The Executive Board recommended adoption of a Transportation 2040 plan amendment to the General Assembly.
The plan amendment would add and remove projects, move projects among funding categories, note completions and update financial and other information on state and local projects. A significant part of the proposed changes would incorporate the new strategies proposed on Interstate 5 in the vicinity of Joint Base Lewis-McChord into the unprogrammed part of the plan. The Executive Board action retains the SR 167 Extension, SR 509, and the Interstate 90/SR18 Interchange projects as currently defined in Transportation 2040. The plan amendment changes are the subject of both an Addendum to the Final Environmental Impact Statement for Transportation 2040 and a new Air Quality Conformity Finding, which will be available for public review on May 7, 2012. The Executive Board recommended adoption of the FY 2012-2013 Supplemental Budget and Work Program to the General Assembly.
The Puget Sound Regional Council operates under a two-year budget and work program, which currently runs from July 1, 2011 through June 30, 2013. The biennial budget can be adjusted after the first year with a supplemental budget. The General Assembly will take action on the budget and work program at its meeting on June 7. In other business, the Executive Board:
- Met in Executive Session to discuss the Executive Director's annual performance evaluation.
- Welcomed the Washington Aerospace Office as an Associate Member of the Puget Sound Regional Council.
- Authorized the appointment of auditing officers for authorizing issuance of warrants and electronic transactions prior to Executive Board approval.
- Approved a routine amendment to the regional Transportation Improvement Program for King County bus replacement and expansion and ORCA card machines as well as the rehabilitation of the Bainbridge Island ferry terminal.
- Received a progress report on Transportation 2040 Prioritization.
- Received a quarterly status report on PSRC-funded projects.
