to homicide....everyday people trying to fight the grave injustice thrusted upon them.  These PSAs are powerful.  Take a look.

And, if we want to tell the whole story, Fast 50 tips in 2009 led to 56 students reprimanded for breaking the school conduct code in some manner.

Busted!
 
A man committed robberies of businesses, including  Burger King and Next Door Foods along with Amoco, Shell and Speedway Gas Stations.  The suspect, most likely stealing because of a crack addiction, implied he had a gun.  Thanks to a tip to Silent Observer, that man was arrested before he could frighten more service people. We received another tip on a man who actually showed his weapons and robbed five businesses-Little Caesars, 7-Eleven, Ziggy's Party Store and two Shell Stations.  He was another good one to get off our streets.
 
After stepping off a bus, a man was attacked by two suspects who beat him then stole his laptop computer, a computer case and his Bible.  The suspects wanted some quick cash and thought the laptop would be just the ticket.  A tip came into Silent Observer identifying the suspects.  Now that's Divine Justice! 
 
We love it when we get tips on fugitives wanted by the US Marshal Service or the FBI Fugitive Team.  We receive four tips this past year which led these federal agencies to some of the worst of the worst.  These suspects had warrants for Assault with Intent to Do Great Bodily Harm, Criminal Sexual Conduct with a minor, drugs, and felony firearm.
 
We received another tip on a man in possession of child pornography.  He had a substantial amount of child porn on his computer and it turned out that he had two prior Criminal Sexual Conduct convictions in the 1990's involving 9 year old girls. 
 
Back in 2006, Linzey Reeves was murdered.  Early on in the investigation we received a Silent Observer tip that identified the shooter.  Police just recently were able to to arrest the suspect. 
 
Car Larcenies occur all over the city and wreak havoc on the neighborhoods that are targeted.  Thanks to a tip to Silent Observer, police were able to arrest one person for breaking into up to 20 cars stealing anything of value.
 
One very observant tipster called to report some suspicious
people in the the neighborhood.  The tipsters provided descriptions of the suspects, their license plate number and described the items the thieves were putting in their car after being in the neighborhood a while.  It turns out this tip led to three suspects involved in home burglaries and one of the suspects was even involved in an armed robbery of a Subway Restaurant.
 
Surveillance Pictures...you gotta love them.  An unidentified woman stole a credit card and a drivers license then went to a Chase Bank located in a Meijer Store and withdrew more than $9,000 from the victim's checking account.  Thankfully, there were surveillance cameras and caught this thief in the act.  A citizen saw the picture and called Silent Observer, which led to her arrest.
 
All of these cases are significant because these people made us fearful and made life difficult for the ones they victimized.  I am thankful that the tipsters called the Silent Observer tip line so these suspects can no longer rob our businesses and cause trouble in our neighborhoods.

Funding Update 
 
In December of 2008, Silent Observer launched its first public appeal for donations.  Hoping the community would help by donating $36, $1 for every year we have been in existence, Silent Observer received 35 donations ranging from $20 - $300.  We are very appreciative of the generous support we have received from many new friends as well as long-time contributors. 
 
But, we still need to reach our goal of $36,000 with this email campaign.  You can help by clicking on the Forward to a Friend link at the bottom of this newsletter to send this to your friends and people in your business network who may be interested in our mission and our work.  This kind of financial support is vital to the health of our program and allows us to maintain programs like Fast 50, Text A Tip, our web site, and rewards.
