VRRRM Program for Emission Repair Assistance

Are you aware of the VRRRM program for emission repair assistance? Vehicles that fail the emission portion of the smog check may be eligible for up to $800 in repair assistance!

VRRRM Program General Eligibility Guidelines:

Funding the VRRRM program was made possible by a grant from the Reformulated Gasoline Settlement Fund created as a result of an antitrust class action with the purpose of achieving clean air or fuel efficiency benefit for California consumers.

In order to participate in the VRRRM program the consumer must be a member of the class. Class members are consumers who purchased gasoline in California between 1995 and August 11, 2005, during the months of April through October.

Consumers should fully exhaust all assistance available from publicly funded vehicle repair or replacement programs for which the consumer qualifies prior to applying for VRRRM.

Consumers may review the www.VRRRM.org website for more information or contact a Call Center agent at 1-800-622-7733 to help identify available publicly funded programs in their area or to determine eligibility to participate in available VRRRM vehicle repair or vehicle replacement programs.

Consumers should complete and sign a VRRRM Application providing vehicle information and verifying that the consumer is a member of the class and meets other eligibility guidelines.

Consumer may be:

  • an individual or
  • a small business as defined by the U.S. Small Business Administration

Consumer must own a vehicle that is:

  • currently registered in California, or
  • registered with California DMV as Planned Non Operational (PNO), or
  • delinquent in the California registration renewal process and not in the process of registering in California for the first time.

Other eligibility requirements:

  • Consumer must provide proof of ownership.
  • Vehicle should have continuous six month registration to the same owner in California.
  • Vehicle must be gasoline powered and light or medium duty with a gross vehicle weight rating (GVWR) of up to 14,000 pounds.
  • Vehicles owned by federal, state or local agencies are not eligible for VRRRM.
  • Specially Constructed Vehicles (SPCNs) are not eligible for VRRRM.

Governor Brown Signs SB 94 Into Law

SACRAMENTO - Governor Edmund G. Brown, Jr. today announced he has signed SB 94, which requires the California Department of Motor Vehicles (DMV) to temporarily delay billing Californians who have vehicle registration renewals due on or after July 1, 2011 in order to avoid erroneous billing, double billing or other confusion while a budget deal is being crafted.

What to Do if You Encounter Dangerous Conditions

The question has recently been raised, "If you encounter a dangerous condition on a vehicle, such as a separated tire or low brake pedal, do you do anything more than issue a warning notice on the invoice"?

Here are a couple of the responses received from fellow members of ASCCA:

  • If the consumer will not authorize proper repair, have the vehicle towed to the location of their choice within a 5 mile radius. This is a position based on liability.
  • If it is determined that ANY vehicle presented for service at your shop has a safety related issue, it is advised that the shop technician recommend all necessary safety related repairs in writing. If the consumer refuses to allow the repairs to be performed, the job should be refused with a note on the invoice stating that the consumer has refused safety related repairs, the vehicle is unsafe to operate and a free tow should be offered. If the tow is declined, that should also be noted on the invoice. The consumer should receive a copy of the invoice containing recommendations, the safety warning and the offer of a free tow.

Thank you to our resourceful members for their very helpful advice. If you would like to contribute to this discussion, please forward your comments to calvidrez@amgroup.us.
