It's time once again for our Summer Social, this year at the home of Sharon and Frank Sweeney:

Here's an opportunity to meet new members and catch up with old friends. Find out what League will be up to this year - election activities, Initiative and Referendum Update Study, hosting the State Convention, and creating a new television program.
A special guest, Pat Showalter, Santa Clara Valley Water District staff and member of Los Altos-Mountain View League, will be presenting information on the Valley Habitat Plan, a multi-agency effort to promote recovery of endangered plant and animal species. See the article below for more information on the Habitat Plan.

President's Message

Here's a cheer for summer! I hope you are all enjoying the long and indolent days of summer. It's not been all play - the Board and League leadership team met August 1 to begin planning for the busy year ahead. And, soon we'll enter the frenzy of the fall election season. Our League calendar is filling up with many service events - candidate forums to moderate, voter registration and education, and holding "Pros and Cons" League information sessions on the many ballot measures. I hope many of you will join us and support our efforts. We need members to assist with all of these events. We are being inundated with requests! That's a good sign that our community is seeking good, impartial, nonpartisan information. If you can take time to participate in our Speakers' Bureau program, Carol Lathrop will offer a training session in early September. Do let her know of your interest and availability. And Sandy Mory, besides working with Sally Pyle on the 2013 State Convention Planning, is also coordinating Candidate Forums and could use moderators. Good news: Our league has received a grant from the State League to work with the Northern California Islamic Council (NCIC) to provide training, resources and education to assist member organizations to fulfill their goals to galvanize greater and more effective civic participation by the Bay Area Muslim community. We are reaching out and working with a local mosque and its community to provide Voter Registration and information at key events. Plus, this fall "LWV Presents: Insights and Perspectives" will premiere on CreaTV, extending our reach in San Jose and providing information on key issues affecting the community. Thanks to Carol and Jim Lathorp and their hard-working committee. Our goal is simple: we carry the torch for good government. It's an exciting goal. Join in. During the May 2011 LWVC Convention, delegates adopted an update of
LWVC's study of California's initiative and referendum process. The study committee has developed the material that all local Leagues in California will use to come to consensus. Our consensus meeting will be February 27, 2013.
The LWVC Committee examined history, process (including the practices of other states), and key concerns, sifting through dozens of ideas to reform California's process. The reform ideas being examined cover a wide range of possibilities, from throwing out the whole process as suggested by Peter Schrag in Paradise Lost to an embrace of the growing trend of direct democracy. Here are some of the more popular themes:

LWVUS Convention

For the first time, I was not the only person laughing uncontrollably at a political joke, rather there were about 800 people laughing with me. As a new and young member of the LWV, National Convention in Washington DC was an amazing experience and a comfortable place to express my love for politics. Whether it was from joking about the U.S. government to voting on an issue, I have never felt so much unity.
I was nervous before attending the convention because I had only been a member for 6 months. To my surprise, every League member I encountered was more than willing to teach me anything that I wanted to know. I thought participating on a League study would be the only experience I would have where I was pushed to learn so much in such a short period of time, but convention was no different.
The workshops at Convention were well organized and very helpful. They helped set the foundation in finding a common ground among the League chapters, such as the challenges we all face and finding a viable solution.
The speakers invited to Convention were impeccable. I would like to highlight US Attorney General Eric Holder who spoke with such uplifting words:
"Continue to speak out; to raise awareness about what's at stake; to call on all political parties and leaders to resist the temptation to suppress certain votes in the hope of attaining electoral success - and challenge and encourage them, instead, to work to achieve success by appealing to more voters... I urge you - regardless of the opposition you face - to stay true, and remain fiercely committed, to the principles that have always guided the League of Women Voters and that can ensure that the 21st will be another 'American century."
Eric Holder knew how to energize the room with such stimulating words that defined the role we play in our community and how valuable we are.
Overall, I most importantly learned what it means to be a member of the League of Women Voters and why we should all stand tall and proud for the work that we do.
I joined the League because I wanted to be a part of something where I knew that the actions I commit and the events that I participate in all contribute to a positive change. National Convention reaffirmed my choice of the League. Learning about the projects that other League chapters have pursued from all over the nation was so inspiring. Hearing about chapters who work consistently hard to get their desired outcome was admirable. I feel honored to serve as Voters Service Chair for the San Jose/Santa Clara chapter and look forward to the upcoming November elections and all the projects we have planned to educate more voters and to increase civic engagement. If you are a member who has yet to experience a national convention then I highly recommend you put it on your "To Do" list.

Santa Clara Valley Habitat Plan
|
Creating a Conservation Legacy in Santa Clara Valley
In many areas of California, development of land for roads, housing and other needs adversely affects wildlife protected by the Federal Endangered Species Act (ESA) and the California Endangered Species Act (CESA). A Habitat Plan looks at habitat resources on a regional basis and identifies conservation and mitigation measures to protect listed species while allowing for planned development and public agency activities, such as roads and levee maintenance. The Santa Clara Valley Habitat Plan is a joint Habitat Conservation Plan/Natural Community Conservation Plan (HCP/NCCP) that began in 2005 by the County of Santa Clara, the Santa Clara Valley Water District, the Santa Clara Valley Transportation Authority, and the cities of San Jose, Morgan Hill and Gilroy. The Habitat Plan is expected to have a permit term of 50 years. The Plan's study area is 520,000 acres, and is being developed in association with the U.S. Fish and Wildlife Service, the California Department of Fish and Game, stakeholder groups and the general public.
The final EIR for the Habitat Plan will need to be approved by the board or council of each partner. Each jurisdiction has their own process with meetings to study and approve the plan so there will be many meetings where your letters and comments would be valuable. Find the whole list of dates at the project website. As of today (8/9/12), it will come before the Santa Clara Valley Water District Board on September 25th, Gilroy on October 15th, San Jose City Council on October 16th & 23rd, Morgan Hill on October 17th, and VTA on November 1st.
The Habitat Plan:
- Has studied future public- and private-sector development cumulatively to evaluate the likely endangered species impacts of planned development activities on 18 covered species;
- Provides a coordinated method to obtain state and federal project-specific permits and mitigate impacts on species and habitat; and
- Will create a new habitat reserve system that will be both larger in scale, more ecologically valuable, and easier to manage than is possible when mitigating projects on an individual basis; and
- Provides access to state and federal funding sources for approved HCP/NCCPs.

Voter Service Needs You!
|
Our Voter Service is off and running and we can use your help. With 10 initiatives and 1 referendum on the ballot so far, we already have numerous requests for our Speakers Bureau. We'll be doing candidates forums in the fall, possibly on CreaTV as well as live. And, as Gloria mentioned in her President's Message, we have a grant from LWVC for outreach efforts to register Muslim voters. On Sunday, August 19, we'll be at the Santa Clara Fairgrounds registering voters - we'll be inside and parking is paid.
Whether your interests lie in registering voters, educating voters on the pros and cons of issues, or being a part of candidate forums, we have something for you. Contact Shelly Saini, Voter Service chair, to volunteer or to get more information.

San Jose State Community Connections
|
I f you have some extra time on Wednesday, September 5 from 10 am - 2 pm, our League will once again be staffing a table at the SJSU Community Connections. The event allows diverse organizations from the area to educate and promote service programs through tabling to students who seek volunteer, service-learning, or internship opportunities.
We have participated in this program for many years now and it's a great opportunity to introduce League to college students. Contact Marie Arnold if you are interested in helping.

Watershed Future - You Can Have a Say
|
The five Leagues of Santa Clara County are among the co-sponsors of a forum on the watershed. The Silicon Valley Watershed Summit will plan the protection and enhancement of the waters and surrounding lands - the watersheds - of Santa Clara and San Mateo Counties. The Summit will build sustainability by identifying opportunities for on-going collaboration among agencies, organizations, businesses and individuals that takes advantage of our region's considerable human and biological resources.
The summit will be held on Saturday, September 22 from 8:30 am - 2 pm at the Foothill College campus. For more information or to register, go to the LWV Santa Clara County webpage.

Join Reviving California for their fourth annual Community Summit - Connecting Californians for Reform - to discuss democracy, governance and fiscal reform in the Golden State. SKYPE will once again partner with ALF to connect topic experts and participants in multiple locations across the state to discuss specific ballot measures and how their outcomes will affect democracy in California.
