NJAHPERD's 2012 Advocacy Initiatives - Call to action...

 

"EVERY CHILD STRONGER, EVERY LIFE LONGER" continues to provide the foundation for NJAHPERD's advocacy initiatives! Utilizing data from the first ever comprehensive state survey, as well as input from multiple membership surveys, an aggressive and targeted advocacy program has been developed to provide tools that assist in promoting quality Health Education and Physical Education programs in New Jersey schools.

 

The EVERY CHILD STRONGER (ECSELL) website is the focal point for these programs and resources and the centerpiece for NJAHPERD's CALL TO ACTION. This initiative identifies the TOP 10 KEY SURVEY FINDINGS and provides implementation strategies to address critical areas of importance. Programs and resources already in progress include an operating website with an advocacy tool kit.

 

Targeted professional development trainings addressing fitness education and assessment through Fitnessgram and driver education are impacting the health and safety of New Jersey students. Articles in numerous teacher, administrative, and parent publications have focused on raising awareness regarding the positive correlations between health and academic achievement.

 

 Acting as a key partner in the Shaping NJ movement, the largest ever statewide initiative to reduce obesity, has resulted in a powerful and comprehensive network of over 170 stakeholder organizations and agencies.  Most importantly, NJAHPERD is promoting quality Health Education and Physical Education through ongoing lobbying and legislative action. Recently the New Jersey Department of Education proposed a modification of the accountability system for school evaluation by providing a two-tiered assessment system that would relegate health and physical education to a "secondary" content area.  NJAHPERD's leadership mobilized quickly to fight the proposal through multiple pro-active advocacy initiatives. A unified message was developed by working with multiple stakeholders and was strongly supported through a visual and verbal written presence at state board of education meetings as well as an effective letter writing campaign.

This is a great opportunity to receive basic advocacy training and learn how to effectively communicate your message to legislators.   You will have an impact at a national level and leave feeling empowered to make a difference in your state!

 

In preparation for SPEAK Out! Day, NASPE is holding a free advocacy 101 webinar on March 8th at 3 PM EST. During the webinar, we will conduct the SPEAK Out! Day lottery and select an individual who will receive discounted hotel rates for all members in their state! The more people who register to attend SPEAK Out! Day from your state, the better your chances!

 

The 2012 Shape of the Nation Report: Status of Physical Education in the USA will be released in early March.   The report will provide a current picture of physical education in the American education system and will be a powerful tool to use on Capitol Hill.

Do you have a health and physical education curriculum you are proud to share? NJAHPERD is searching for examples of curriculums aligned with the 2009 NJCCCS to use as guidelines for the "model curriculum" being developed by the NJDOE. Please contact the NJAHPERD office or send a link to your school's curriculum website page.

This is a great first step to ensure our schools have the guidelines for a quality Health and Physical Education program. The New Jersey Association for Health, Physical Education, Recreation and Dance is pleased to recognize Jill Goldman as the AAHPERD Mabel Lee Award Recipient.  She will be recognized at the National AAHPERD Convention in March. Jill presently teaches at Francis A. Desmares Elementary School. Among her outstanding contributions to the Physical Education community are serving on both the NJAHPERD state Executive Board and the EDA Executive Board.    Jill has made presentations at numerous conferences and workshops. NJAHPERD is proud to honor one of their own, Jill Goldman as the AAHPERD Mabel Lee Award Recipient for 2012.

2012 NASPE Award Joy of Effort Award Winner
Congratulations, Lilyan B. Wright, New Hampshire (formerly of NJ) Lylian Wright

NJAHPERD is excited to announce that our own Lilyan Wright is this year's recipient of the 2012 NASPE Joy of Effort Award. Lilyan was nominated by both NJAHPERD, and New Hampshire AHPERD, and was the "slam dunk" choice by the national awards committee! 

 

During her career that has spanned over 70 years, Lilyan has made enormous contributions to our profession. She was a teacher and coach at the High School level prior to her 29 years at Trenton State College as a professor, coach, department chair, and athletic director. Just this year, at the age of 91, she retired from officiating both Field Hockey and Lacrosse. It is estimated that she has been on an athletic field or court for over 5,000 games as a coach or official (and that number is probably low). She still is teaching fitness classes to the elderly in New Hampshire, and continues to attend both New Jersey's and New Hampshire's state conferences. Both states have awards named in her honor; ours being the student of the year award and New Hampshire has the Lilyan B. Wright service award. 

 

She will be recognized at the NASPE Awards Banquet in Boston during the AAHPERD National Convention. We are asking everyone in our state to attend the banquet in support of our 92 year young New Jersey treasure! Congratulations Lilyan...you are the definition of Joy of Effort, and this award is long overdue! See you all at the banquet in Boston...let's "pack the house for Lil"!

In the spring of 2011 I saw an advertisement requesting proposals for exemplary programs happening in our public schools in New Jersey. When I read the advertisement from Classroom Close-Up NJ I thought about so many different initiatives and programs happening in my school and in my district. When I gave it more thought I began to think of why my program could not be one such program highlighted. I received encouragement from colleagues that told me to be a cheerleader for my own program and get the attention it deserves. Under more thought and advise I realize. that as educators, we need to be our own supporters if we truly believe in what we do.

The process I followed to apply for a spot on Classroom Close-Up NJ was to email them and describe the program that I wanted to be highlighted. That experience alone gives much credibility to all the hard work that you as an educator and your students put in. It was not until early fall of 2011 that I received a response to my request. I had actually forgotten that I submitted a proposal. In responding to the invitation to be taped I gained access to a representative of the network to begin to work out the logistics.

The process has been very positive and the support I received was tremendous. Classroom Close-Up NJ contacted my principal and superintendent for approval to begin setting a date. Classroom Close-Up NJ provides all video permission slips, advertisement papers, press releases and will bring all equipment for interviewing. My students are excited about the upcoming taping and the reality of being on TV.

Our taping is scheduled for November 30 and our airing of the segment will be February 19 and March 25 at 12:30 pm and 7:30 pm.

Each year since 1963, each U.S. President officially proclaims February to be "American Heart Month." Although American Heart Month coincides with Valentine's Day (which, next to Christmas, is the largest card-selling holiday in the U.S.), its primary purpose is not the celebration of romantic love. Rather, Congress designed American Heart Month to be a means of promoting awareness of heart and blood vessel (cardiovascular) diseases (also generally referred to as heart disease) as a nationwide problem, and of generating support for "essential" solutions to this problem. Healthy Schools Program Featured on NBC Nightly News, Today Show
New Jersey School Highlighted

The Alliance for a Healthier Generation and its Healthy Schools Program were recently featured on NBC Nightly News with Brian Williams and on NBC's Today Show. The network examined the program's work to help schools provide students and staff with healthy foods and beverages, as well as opportunities for physical activity. The segments highlighted the efforts of Public School 2 inWest New York, N.J. The school revamped its cafeteria and integrated activity breaks throughout the day.

Nancy Snyderman, M.D., chief medical editor for NBC, also interviewed Ginny Ehrlich, CEO of theAlliance for a Healthier Generation. In the interview, Ehrlich talks about the program's efforts "to make healthy schools the norm and not the exception."

The Alliance for a Healthier Generation was founded by the American Heart Association and the William J. Clinton Foundation in 2005. RWJF has supported the Alliance's Healthy Schools Program since it began in 2006. The program now reaches more than 13,000 schools nationwide.

If you want to maintain your health, there's no such thing as a winter break from exercise. "You need a consistent, year-round program in order to stay well, not only physically but also psychologically," says B. Don Franks, professor emeritus of kinesiology at the University of Maryland at College Park. He notes that regular exercise can positively impact mood, weight control, energy level, stress and sleep, among other pluses. For example, a 2010 study found that adults who worked out on a consistent basis had significantly lower rates of depression than those who did so irregularly. Research has also shown that a hiatus from training can result in added pounds that are difficult to shed, even once you start exercising again. MORE
Teachers to monitor students electronically in anti-obesity drive

A group of students in New York will soon be wearing controversial electronic monitors that allow school officials to track their physical activity around the clock in a bid to combat obesity. The athletics chair for schools in Bay Shore, N.Y., ordered 10 Polar Active monitors, at $90 a piece. The wristwatch-like devices count heartbeats, detect motion and even track students' sleeping habits. The information is displayed on a color-coded screen and gets transmitted to a password-protected website that students and educators can access. MORE

As you read this, somewhere in a gym in a school in Georgia, a student may be stepping onto a scale - backward - to comply with state law. Georgia is one of the latest states to mandate that schools track fitness levels and calculate body mass index (BMI) in an effort to combat childhood obesity, and provide parents with reports on their students' physical composition and fitness.

 

Georgia is second in the nation in childhood obesity; one in three children ages 10-17 is considered overweight or obese in the state, according to its Department of Education.  According to Georgia State Rep. Brooks Coleman, the new law is one answer to that problem.  MORE

As one of the many outgrowths of the sweeping federal health care law, health insurers and employers must now pay the cost of screening children for obesity and providing them with appropriate counseling. With about one in three children in the United States obese or overweight, according to government statistics, the need for such programs is clear. But, experts say, creating them will be challenging. Other than intensive hospital-based programs, few proven models exist for helping children and adolescents achieve and maintain a healthier weight, and researchers do not even fully understand the factors that contributed to the rapid rise in childhood obesity in recent years. MORE

The NJ Council of Physical Fitness and Sports has provided $25,000 to NJAHPERD in funding for Fitnessgram implementation in schools.Grants are competitive and priority will be given to high need schools. Rutgers Cooperative Extension of Bergen County is hiring a Community Assistant

 

The Community Assistant will teach research-based, behaviorally focused nutrition classes to both adult and youth limited-resource participants. The Community Assistant will teach nutrition classes to both adult and youth limited-resource participants of the SNAP-Ed program using pre-approved lessons and/or curricula aimed at improving the food security, dietary quality, physical activity and food safety behaviors of limited resource target audiences who receive or are eligible for SNAP benefits.

 

Requires a high school diploma or equivalent and the ability to effectively communicate. Requires the ability to carry demonstration supplies, presentation equipment, and class materials. Requires ability to work with a diverse limited resource audience and familiarity with the community in which work will be done. Prefer familiarity with the Microsoft Office Suit. Prefer Valid NJ Driver's License and willingness to use personal vehicle to travel to various worksites throughout Hackensack, Garfield, Lodi, Fairview, Englewood, Palisades Park, Bergenfield, Ridgefield Park, Wallington, North Arlington, Elmwood Park, and East Rutherford in Bergen County. Apply

D3NJ (Don't Drive Distracted NJ) is a contest for New Jersey High School students statewide to compete in a competition designed to raise awareness about the dangers young drivers face when behind the wheel of a car or even as passengers riding with friends. This contest is the first of its kind by an auto retailer (DCH) in New Jersey.

 

The entire competition will run from February 16 to May 5. Safe driving campaign ideas submitted will be judged based on the contest participant's clarity and conciseness of their safe driving message and the creativity they choose to deliver that message. The grand prize winner will be selected by an outside panel of judges, experts in the field of teen safe driving.  The winner will be announced at a ceremony scheduled for May 5. We will fund production and execution of the winning idea and use it in ongoing teen safe driving initiatives. Here's the best part: the winner of D3NJ will have their choice of a new car or a college scholarship.

The 2012 ING Run For Something Better School Awards Program will provide a minimum of fifty (50) up to $2,500 grants to schools that desire to establish or expand upon an existing school-based running program. PEP has been funded at $78.8 million for FY 2012. This is equal to the funding provided in FY 2011. The House and the Senate came to an agreement on the omnibus appropriations bill for FY 2012 late on December 15. The House passed the measure on December 16 and the Senate on December 17. Many other education programs were zeroed out for FY 2012 so it is very fortunate that PEP made the cut. The US Department of Education will release more information about submitting grant applications for FY 2012 grants as it is available. MORE

Major CDC/DASH Funding Cut Alert
Take action to save services!!
In the 2012 federal budget passed in December, a devastating 25% cut for the Centers for Disease Control and Prevention (CDC) Division of Adolescent and School Health (DASH) reduced its funding from $40 to $30 million. This far-reaching cut affects the 71 state, local, tribal and territorial education agencies currently being funded by CDC/DASH to implement HIV/STD prevention through school policy, programs and practices. This national infrastructure of HIV coordinators provides essential training, resources and technical assistance to teachers who impact the 49 million young people in U.S. schools. The coordinators make significant connections with other state and local health prevention groups, gain entre to schools for other important national health prevention initiatives and provide expertise in obtaining additional federal and local funding. If nothing is done, this crippling 25% cut will greatly diminish the capacity of education agencies to deliver these crucial services.

While working to restore the funding lost, we also need to ensure that DASH is fully funded moving forward. Work on the Fiscal Year 2013 budget begins in early February and Members of Congress need to hear from us now. Share this information with your networks, leaders and key stakeholders. Every letter, email and phone call makes a difference. DASH funding is absolutely critical to the future of quality HIV/STD prevention education in schools and the young people they serve.

NJAHPERD Supports the TEEN DRIVING BILL- A3309 (Wisniewski/Lampitt) 
The teen driving bill (A3309/S3058) cleared the Senate Budget and Appropriations Committee and the amendments to remove the practice hours requirement, limit the orientation program to no more than 90 minutes, and allow for the orientation requirement to be met via an in-person or online program were okayed on the floor of the Assembly on December 15th.  The bill was approved and was sent to the Governor's office. Stay in the KNOW...

A new bill is being introduced called the Empowering Local Educational Decision Making Act of 2011, which would expand the definition of core academic subjects to include physical education! The bill would also create a block grant to support local education programming, including those that promote healthy eating, nutrition and physical fitness. Check the AAHPERD Legislative Action Center regularly for updates!

 

NJAHPERD has signed on to the attached ESEA letter in support of federal legislative language that would acknowledge and recognize the vital role health education and physical education play in a student's school day, academic achievement, and overall health and well-being. It would grant schools greater flexibility in using federal funds for education including health education and physical education.

Food Allergy Policy Guide
National School Boards Association
The National School Boards Association (NSBA) is pleased to announce the release of "Safe at School and Ready to Learn: a Comprehensive Policy Guide for Protecting Students with Life-Threatening Food Allergies."

Developed with funding from the Centers for Disease Control and Prevention, this new guide is designed to help school leaders and schools establish comprehensive policies and practices that support the safety, well-being, and academic success of students with life-threatening food allergies. The guide focuses on the need for schools to partner with families, and healthcare providers in identifying and supporting individual student needs and preparing management plans. Further, it provides recommendations on following medication protocols; establishing a coordinated system to
prevent and respond to food allergy-related emergencies across the school environment; communicating with and educating parents, students, and school personnel; and monitoring and evaluating policies and practices.

The publication also includes a checklist for schools to assess the extent to which the guide's components are included in food allergy policies and practices being developed and implemented; sample state and local education policies; a glossary of commonly used terms; and a list of resources related to food allergies.
