The HPBAC Board of Directors met in Toronto last month for two days to review the Reorganization Task Force's final report and the financial situation facing the organization. Most of the recommendations of the RTF were approved and, once the changes have been implemented, we believe the association will be stronger and more effective. 

 

There will be changes to the structure of the association, the funding mechanism for Chapters, improved communications and clearer roles. There is still much work to be done to implement the recommendations but we now have a clear vision. The Board spent a lot of time the discussing financial outlook for HPBA Canada and the HPBAC Chapters and has approved measures to ensure the association is properly funded in 2012 and in the coming years.

 

We also held the 2011 Annual General Meeting in Toronto on September 21st where the members were updated on HPBA Canada's activities and financial situation. The members agreed to allow the 2012 Annual General Meeting to be held at EXPO in Atlanta in March of 2012 to allow members from across Canada to attend the AGM. The AGM will be held as part of the Focus Canada meeting on Thursday, March 1st from 7:30 am to 9 am. 

 

Following the HPBA Canada meetings, the Ontario Chapter held a session with manufacturers and distributors to discuss the possibility of a woodstove change out program to be held sometime in 2012. This would be a key program for the industry and could possibly be used as a template for other provinces. More information on this program implementation will be available soon.

Government Affairs, Regulations, Legislation and Standards 

 

Remember the Federal EcoEnergy Retrofit program is back in business. Following an energy audit, this program provides grants for replacing old technology wood burning equipment.

NSPS

(New Source Performance Standard) The process of revising the NSPS for wood and pellet fuelled equipment in the US should be completed next year. HPBA continues to work constructively with the US EPA to ensure that industry damaging changes to emission and efficiency standards are not included. The outcome of this process will undoubtedly impact Canada.

 

Gas Fireplace Efficiency

The issue of mandated minimum efficiencies for gas fuelled hearth products is a hot topic on both sides of the border. The industry cannot accept that minimum heating efficiency standards designed for heating equipment should be applied to decorative hearth products that are not manufactured or sold to be heaters. HPBA Canada is working with Natural Resources Canada as well as certain provincial ministries so as to ensure that this does not happen.

This is probably the biggest single threat to our industry at this time.

 

Woodstove Changeouts

Changeout programs continue in B.C. and are coming soon in Ontario and Québec. Please contact your local chapter administrators for more information.

 

Efficiency labeling

The issue of labeling gas fireplaces with their efficiency number (FE number) is once again being examined in BC. While the association continues a constructive dialogue with the BC Ministry of Energy and Mines, members are reminded that the EnerGuide P.4 FE number must be displayed next to the appliance in retail showrooms. If the public cannot readily see these numbers in the showroom, the retailer is in breach of Provincial regulations. This has been the case since January 1st 2007. The Ministry has indicated its intent to enforce its energy efficiency regulations.

 

Your local chapter has an active and hard working government affairs committee. Please get involved. Be the association's eyes and ears. If something local to you is giving you concern, let us know. We cannot monitor every municipality in Canada. Check local newspapers for pubic notices. Attend relevant town halls.

 

 

 Housing Outlook in Canada

 

The Canada Mortage and Housing Corporation (CMHC) Housing Market Outlook reports that Housing Starts should remain steady throughout 2011 and into 2012.

 

"After moderating progressively since the second quarter of 2010, housing starts have rebounded in the second quarter of 2011. They are expected to moderate again over the course of the next three quarters. Housing starts are forecast to be 183,200 units for 2011 and 183,900 units for 2012."*

 

Regionally, CMHC forecasts that Alberta and British Columbia should see marked increases in housing starts in 2012, while Manitoba will experience modest growth.

Prince Edward Island - decline of 3.7%

Nova Scotia - decline of 5.6%

New Brunswick - decline of 3.2%

Quebec - decline of 6.7%

Saskatchewan - decline of 6.6

Alberta - increase of 15.5%

British Columbia - increase of 9.8%

 

Economic Forecast*
CMHC projects growth in Gross Domestic Product of 2.9% in 2011 and 2.7% in 2012, along with an expected decrease in the unemployment rate to 7.5% in 2011 and 7.0% in 2012.

 

Mortgage rates are expected to stay at historically low levels with posted one-year rates between 2.6 and 4.0% and three and five-year posted rates in the 3.3 to 5.6 per cent range.

 

Renovations**

Canadians spent over $22.8 billion on renovations in 10 cities across Canada in 2010. St John's had the highest percentage of homeowner renovations at 48%, followed by Ottawa and Halifax at 47%. The overall average was 42%. 8% of homeowners purchased heating and/or air conditioning equipment. The average cost of renovations as $12,972.

 

39% of respondents to the CMHC survey intend to renovate in 2011. Figures for 2012 are not yet available.

Napoleon announces expansion and launches new gas furnace
Wolf Steel Ltd. recently announced an expansion to their Barrie, Ontario facility of 300,000 sq ft and approximately 200 jobs as well as the launch of its new Napoleon Heating & Cooling division and their new 9600 Series gas furnace - the only gas furnace manufactured in Canada. 
The company also announced a donation of 50 furnaces ($100,000 value) to Habitat for Humanity and a major expansion to their Barrie facility.
