Meningitis outbreak toll: 119 cases, 11 deaths
Boston.com - Oct 10, 2012. The number of people sickened by a deadly meningitis outbreak has now reached 119 cases, including 11 deaths. Officials have tied the outbreak of rare fungal meningitis to steroid shots for back pain. The steroid was made by a specialty pharmacy in Massachusetts. Mass. launches free mobile app to warn of emergencies and disasters 
Boston.com - Oct 5, 2012. The state's Emergency Management Agency launched a new mobile app today that will send notifications about emergencies and disasters to iPhone and Android users, said MEMA spokesman Peter Judge. "It's another tool in the tool belt," Judge said. It's not going to replace anything, but it gives us a way to more instantly and directly touch people than maybe other ways do." The free app, called ping4alerts!, can send text alerts and voicemail messages that include maps and websites, he said. The app uses GPS technology and other information to locate users in a specific area that is experiencing a possible emergency or disaster. "It allows us at MEMA to literally draw a box on a map, as big as the state or as small as a house, and anybody within that box would receive a message on their smartphone, particularly during a time of an emergency," Judge said. More EEE cases reported in Massachusetts
PROMed - Oct 5, 2012. Confirmed cases: 7, confirmed deaths: 2, suspected deaths: 1. A Georgetown man is the 3rd person to die of eastern equine encephalitis [EEE virus infection] in Massachusetts this year [2012], officials confirmed Wednesday [3 Oct 2012]. Georgetown town manager Michael Farrell says the 76-year-old man died 27 Sep 2012. The case has not been confirmed by state health officials. The family of a 63-year-old Amesbury resident said she died in September [2012] as a result of complications from EEE. Officials have said a Worcester County man in his 70s also died earlier this year. 4th case of Eastern equine encephalitis, 14th case of West Nile Virus reported in Massachusetts
BostonGlobe.com - Sept 14, 2012. A man in his 60s from southeastern Massachusetts is the fourth Massachusetts resident to be infected with Eastern equine encephalitis and is currently hospitalized. The case in a Plymouth County resident triggered state public health officials to raise the threat level for the mosquito-borne illness to "high" in the southeastern communities of Duxbury, Marshfield, Norwell, and Plymouth, and they are recommending that outdoor evening events be cancelled until the first hard frost. Public health officials also raised the threat level for West Nile virus to high in six Western Massachusetts communities after the 14th case of that illness was reported in a man from Hampden County in his 50s who was hospitalized, but then returned home. Agawam, Easthampton, Hadley, Northampton, Southampton, and Westfield are now at high risk of West Nile virus, but the threat level does not mean outdoor events need to be cancelled. GIS: The Backbone of Homeland Security

[article excerpt] The revolution in mobile computing, smart phone applications and social media has not only added to the complexity of what GIS tools have to contend with but has also extended their capabilities for law enforcement and homeland security professionals. "Think social media and geo-tagged photos and geo-tagged tweets and the various breadcrumb trails that we share through our smart phone apps," said Matthew Gentile, Deloitte Financial Advisory Services. "This is all location data."... "The beauty of social media and mobile is that everybody is a sensor," said Russ Johnson, Director of Public Safety and Homeland Security at Esri. But "the data is unstructured, and there's a lot of data. So, the challenge is the same." Part of that challenge is taking that push media from social networks like Twitter and Facebook, and being able to locate the appropriate hash tags or keywords, and then displaying those postings on a map to see common locations. "Then you can start making it actionable," Johnson said. But privacy remains a big concern for the federal government, which has slowed the actual adoption of these types of capabilities. Adding to the concerns surrounding social media is that the data is not necessarily authoritative and can be intentionally distracting. Multistate Outbreak of Salmonella Infections Linked to Peanut Butter CDC - Oct 6, 2012. CDC is collaborating with public health officials in several states and FDA to investigate a multistate outbreak of Salmonella Bredeney infections. A total of 35 persons infected with the outbreak strain of Salmonella Bredeney have been reported from 19 states. ACIP Provisional Recommendations for Use of 13-valent Pneumococcal Conjugate Vaccine in Adults with Immunocompromising Conditions CDC - Sept 18, 2012. CDC released provisions to the June 20th Advisory Committee on Immunization Practices (ACIP) recommended routine use of 13-valent pneumococcal conjugate vaccine (PCV13; Prevnar 13, Pfizer) for adults 19 years and older with immunocompromising conditions, functional or anatomic asplenia, cerebrospinal fluid (CSF) leaks, or cochlear implants. PCV13 should be administered to eligible adults in addition to the 23-valent pneumococcal polysaccharide vaccine (PPSV23; Pneumovax, Merck & Co. CDC - Oct 9, 2012. H3N2v Update. A total of 306 cases of H3N2v influenza have been reported, but activity appears to be diminishing. As of October 5, 2012, no additional H3N2v cases have been reported to CDC since those reported on Friday, September 28, 2012. CDC continues to emphasize that anyone at high risk of serious flu complications who is planning to attend a fair where pigs will be present should avoid pigs and swine barns at the fair this year.

Threat Information Sharing Portal for Healthcare and Public Health Announced HSToday.com - Oct 3, 2012. Lockheed Martin and the National Health Information Sharing and Analysis Center (NH-ISAC) announced Wednesday the availability of a cybersecurity threat information sharing portal for healthcare and public health critical infrastructure operators. Known as the Threat Information Sharing Portal, or TISP, the new system provides the healthcare industry with global cyber and all-hazards threat and vulnerability intelligence to protect the infrastructures that patients, care providers and healthcare systems depend upon daily. The system is a core component of the National Healthcare and Public Health Cybersecurity Response System. Federal Disaster Assistance Study Shows Improved Criteria Needed to Assess a Jurisdiction's Capability to Respond and Recover on Its Own GAO - Sept 18, 2012. The growing number of disaster declarations-a record 98 in fiscal year 2011 compared with 65 in 2004-has contributed to increased federal disaster costs. FEMA leads federal efforts to respond to and recover from disasters and makes recommendations to the President, who decides whether to declare a disaster and increase the usual federal cost share of 75 percent. This report addresses (1) the number of declarations requested and approved from fiscal years 2004-2011 and associated DRF obligations; (2) the criteria FEMA used to recommend a declaration for PA, and the extent that FEMA assessed whether an effective response to a disaster was beyond the capabilities of state and local governments; (3) how FEMA determined whether to recommend cost share adjustments, and their costs; and (4) FEMA's administrative cost percentages for declarations. GAO reviewed declaration data for fiscal years 2004-2011 and conducted site visits in 2011 to the two FEMA regions with the highest DRF obligations. The results are not generalizable, but provide insights.

Webinar: Reducing the Risks of Nonstructural Earthquake Damage
Oct 15 - In support of the upcoming Great ShakeOut earthquake drills (drop, cover, hold on drills) on October 18, 2012, FEMA National Earthquake Hazards Reduction Program (NEHRP) is pleased to announce a 1 ½ hour webinar on Reducing the Risks of Nonstructural Earthquake Damage. Nonstructural components of buildings include all elements that are not part of the structural system; that is, the architectural, mechanical, electrical, and plumbing systems, as well as furniture, fixtures, equipment, and other contents. During the recent earthquakes in Chile, New Zealand, Japan, Virginia and other earlier earthquakes in California, Washington, and other parts of the US, nonstructural failures have accounted for the majority of damage and injuries. In many cases, businesses, schools, hospitals, and other organizations had to spend excessive time and dollars for clean up and repair due to nonstructural failures; therefore impeding continued operations and rapid recovery. Moreover, nonstructural component failures also impeded safe evacuation, delayed rescue, and caused additional hazards such as fire resulting in serious life safety issues. Hospital Response to Chemical Emergencies. The DelValle Institute is pleased to host two sessions on Wednesday, November 14, 2012 in the Medical Intelligence Center.
