Systech Signs Agreement to Acquire ESP, Inc.

ESP has been purchased by Systech International. There have been reports from ASCCA members that ESP reps have called selling products including, but not limited to the CAN update. For now, we recommend holding off on any purchases from ESP.

R-40 Gas Possible Hazard in U.S.

R-40, a highly flammable, toxic and reactive gas supplied in 30# cylinders and marked as R-134a have been used to service, both stationary and Mobile A/C systems is various parts of the world. At the present time there is no indication that cylinders containing R-40 are in the North American marketplace. However, with this extensive indication worldwide there may well be the potential of the refrigerant appearing in the North American marketplace.

ASCCA's Government Affairs Committee is monitoring this issue closely.

Right to Repair Reintroduced in New Jersey

The Motor Vehicle Owners Right to Repair Act (A 352) was reintroduced in the state of New Jersey on January 10, 2012, by Assemblyman Reed Gusciora (D).  Similar to legislation that had been considered by the state in previous years, the bill would require car companies to make the same service information and tools available to the independent repair industry that they make available to their new car dealers.  A right to repair bill also sponsored by Assemblyman Gusciora passed the State Assembly in 2008 by an overwhelming 49-22, but stalled in the Senate due to strong opposition from new car dealers, unions and the vehicle manufacturers.  The introduction in New Jersey coincides with the battle ongoing in Massachusetts where a ballot measure on right to repair has been certified by the Secretary of State.  That ballot measure will soon be introduced in the Massachusetts legislature which will have until May 2nd to act on it and therefore preclude the need for it to appear on the ballot in November.

Gold Shield Stations Will Cease to Exist 12/31/12

REMINDER: When the new smog program starts: CAL-Vis (California Vehicle Inspection System)  BAR will no longer be qualifying you on repair effectiveness or quantity.

Gold Shield Stations will cease to exist 12/31/2012. In its place will be STAR Test and Repair. Your station will be required to have and maintain a certain grade to test "directed vehicles". Most, if not all, pre-2000 vehicles and some post-2000 vehicles (problematic vehicles; e.g., those that pass OBD but fail tailpipe) will be directed. In order for you to be a STAR Test and Repair station, you must participate in CAP.

2,  STAR Test Only

3.  Test and Repair

4.  STAR Test and Repair
