DMV Halting Renewals Until the State Has Made Changes to the Vehicle Renewal Fee Structure

The 2009 temporary increase in vehicle registration fees is set to expire July 1, 2011. The Governor was relying on the possibility that there would be a voter approved extension of the current temporary increase of .65% of the vehicle's value. So far, there has been no initiative created for placement on a June special election ballot. Governor Brown is still optimistic that the legislature will approve an extension without voter approval.

In the meantime, the Department of Motor Vehicles (DMV) has posted the following information on their website:

  • State law requires the DMV to implement changes in the billing and renewal process for registration fees due on or after July 1, 2011.
  • Registration renewal notices will be mailed out close to or on the registration expiration date (as opposed to the previous practice of mailing notices 60-days ahead of the expiration date).
  • Fees due before July 1, 2011 are still due and must be paid to prevent penalty dues.
  • No money may be collected until renewal notices are issued.
  • All customers will be given a 30-day grace period after they receive their registration notice. Penalties for delinquent  payments will not be imposed until 30 days after the registration expiration date.
  • Law enforcement is aware and will not cite vehicles until the first day of the second month after the vehicle registration expires.

Governor Brown Signs SB 94 Into Law

SACRAMENTO - Governor Edmund G. Brown, Jr. today announced he has signed SB 94, which requires the California Department of Motor Vehicles (DMV) to temporarily delay billing Californians who have vehicle registration renewals due on or after July 1, 2011 in order to avoid erroneous billing, double billing or other confusion while a budget deal is being crafted.

What to Do If: A Vehicle is Stolen or Vandalized While in Your Possession

The question has recently been raised, "What should you do if a vehicle is stolen or vandalized while in a shop's possession"?

Here is a consensus received from fellow members of ASCCA:

  • The best thing to do is to try to salvage the relationship between shop owner and consumer. In order to do that, after reporting the incident to the police, it's best to report the incident to both the shop owner's and customer's insurances and let them iron out the details of coverage. This removes the conflict from the shop owner and the consumer and allows the incident to be put behind you quickly and efficiently.

Thank you to our resourceful members for their very helpful advice. If you would like to contribute to this discussion, please forward your comments to calvidrez@amgroup.us.
