Jerry Brown has vetoed the budget package passed June 15 by Democratic legislators, sources say, which creates a potential rift within his own party. "Unfortunately, the budget I have received is not a balanced solution," his statement said. "It continues big deficits for years to come and adds billions of dollars of new debt. It also contains legally questionable maneuvers, costly borrowing and unrealistic savings." Read More...
US Supreme Court Upholds In-State Tuition for Undocumented Students After nearly six years of petitions and appeals, the U.S. Supreme Court refused to hear an appeal that challenged a state law allowing undocumented students to pay in-state tuition at California universities and colleges. The plaintiffs - 42 former UC, CSU and California Community College students who each paid out-of-state tuition - contend the board owes them damages equal to the difference between residential and nonresidential tuition and that AB 540 unconstitutionally affords illegal immigrants a financial edge over citizens. The Effects of In-State Tuition for Non-Citizens: A Systematic Review of the Evidence This report by the Latino Policy Institute brings together a systematic review of original research on the effects of in-state tuition for undocumented students. The study asserts that there is only enough evidence to suggest that in-state tuition policies may improve education outcomes by increasing the enrollment rates of Latino noncitizens in college and reducing high school dropout rates. In addition, it lays a framework for suggesting that in-state tuition for noncitizens would not be a financial cost to public universities, the state, or taxpayers. Read the Report...
Portraits: Initial College Attendance of Low-Income Young Adults Students who grow up in poverty are nearly four times likelier to enroll in for-profit colleges than are other students, and they are far likelier to attend those institutions than they were a decade ago, according to this study released by the Institute for Higher Education Policy. It finds that about half of students at all income levels enroll in community colleges as their first postsecondary institution. But of the rest, students who do not grow up in poverty are far likelier to attend four-year public or private institutions (37 percent), while those from poor backgrounds are as likely to attend for-profit institutions (19 percent) as public or private ones (21 percent).
