The Executive Board adopted allocations of transferable development rights to eligible cities in the region as part of the Landscape Conservation and Local Infrastructure Program enacted created by the state Legislature in 2011.

 

The Landscape Conservation and Local Infrastructure Programestablished a new voluntary tool to finance infrastructure that is based on a city accepting transferable development rights (TDRs) from farm, forest and some rural lands.  The motion passed with two Pierce County board members voting no. The Executive Board welcomed University of Washington President Michael Young for a presentation on the university's Ideas to Impact Initiative and the university's relationship with the PSRC.

 

The UW is launching the Ideas to Impact Initiative (i2i) to better focus the resources of the university on three key areas:  job creation, solving critical societal problems and higher education reform.  The UW plans to create a new culture of entrepreneurship by channeling public/private partnerships, creating on-campus incubator space for new companies, and double the number of new companies spun out by the UW.  Young serves as a co-chair of the Prosperity Partnership.

In other business, the Executive Board:

  • Met in Executive Session to discuss the Leadership Continuity Plan.
  • Authorized contract authority to amend the UW Partnership Agreement for the Sustainable Communities grant and for additional accounting consulting services associated with sub-regional monitoring.
  • Adopted a Routine Amendment to the Regional Transportation Improvement Program for ten Washington State Department of Transportation projects.
  • Approved the distribution of PSRC funds to external transit agencies for service provided in the region.
  • Authorized the change in project status for two Transportation 2040 projects: Bothell's SR 522 - West City Limits to NE 180th Street Stage 2a Improvements and SR 527/Bothell-Everett Highway - 240th Street SE to 228th Street SE from conditionally approved for right-of-way to approved.
  • Certified comprehensive plans for the cities of DuPont, Federal Way, and Woodinville.
  • Received information items on the draft supplemental budget, Transportation 2040 Prioritization, and the Project Tracking Report for Tacoma's Puyallup River Bridge.
