Suicide Bombings Kill Two Policemen in Russia
Suicide bomber hit station next to Russia's top security agency
Washington Post - Mar 30, 2010. The twin suicide bombings that killed at least 38 people in Moscow's crowded subway system included an attack on a station just steps away from the headquarters of Russia's premier security service. The attacks in central Moscow appeared to be designed maximize the chance that Russian intelligence officials would be among the commuters caught in the carnage. If so, the assault would extend a string of losses for intelligence services, which are more accustomed to carrying out lethal operations than being attacked themselves. FBI - Mar 19, 2010. FBI investigations reveal a trend in which individuals are targeting electronic medical record (EMR) management systems to steal personal information, subsequently extorting the companies storing the data or the victims for the return of the records. EMRs are used by medical providers, third-party contractors that provide administrative services, and government agencies that track and analyze industry data. Because of the increasing use of EMRs, inconsistently implemented security standards for such systems, and reports indicating the number of data attacks targeting the healthcare sector have increased, the FBI assesses with high confidence that the targeting of these databases by cyber criminals is likely to become more widespread, leaving organizations that manage the data and patients more vulnerable to crimes such as extortion, identity theft, and fraud. |
Unexpected Drop in TB Infections
More effective overseas screening may have contributed to a dramatic decline in the rate of new Tuberculosis cases in the US, according to the Centers for Disease Control (CDC). The CDC released results from its National TB Surveillance System for 2009 report which showed the greatest single-year decrease ever recorded and was the lowest recorded rate since national TB surveillance began in 1953. HHS Declares Public Health Emergency for North Dakota Floods
HHS Secretary Kathleen Sebelius declared a public health emergency for North Dakota in response to the March floods. The action ensures beneficiaries of Medicare, Medicaid and the Children's Health Insurance Program (CHIP) receive benefits during this emergency time period. The public health emergency declaration follows President Obama's March 14 emergency declaration for North Dakota and is retroactive to Feb. 26 to align with the presidential declaration which was also retroactive to that date. |
Malaria Acquired in Haiti
CDC/MMWR - Mar 05, 2010. An article in the recent Morbidity and Mortality Weekly Report (MMWR) addresses Malaria caused by Plasmodium falciparum infection in Haiti. In the aftermath of the January 12 earthquake, displaced persons living outdoors or in temporary shelters and thousands of emergency responders in Haiti are at substantial risk for malaria. During January 12 - February 25, CDC received reports of 11 laboratory-confirmed cases of P. falciparum malaria acquired in Haiti. This report summarizes the cases and can be found at: http://www.cdc.gov/mmwr/preview/mmwrhtml/mm5908a1.htm. |

Norovirus Outbreak Associated with Oysters Recently Harvested from Louisiana
FDA - Mar 27, 2010. Food and Drug Administration is working with state health officials from Mississippi and Louisiana to notify consumers, food service operators and retailers nationwide about an outbreak of norovirus associated with oysters recently harvested from an area near Port Sulphur, La. known as Area 7. The oysters were sold or distributed nationwide. Public health agencies are warning consumers not to purchase or eat oysters from the affected area and warning retailers and food-service operators not to sell or serve them. Louisiana's Area 7 is in the Gulf of Mexico near the mouth of the Mississippi River. http://www.fda.gov/NewsEvents/Newsroom/PressAnnouncements/ucm206353.htm |
Temporarily Suspend Usage of GlaxoSmithKline Rotarix (Rotavirus) Vaccine
CDC - Mar 22, 2010. The FDA has learned that DNA from porcine circovirus type 1 (PCV1), a virus not known to cause disease in humans, is present in the Rotarix vaccine. All available evidence indicates that there has been no increased risk to patients who have received this vaccine. PCV1 is not known to cause any disease in animals or humans; therefore, it has not been routinely tested for in vaccine development. Rotarix has been extensively studied, before and after approval, and found to have an excellent safety record (i.e., no unusual adverse events). However, FDA is recommending that healthcare practitioners temporarily suspend usage of the Rotarix vaccine for rotavirus immunization in the United States while the agency learns more about the detection of components of the virus found in the vaccine. Mumps Outbreak in NY and NJ
MDPH - Mar 19, 2010. Mumps Alert For The Hasidic Jewish Community During Pesach. There is a multi-state mumps outbreak in the Hasidic community, mostly among students residing or attending school in the New York and New Jersey areas. As the community prepares to travel for Pesach, there is the possibility of spreading mumps. The best way to protect yourself, your children and the children in your community is to get fully immunized with two doses-spread apart by at least 28 days-of the Measles, Mumps, and Rubella (MMR) vaccine now.
MDPH - Mar 9, 2010. MDPH alerted clinicians and public health officials to the ongoing mumps outbreak that primarily affected members of a tradition-observant Jewish community in New York and New Jersey. Recent reports indicated that the outbreak continues to spread, with over 2,000 cases total, and cases spreading to New England and Canada. Although little transmission occurred so far outside the initial community, mumps can spread rapidly in congregate settings such as colleges and schools. So far this year, there have been two confirmed and two probable cases of mumps in Massachusetts; one of the confirmed cases and both of the probable cases are associated with the NY/NJ outbreak. Health officials and clinicians heightened surveillance for mumps and ensured that children and adults are appropriately vaccinated. Please note that there have been revisions to (1) the infectious period for mumps and (2) the criteria for acceptable evidence of immunity for health care workers. Flu Update for Massachusetts
by Donna Lazorik, MDPH
MDPH - Mar 29, 2010. Flu Update. While flu activity remains relatively low nationally, the Southeast is experiencing increases in activity, according to the March 14-20, 2010 FluView. CDC estimates that between 42 million and 86 million 2009 H1N1 cases occurred between April 2009 and February 13, 2010. A large number of people in the US are likely to have antibody or immunity against 2009 H1N1 from vaccination and/or infection with 2009 H1N1. However, with a population of more than 300 million in this country, a substantial number of people likely remain susceptible to 2009 H1N1, which continues to circulate at this time. CDC continues to recommend vaccination against 2009 H1N1. Ongoing vaccination of people with certain health conditions is particularly important because most cases of serious 2009 H1N1 illness have occurred in people with underlying medical conditions. Health conditions that increase the risk of being hospitalized from 2009 H1N1 include lung disease like asthma or chronic pulmonary disease (COPD), diabetes, heart disease, or neurologic disease and pregnancy. In addition, minority populations have been harder-hit by the 2009 H1N1 pandemic than non-minority groups. It remains very important that antiviral drugs be used early to treat flu in people who are very sick (e.g., people who are in the hospital) and people who are sick with flu and have a greater chance of getting serious flu complications, like people with asthma or diabetes, or women who are pregnant, or people who are 65 and older.
MDPH - Mar 16, 2010. MDPH advised providers to start planning now for the 2010-2011 flu season. As a reminder, the H1N1 vaccination campaign of 2009-2010 season was a special program that was fully funded by the government. There will be no such program in place for seasonal influenza vaccine next year. Providers should submit orders for privately purchased influenza vaccine as soon as possible. The earlier orders are submitted, the better your chances are of obtaining doses early in the season. To read the full advisory, go to
MDPH - Mar 15, 2010. PCV13 Available to Order. PCV13 is now available for ordering from MDPH. New versions of the Vaccine Order Form and Vaccine Aggregate Usage Form are available on the MDPH web site at: www.mass.gov/dph/imm under Vaccine Management. A clinical advisory from MDPH with guidance about introducing PCV13 vaccine and suggested schedules will be available in the near future at www.mass.gov/dph/imm in the section and Advisories, Alerts and Events. Questions about vaccine availability should be directed to the MDPH vaccine unit at 617.983.6828.
NIH - Mar 9, 2010. Vaccinating Children Against Flu Helps Protect Wider Community. Results of a clinical trial conducted in a largely self-contained religious community during the 2008-09 influenza season show that immunizing children against seasonal influenza can significantly protect unvaccinated community members against influenza as well. The study was conducted to determine if immunized children could act as a barrier to limit the spread of influenza to the wider, unvaccinated community, a concept known as herd immunity. http://www.nih.gov/news/health/mar2010/niaid-09.htm
CDC - Mar 08, 2010. New: CDC Estimates Graphics Section. Estimating the number of individual flu cases in the United States is very challenging because many people with flu don't seek medical care and only a small number of those that do seek care are tested. More people who are hospitalized or die of flu-related causes are tested and reported, but under-reporting of hospitalizations and deaths occurs as well. For this reason CDC monitors influenza activity levels and trends and virus characteristics through a nationwide surveillance system and uses statistical modeling to estimate the burden of flu illness (including hospitalizations and deaths) in the United States. http://www.cdc.gov/h1n1flu/estimates_2009_h1n1.htm#Graphics.
