What has happened with reform this week?
Late Sunday, by a party line vote of 219 to 212, the U.S. House of Representatives passed H.R. 3590, the health reform bill drafted by the Senate. The President signed the bill into law on Tuesday. The legislation will eventually have a wide-ranging impact on our health care system. It will draw in about 30 million people who are currently uninsured, at a cost to the federal government of $938 billion for the first 10 years.
Is the health reform debate over? What are the next steps in the health reform process?
No. The debate over health care reform is not over in Washington, and much remains to be decided in the States and in the courts. On Tuesday, the U.S. Senate began considering the reconciliation bill, which could alter details in the bill the President just signed, as well as the implementation timeline. Additionally, many of the legislation's provisions are general in nature. Regulatory agencies will later issue more specific rules, definitions of full-time and part-time employees, and guidance explaining how they expect health plans, employers and other health system participants to comply.
Until the reconciliation bill is resolved and until specific regulations and definitions are issued, we won't know exactly how this legislation will affect the health care system, health insurance, or anyone's specific health plan.
When will everyone start to see changes as a result of health reform?
Some minor changes may go into effect this year, but the major insurance reforms, the government subsidies for individuals and families to buy insurance, and the operation of insurance exchanges - will not take effect until 2014 and beyond. Keep in mind, the health reform legislation has thousands of pages and hundreds of provisions. Before many of those provisions are put in place, additional State and Federal laws and regulations will need to be developed, which could be a lengthy process.
There will be no immediate changes to Essential StaffCARE health plans based on the new health reform law. Blue Cross Blue Shield compliance attorneys are carefully monitoring the situation and will advise clients if any changes to Essential StaffCARE benefits are required in the future.
