Government Affairs Update
As always, HPBAC is extremely busy in the field of Government Affairs, Codes and Standards. Here are some of the issues that your association's volunteers and staff are working on at the moment. New Source Performance Standard (NSPS)
The New Source Performance Standard has been reopened in the US. This process, which will likely last around three years, will redefine EPA approval for wood and pellet burning appliances in the US. It has been 20 years since this was introduced and it cost HPBA over $1 million, all those years ago, to ensure we still had a wood burning industry at the end of it. Its outcome will have far reaching implications throughout North America and HPBA and HPBAC have mobilized for what is inevitably going to be a tough battle. All wood burning appliances including pellet, outdoor hydronic, fireplaces, furnaces and boilers are likely to be included this time around. It will undoubtedly have a huge impact here in Canada. HPBA is raising a fighting fund. It does not have the resources to meet the demands of the NSPS process from its usual budget. Most of the additional funds required will come from manufacturers but all HPBA members are being asked to lend a hand. Whatever your product lines, wood is vital to the health of our industry as a whole. The board of HPBAC supports this effort and is in turn asking all its members for an additional contribution. Non-manufacturers will find an amount has been added to their invoice. This is a voluntary contribution, but we hope you will support your industry by including the amount in your dues this year. All contributions will go directly toward this effort. Gas Fireplace Efficiency Partnering with Terasen Gas, HPBAC's Western Chapter continues to develop the Enerchoice Certification Mark in BC. As part of HPBAC's ongoing management of the Federal Energuide for Gas Fireplaces program, talks have been initiated with utilities elsewhere in the country with a view to Enerchoice expansion. This means more rebates for consumers buying higher efficiency gas fireplace products. The Board has also recently voted to accept a recommendation from our Government Affairs Committee to promote the furtherance of electronic ignition within our industry. Ultimately we anticipate that this will not only deter regulators from introducing mandated minimum efficiencies, but also result in more consumer rebates for our members' customers.
Montréal HPBAC is actively supporting the APC's law suit against the City of Montréal. They aim to have the anti-wood burning By-Law repealed. Pro Wood Burning Articles Articles of interest are now being posted regularly on the Association's blog. They will also shortly be available on our revamped website. Any letters or articles written by staff or members of the Association will also be posted in this way for maximum awareness.
Codes and Standards
Members and staff are actively involved in the development of Codes and Standards relating to: energy efficiency, house depressurization, emissions and safety. Some of our Government Affairs Committee members will shortly be rotating off the committee. We are looking for new members to join the team. If you would like to be involved and feel that you have the time, please contact Tony Gottschalk for more information.

The HPBAC Chapter Reorganization Task Force met in Toronto on Sunday, October 4th to:
- identify issues that affect the national association and chapters' effectiveness and to recommend ways to improve relationships.
- build consensus and buy-in with broad membership on how to shape a future for HPBAC
The task force agreed on five issues for analysis and to develop options:
- Vision and mandate review and articulation
- Membership value and benefits review
- Clarify the respective roles of national and chapters
- Structure above and below national
- Funding framework
The next step will be to work on the first three issues as the results of this analysis will inform the work on the structure and the funding framework.
Sub-groups were formed for each of the three items and a follow-up meeting was scheduled for December 11 for the Task Force to review the reports of the three sub-groups.
Once all five items have been addressed and recommendations have been formulated the report will be reviewed by members and the chapters.
Target completion of this process: Board and AGM approval of recommended changes in October 2010
We will continue to update you as the task force work progresses.

HPBAC at EXPO
Canadian Reception If you've been to EXPO you've probably attended the HPBAC Reception. This event has grown over the past ten years to host over 800 people and a floor hockey tournament. But, as 2010 is a special year - the 30th Anniversary of HPBA - the HPBAC board agreed at its meeting in October to take the year off. We're going to join with HPBA and industry members in celebrating 30 years of service to the hearth, patio and barbecue industry on the show floor from 3:00 to 5:00 pm on Thursday, March 11th. We hope to see you there. We'll be back in 2011 at EXPO in Salt Lake City with our Canadian Reception, in the same time slot of 5:00 to 7:00 pm. Focus Canada
We do plan to host the Focus Canada meeting on Thursday, March 11 at 7:30 am in the convention centre in Orlando. Please join us for a light breakfast and an informative meeting.

A Name You Should Know
Paul Hebert
HPBAC Vice President
Where do you live?
Cambridge, Ontario
Employer Travis Industries
What is your role in the business? Sales Manager - International Sales
How many years have you been involved in the hearth industry? Ten years
How did you first get involved in the industry? Worked for CFM as Manager, New Business Development
What is your involvement with the association?
I've been on the national board member and currently Vice President
If you weren't doing this job what do you think you'd be doing?
I would probably still be in the plumbing industry because that's where I started my work career.
Are there any previous jobs you'd like to tell us about?
I worked for GSW Water Heating in Fergus for 15 years managing the Ontario Sales team.
Why do you feel it's important to be a part of an industry association? It's a great way to get involved and help the industry. It's also a great way to meet associates in the industry and learn about how others do business.
What are the major issues you see facing the industry in the coming months? It's a small industry in a fast changing world and we are getting a lot of pressure from government bodies and environmental agencies who are trying to find ways to save money and to improve air quality without understanding our industry's products. HPBAC needs a strong voice in these matters or it could dramatically impact our business as we see it today.
Do you have any words of advice for dealers in the current market?
I would suggest making sure their showrooms are updated with the latest merchandising concepts. Visit a mall and look how other retailers show products and think outside the box. Market themselves every way they can, websites are huge, email, cross marketing with other businesses, great work creates word of mouth, etc. I might also suggest diversifying their business to even out sales across server facets would help them get through lean sales years. The trick is finding something that fits and I have seen everything in my travels from BBQs to windows to custom artwork to suite the fireplace job.
What do you like best about this industry? Definitely the people.
What do you like least about this industry?
Dealers that are reluctant to change their approach or expand their business opportunities.
Who has been your biggest influence in terms of business? I've had lots of good managers over the years and each of them has given me something that I use today. My Mom and Dad taught me a good work ethic, honesty and the family comes first approach and that's been the major influence in my business and social life.
Do you see any emerging trends in the business/where do you see them going? Besides products trends, I see more fresh marketing ideas in today's showrooms and great websites. Flat screen TV's, digital picture frames, window posters, outdoor displays and top notch websites are all ways to show more products to your customers yet cost very little to do. |
