David SmytheEyjafjallajokull has paused - no ash since 23rd May - only steam.  It may not be over yet, and there are lessons to be learned:  those travel companies who were able to communicate with passengers and recover the situation will do best, and we absolutely won't forget the companies who hiked prices.  For ASSC members, it is swings and roundabouts with some cancellations accompanied by visitors securing UK holidays, as flight plans still remain uncertain.

Anecdotal reports of 2010 range from good to very patchy for our sector, and the wonderful World Cup never seems to help us.    VisitScotland's analysis of trends suggests a slow drift away from 'staycations', but the economic recovery is fragile and the new UK Government seems to be taking a hard line to reduce borrowing.    With public pay increases set below inflation or frozen, there will be difficult times ahead. 

It is not all gloom and doom by any means:  self-catering is pretty resilient, and tourism is a sector poised to lead the recovery.  Homecoming did not result in the promised extra thousands of the Scottish diaspora flocking here from round the globe, but it did secure many more visitors, and Homecoming ran or badged a series of successful events during the year.  It brought in an extra £53.7m to Scotland.  Themed years are good news then, and we can expect more, starting with 2010:  the Year of Food and Drink.  Some Perthshire ASSC members are taking part in a pilot discount voucher scheme matching their visitors with outlets using local produce.

11th Hour Finance Bill Reprieve Benefits Thousands of Tourism Businesses in Scotland
Remembering back to just before the election, which seems like rather a long time ago now, opposition parties managed to force the Government to remove the Repeal of the Furnished Holiday Let (FHL) Rules from the Finance Bill as part of the horse-trading during the wash-up at Westminster.  

The new Coalition has published Our Programme for Government, and in Section 29 it says ........

"We will take measures to fulfil our EU treaty obligations in regard to the taxation of holiday letting that do not penalise UK-based businesses."
 
The Association of Scotland's Self-Caterers has been campaigning hard for the past year to seek a way of retaining the tax concession for Furnished Holiday Lets, yet comply with EU law. 
 
We have worked together with industry, tourism agencies, business membership organisations and professional institutions right across the UK.  We were able to approach The Treasury and politicians with a united voice, and a suggested workable solution of increasing the threshold of days let.

Removing the FHL Rules would have had a devastating effect on the self-catering sector in Scotland, and across the UK.  ASSC is delighted that the Coalition is looking sympathetically at retaining the FHL rules, and we will continue to be involved at UK level as a way forward is agreed.

For now, the industry can now plan for the future with more certainty, and deliver the jobs and economic growth needed to help pull the country out of recession.
Business Rates:  
coinsWe continue to work with the Scottish Assessors on rates for self-catering, where there has been an increase in rateable values across the board.  Rateable values are reached by a combination of property type and location.   The rationale is set out in Practice Note 19 for self-catering on www.saa.gov.uk.  Rateable values can also be compared on this site.
 Small Business Bonus Scheme
double checking figuresThe Scottish Government has confirmed that, as part of its forthcoming announcement about business rate reliefs following the 2010 revaluation, the thresholds of the Small Business Bonus scheme will be increased to ensure that in Scotland we deliver the best package of small business reliefs available anywhere in the United Kingdom.
