The Transportation Policy Board released the draft 2013-16 Regional Transportation Improvement Program for public review and comment.  

 

The draft 2013-16 Regional Transportation Improvement Program includes all the projects selected for PSRC funds in addition to projects funded with other federal, state, and local funds. The draft TIP has been reviewed for air quality conformity, consistency with the region's plans, federal requirements and environmental justice considerations. The public comment period runs from September 13 through October 25, 2012. Watch the discussion or view the presentation at psrc.org.

The Transportation Policy Board recommended directing an additional $8.6 million in PSRC's FTA funds to 13 transit projects.

 

The additional funding is a result of a higher than estimated FTA funding allocation which made $14.6 million more available to projects selected to receive PSRC funds. The Policy Framework for PSRC Funds directs these funds to be split between the contingency list and the earned share distribution for each of the region's transit agencies.

 

The $8.6 million is the earned share distribution that will be split amongst Community Transit, Everett Transit, Kitsap Transit, Pierce Transit, Seattle, Skagit Transit, and Sound Transit to 13 existing projects. The remaining $6 million would be for projects on the regional contingency list in the draft 2013-26 TIP that was released for public comment today, as well as new earned share projects for King County Metro, King County Ferry District and Island Transit.

The Transportation Policy Board discussed the draft scope of work for the Transportation 2040 Update.  

 

PSRC is updating Transportation 2040 to meet state and federal mandates and to reflect changes that have occurred in the region since 2010. The update will be done within the framework of the current plan and existing Environmental Impact Statement and will continue to support the adopted VISION 2040 regional growth strategy and economic objectives through an integrated mobility, environmental, and financial strategy.

 

Because of the minor nature of this update, the number of proposed issues and the level of analysis will be limited to completing ongoing work items, meeting statutory obligations, and incorporating additional planning activities currently underway. Key elements of the plan update include prioritization, an updated financial strategy, and an approach to meet the region's maintenance, preservation, and operations needs. The draft scope of work is scheduled for approval by the board next month. View the presentation.

  • Welcomed Lise Kaye of the Regional Catastrophic Preparedness Program and William Lokey of Witt Associates for a presentation on transportation recovery.
  • Welcomed Joni Earl, CEO of Sound Transit, and Kevin Desmond, General Manager of King County Metro Transit, for a presentation on regional transit coordination.
  • Made a consensus recommendation to approve a routine amendment to the 2010-13 Regional TIP.
  • Made a consensus recommendation to certify comprehensive plan amendments for the cities of Bremerton, Lynnwood, Sultan, and Tacoma.
  • Made a consensus recommendation to authorize a change in project status for three Transportation 2040 Projects.

The Growth Management Policy Board welcomed Rebecca Fox for a presentation on Tukwila's Regional Manufacturing and Industrial Center.  

 

Tukwila's manufacturing and industrial center is nearly 1,000 acres in size and is home to nearly 13,500 jobs. Major employers located in the center include Boeing, Boeing Employees Credit Union, Department of Homeland Security, Group Health Cooperative, King County Metro, United Grocers, and the U.S. Postal Service.   

 

Tukwila is working to maintain and maximize industrial land resources, balance non-industrial uses along the riverfront and increase transportation access and mobility within the center. Watch the discussion or view the presentation online at psrc.org.

The Growth Management Policy Board recommended certification of the countywide planning policies for Pierce County.
